CALL TO ORDER
Esther Wentz called meeting to order at 3:05
ROLL CALL: Supervisors Wentz, Rebholz, Kolbe. (Quorum) Gail Colligan, Steve
Kirt, Joan Chamberlin, Eric Johnson DA, Sheriff Hillstead, Officer Briggs, Dana
Krachenbuhl, Katie Johnson, Ridelle Pechhach, Carl Waskosky, Troy Jensen, Tom
Hennes and Joan Sprain
Guests: Bob Albright, Nick Brabec
APPROVAL OF Agenda: Ken Kolbe moved to adopt the agenda & Roger Rebholz
seconded.
Approval MINUTES OF PREVIOUS MEETING — February 24, 2010
No minutes were sent out so this was tabled until the April meeting.

OLD AND NEW BUSINESS
1. Speaker
Nick Brabec former meth user shared his story and answered questions
regarding his experience and ways we might help youth.
2. Juvenile Drug Treatment Court Update- Steve Kirt reported the court is up and
running. There are 2 active participants, and 1 pending. One participant is doing
well and mom appreciates support. Other is not doing so well. 4 th person
beginning interview process. Not like adult court. Drugs do not have to be the
issue.
3. Reports
a. Drug Court Report- Joan Chamberlin AODA Counselor, reported on Drug
Court graduation last week. 2 graduated. There have been 13 to 14 that have
graduated.
Joan Sprain reported that Amber is on the planning committee for WATCA
Conference in Eau Claire. She invited UWEX to exhibit.
b. Open Door Rescue Mission - Tom Hennes reported they have a 4 bedroom
home that may be available and it looks like will get approval., Tom has one
person in his home.

4. Alcohol and Drug Information Update:
Doug Briggs reported that the Tavern League- voted to support YSB program.
Wants to meet with school superintendents to see how program is working.
Esther reported on her positive discussion with the Bremer Foundation.
Joan Chamberlin reported on town hall meeting on Underage Drinking on April
20`" at WITC from 6:30 -8:30 and handed out a flyer. It will begin with data
about St. Croix Co., laws, and resources like Parents Who Host, Youth Service
Bureau, SAFE and UWEX parenting programs. There will be a radio program,
news releases and efforts in the schools to promote the program.
Gail Colligan reported on Operation Prom, April 19'' at Somerset High School
parking lot. They will enact an underage drinking crash site.
Esther reported on the Saturday Health & Wellness Expo at WITC from 9:00-
1:00 PM New Richmond sponsored by ADRC.
Joan Sprain reported that the parenting class Strengthening Families 10 -14 will
be in Baldwin at the UWEX Office
The intern with St. Croix Restorative Justice Program wants to connect with
Juvenile Treatment Court.
Bob Albright, Town of Warren, talked about a suspected meth lab in Warren. He
has 3 contaminated wells already and is concerned about toxic waste from
neighbor. Would like to see if county could investigate. Sheriff reported that a
search warrant has been executed in the past.

Thursday April 29` 3:00 PM
Esther shared that the County Board elections are approaching and there could
be some changes.
