CROIX COUNTY SUBSTANCE ABUSE COMMITTEE MINUTES Unapproved THURSDAY— APRIL 29, 2010 — 3:00 P.M. ST. CROIX COUNTY GOVERNMENT CENTER — ROOM 1281 1101 CARMICHAEL ROAD, HUDSON WI 54016 CALL TO ORDER — Esther Wentz convened the meeting at 3:08 PM Kirt John Shilts Joan Chamberlin ROLL CALL Gail Colligan, Doug Briggs, Steve , Dana Krachenbuhl, Peter Van Duzart, Supervisors: Linda Lucky, Buzz Marzolf, Esther Wentz APPROVAL OF Agenda and MINUTES OF PREVIOUS MEETING — March 24, 2010 Buzz Marzolf moved and Linda seconded to approve agenda. Motion passed. Linda moved and Buzz seconded to approve minutes of the March meeting with spelling and grammar corrections. DATE OF NEXT MEETING: Wednesday May 26 Note: June will be the last Thursday of the month- June 24th OLD AND NEW BUSINESS 1. Election of Officers Esther shared the recommendation made by Greg Timmerman, Corporate Counsel. Since we are now a subcommittee of the County Board, supervisors do not have to serve as officers but county employees probably should not. Policy and financial decisions will only be voted on by supervisors. a. Chair- Buzz moved to nominate Esther Wentz. Unanimous ballot passed. b. Vice Chair- Buzz moved to nominate Linda Lucky. Unanimous ballot passed. c. Secretary- Joan Chamberlin moved to nominate Joan Sprain. Unanimous ballot passed. 2. Juvenile Drug Treatment Court Update Steve Kirt reported that 3 people are enrolled. The team is still getting their feet wet and learning. Steve thinks it is going well. Joel Gibson, therapist with SCC Behavioral Health has agreed to sit on committee. They are all going to a training next week on how to assess and make determinations. One member has been enrolled for 9 weeks. Esther gave the new members some background on the Juvenile Justice Grants. The other grant has funded the Youth Service Bureau's position held by Gail Colligan. She works in the schools in the county. This committee served as the required committee in order to receive the funds. Steve explained how drug issues are not required but are addressed if present. Youth must be adjudicated. Esther also explained that the DA has a juvenile diversion program. John Shilts shared that they are first time offenders that have been charged but not convicted. 3. Reports a. Drug Court Report- No report b. Open Door Rescue Mission - Tom Hennes No report. c. MADAM — No report. Esther reported the new Icebreaker newsletter is out. They created Butterfly House in St. Croix Falls. d. "Update on SCVRJP projects — Kris Miner No report e. Other reports- Joan Chamberlin reported on the Town Hall Meeting on Underage Drinking — small turnout. Several SAC committee members presented. Discussion followed about how to get more parents there in the future. Maybe look at underage consumption. Buzz Marzolf offered to contact the Knights of Columbus of St. Patrick's Parish to ask for support for the SAFE project. 4. Alcohol and Drug Information Update- Doug Briggs reported on the Youth Service Bureau grant which are federal funds funneled locally via the Office of Justice. They have funded our 3 year program. Gail works in all of the 4 smaller school districts. Money comes via Somerset police to SCC Health and Human Services. Doesn't cost county any money. We made our match with a $20,000 grant the first year grant then $30,000 from Otto Bremer Foundation. The Tavern League is willing to help support this effort. Doug is also on Task Force Champion for a CHIP group to put plan together. Joan Sprain suggested that Steve Kirt do the presentation at the June meeting on underage drinking used at the Town Hall meeting. Joan Chamberlin will bring the Neenah H.S. Edge of Reality video and Dana Krachenbuhl will bring the Youth Risk Survey results to May meeting. Buzz asked if the brewers etc might have foundations we could solicit. John Shilts reported St. Croix Co. is in the infancy of exploring a prescription drug collection program. 5.
