AGENDA ITEM: Resolution Establishing 2022 Budget Priorities
BACKGROUND INFORMATION
The Committee of the Whole met on March 19, 2021 to hear from Department Heads on 2022
projected needs. Over two million dollars of potential increases were discussed. Due to revenue
limitations, priorities need to be established to guide the County Administrator in the
development of the 2022 budget.

�T NTY RESOLUTION ESTABLISHING 2022 BUDGET PRIORITIES
1 WHEREAS, St. Croix County is one of the fastest growing counties in the State of
2 Wisconsin, with an expanding population requiring additional services; and

4 WHEREAS, Department Heads made persuasive presentations predicting over two
5 million dollars of additional expenses for 2022 during the March 19, 2021 Committee of the
6 Whole meeting; and

8 WHEREAS, revenue limitations by the State continue to require tough decision
9 prioritizing which expenses will be covered with limited revenues; and

11 WHEREAS, St. Croix County Board annual establishes budget priority guidelines for
12 the County Administrator to consider when putting together a budget recommendation.

14 NOW, THEREFORE, BE IT RESOLVED the St. Croix County Board of Supervisors
15 hereby establishes the following categorical priority guidelines for the County Administrator to
16 consider when putting together the 2022 budget:

18 1 - Health Insurance (review for only minor modifications as necessary)
19 2 -Employee Compensation (provide for step or COLA)
20 3 -New Position (prioritize needed positions from global perspective)
21 4 - Operating Expenses (cover required expense increases)

direct fiscal impact.
