Official Minutes
MEMBERS PRESENT: Julie Speer, Roger Larson, Cindy Leonard and John Borup.
STAFF PRESENT: Sheriff Dennis Hillstead, Patrol Captain Scott Knudson, Jail Captain Karen
Humphrey, Accountant/Office Manager Mary Martell, Medical Examiner Casey Swetlik, District
Attorney Eric Johnson, Victim Witness Coordinator Pam Bellrichard, Administrative Coordinator
Chuck Whiting and Recording Secretary Amy Geurkink.
OTHERS PRESENT: Citizen Fred Buttke of North Hudson and citizen Dolly Qualls of Hudson.
Meeting called to order at 8:30am by Chair Speer. Motion by Borup, 2 nd by Larson to approve the
minutes of the March 8, 2010 meeting. Carried unanimously.
MEDICAL EXAMINER'S REPORT: Swetlik presented the year -to -date budget report and
summarized the budget is sitting well for the first quarter of the year.
Swetlik reported his department has an intern from UW -River Falls working for the spring semester
and interns for the summer and fall have been scheduled; Swetlik summarized the University has been
an excellent partner with the intern process.
Discussion regarding Swetlik's annual performance evaluation written report; the committee praised
Swetlik for his work and Swetlik expressed his appreciation for the support of the committee.
Discussion regarding the increased demands of the Medical Examiner.
Swetlik addressed questions from citizen Fred Buttke regarding cremation costs.
Swetlik thanked the committee members for their service to St. Croix County.
CHILD SUPPORT DEPARTMENT REPORT: Kapaun presented March 2010 bills in the amount
of $2,249.08 and the final 2009 budget close -out report as well as the 2010 budget status report.
Discussion regarding process service and out -of -state process service. Motion by Borup, 2 nd by
Leonard to approve the bills as presented. Carried unanimously.
Kapaun reported collections last month in the amount of $1,225,224.00, the highest collection number
on record.
Discussion regarding Kapaun's annual performance evaluation written report; Kapaun thanked the
committee for the support and the committee members complimented her on her work.
DISTRICT ATTORNEY/VICTIM WITNESS REPORT: Speer read a letter regarding State of
Wisconsin reimbursement in the $61,848.99 for the Victim Witness Assistance Program. Speer also
presented an article from the newspaper regarding National Victim Rights week.
Johnson presented March 2010 District Attorney bills in the amount of $45,093.92 and clarified the
travel and subpoena expenses. Motion by Leonard, 2 nd by Borup to approve the bills as presented.
Carried unanimously.
Pam Bellrichard requested a temporary position to fill a short-term vacancy due to an upcoming staff
maternity leave; Bellrichard reported this comes at no cost to the county. Motion by Larson, 2 by
Borup to approve the temporary position. Carried unanimously.
Johnson reported a UW- Madison law student will be working as an intern in the DA's office this
summer for ten weeks.
Johnson thanked the committee members for their support and service to St. Croix County.
Johnson and committee members addressed questions from citizen Fred Buttke regarding the hiring
process.
Bellrichard provided information regarding the National Victim Rights week and reported they will
have an informational booth at UW -River Falls and the VW intern will be reading the victims rights at
the Hudson Government Center and at Veterans Park in River Falls.
REPORTS OF THE SHERIFF DEPT /JAIL /PATROL CAPTAIN: Discussion regarding subpoena
charges with regard to other counties.
March 2010 Jail bills in the amount of $93,185.78 were presented. Motion by Leonard, 2nd by Borup
to approve. Carried unanimously.
March 2010 Sheriff Department bills in the amount of $53,244.51 were presented and various
expenses clarified. Hillstead/Knudson explained aspects of the new cameras worn by officers. Motion
by Borup, 2nd by Leonard to approve the bills as presented. Carried unanimously.
Hillstead reported they are now fully staffed with respect to patrol officers.
Knudson explained aspects of the narcotics trials in which approximately thirty-nine teams will
compete.
Hillstead reported the application list is complete for jail staff hiring; Hillstead addressed questions
from citizen Fred Buttke regarding the application/hiring process.
Hillstead commenced discussion regarding collection of outdated/unused prescription drugs and the
push to get a program going in St. Croix County. Discussion regarding collection -point location(s);
Hillstead noted law enforcement has to be present during collections. Citizen Dolly Squalls reported
she has been involved with putting this program in place and indicated a lot of the leg work has been
done. Squalls reported they are patterned after the program in Marshfield, Minnesota and with
Marshfield Clinic.
Humphrey reported the second of two jail nurses has been hired and there will now be medical
coverage on a daily basis.
Hillstead reported he is pleased with the policy review process with Assistant Corporation Counsel
Don Gillen and paralegal Kathy Spott.

Hillstead thanked the committee members for their support, feedback and dedication to St. Croix
County.
