CROIX COUNTY SUBSTANCE ABUSE COMMITTEE MINUTES WEDNESDAY— FEBRUARY 24, 2010 — 3:00 P.M. ST. CROIX COUNTY GOVERNMENT CENTER — ROOM 1281 1101 CARMICHAEL ROAD, HUDSON WI 54016 CALL TO ORDER Supervisor Roger Rebholz called the meeting to order. ROLL CALL Norma Vrieze, Birth to Three will replace Ed Thurman from Public Health. Doug Briggs, Dana Krachenbuhl, Bill Rubin, John Shilts, Sandy Fuller, Gail Colligan, Supervisors Bill Cranmer, Roger Rebholz, Bill Cranmer (Quorum) APPROVAL OF MINUTES OF PREVIOUS MEETING — January 27, 2010 Bill Crammer moved to adopt the minutes. Ken seconded. Motion passed. DATE OF NEXT MEETING: March 24,2010,3:00 PM, Tentative meeting on April 28 OLD AND NEW BUSINESS 1. Juvenile Drug Treatment Court Update Officer Shilts reported the new court accepted one participant and may be selecting another today. They were working out confidentiality agreements. 2. Reports a. Drug Court Report March 17th 9:15 two people will graduate b. Open Door Rescue Mission - Tom Hennes No report c. MADAM- No report d. Other reports - Alcohol and Drug Information Update -Joan reported on the Families And Children Together night; underage drinking in St. Croix Co. and what people can do about it. Will include data, stories and resources. Scheduled for April 15''. Looking for a location. Ken Kolbe suggested the Hudson Town Hall. YSB — Sandy reported on Gail's activities. Somerset is going ahead with their sign campaign. Parents are signing contract. STAND students have done radio interviews. Students also went to townships around Somerset and had proclamations made for Parents Who Host Lose the Most. New Richmond continues to be very active. St. Croix Central offers classroom presentations. Gail is seeing students who are concerned about family chemical abuse. Baldwin- Woodville is offering more time at middle school. There are a number of students who may attend camp this summer. Roger asked Officer Shilts if he has seen a reduction in under -age drinking citations. He has not. With warmer weather there are actually more. Sandy reported that often there's a spike in reports as people become aware. Dana reported that all schools in St. Croix Co. will participate in the March Department of Public Instruction Youth Risk Behavior on -line survey. Voluntary but most schools will participate because they won't be able to access certain funding. There is passive parent permission. Probably not be available by April 15'', but might be available for next YSB grant. Bill asked Gail if she is having any problems. One school is not making as many referrals as she would like to see. Counseling is going well but there have been a few crises. Gail shared concern about the incident in Colorado yesterday. Doug reported that schools are very difficult to secure. Gail shared that she worked in a school that was secure and it worked. Joan shared information about the Strengthening Families for Parents and Youth 10 -14 class that will be held every Monday evening in April at the UWEX Office. She was asked to provide flyers in Ken's, Bill's mailbox. YSB would also like some. Dana reported that Hudson students are not doing so well. There is an increase in heroin, meth, acid, ecstasy use partly because of the easy access to the twin cities. Girls are starting to use more than guys. All socioeconomic classes are using. Doug reported on the incident in Somerset where a parent sponsored a party and it was discovered on FACEBOOK page ... not law enforcement but code of conduct issue with sports. Other issues include the car accidents where alcohol was provided to minors. Doug also reported on the Community Health Improvement Process meeting. There was good attendance. Information can be used for other grant requests. Helps represent cross section of the county. He will be taking to Tavern League in March. Joan expressed concern that Glenwood was not involved in the YSB program. Doug shared that many of the students live in Dunn Co. Sandy shared that there is interest. Bill asked if other students are using similar drugs like Hudson in other schools. Gail said she hears about alcohol and marijuana not the other drugs. Ken reported that EMS is seeing more overuse of alcohol and seizures at home.
