CROIX COUNTY SUBSTANCE ABUSE COMMITTEE MINUTES WEDNESDAY— JANUARY 27, 2010 — 3:00 P.M. ST. CROIX COUNTY GOVERNMENT CENTER — ROOM 1281 1101 CARIVIICHAEL ROAD, HUDSON WI 54016 APPROVED 2/24/2010 CALL TO ORDER Chair Esther Wentz called the meeting to order. ROLL CALL Supervisors: Wentz, Rebholz, Kolbe,Cranmer Kris Miner, Bill Rubin, Pete Van Dusarts,Chuck Whiting, Eric Johnson, Doug Briggs, Gail Colligan, Sandy Fuller, LeeMcMenamin, Steve Kirt, Tom Hennes and Joan Sprain APPROVAL OF Agenda and MINUTES OF PREVIOUS MEETING — November 25, 2009 Supervisor Kolbe moved and Supervisor Cranmer seconded to approve the minutes with a correction of the spelling of Bill's last name; Cranmer. DATE OF NEXT MEETING: Wednesday, February 24 3:00 PM OLD AND NEW BUSINESS 1. Juvenile Drug Treatment Court Update Judge Vlack reported that a sub committee has been meeting for a year and one half to plan for a juvenile drug court. They applied for and received the grant. According to the grant they could not setup court until after January 1, 2010. A staff person, Brandi Hart from the Sheriff's Office has joined the committee. They hope to have their first client Feb. 1. The youth must be adjudicated. May be scheduled for 3:30 on Wednesdays. Will look at cases, do assessments. Both voluntary and involuntary. Will make materials that have been developed available to this committee. Evaluation will be required of grant and they may be working with UW -RF to achieve this goal. 2. Reports a. Drug Court Report- No report. b. Open Door Rescue Mission - Tom Hennes reported they sent out a donor acquisition letter, targeted at a fast majority of incomes. They came close to breaking even. Looking at a house in Hudson that will hold 5 residents & staff on site. Will be asking a church elder board for support. 83 -87% of rescue missions rely on general public donor support. Will do another call in March. Still moving forward. c. MADAM -NO formal report Esther reported that the Ice breaker newsletter is published again. They are selling a cookbook for Butterfly House. d. Other reports 1.Gail reported on activities in the schools. New Richmond has been very active and promoted the SAFE program. Somerset is also getting involved. Parents are working on signing contracts to keep their kids safe. She also reported on the plans for a spring event called Families And Children Together using Parents Who Host Lose the Most campaign. Tentative date is April P. For parents and youth Funded with prevention money and other sources. Possible grades 6 -8, 9 -12 poster contest. Will coordinate with DA's office. Keynote, break out sessions -legal consequences, brain affects Location TBD. Asking for support from this committee. Will bring more details for February meeting for formal approval. Bill asked if the written material from this group was useful. Gail explained it was. It is used at parent meeting for sports programs and other events. 3. Sandy Fuller, YSB, reported surveys they have sent out to villages, towns, cities to determine public's view of substance abuse issues in St. Croix County. 52 surveys were to communities; 24 returned. Results: Most recognized problem. Saw changes and attempts to change things. Also reported on eval Gail uses in the schools with students. Many are seeing her because there is a family member or friend who is abusing. Others are needing help not using. Boredom is often cited as a reason for using. 4. Doug will be reporting to the Tavern League Feb. 9 t ' in Hudson. 5. Restorative Justice Program: Chris Miner reported they will have an Open House Friday February 12 3:30 -5:30 Also handed out classes and services. A question was asked regarding the involvement of St. Croix Co. There are some and Chris would like more. Rick would like a break down of county participants so we can increase the use of this program. 6. Joan reported on the parentinginthevalley.com website which is the source for parent education classes etc. in St. Croix Co. Strengthening Families 10 -14 classes will be listed. 7. Doug reported that St. Croix Underage drinking alliance received funding for compliance checks again and will report to media with caution to make sure businesses that are compliant get recognized. 8. Steve introduced Lee McMenamin who is interning with Behavioral Health. From the Chippewa Valley Technical College AODA program. 9. St. Croix County Community Health Improvement Plan 2009 -2014 CHIP - meeting will be Thursday February 4th at Hudson Hospital Pete Van Dusartz reported on the planning process and meeting that will help planning efforts. Main issues are access to health care, childhood obesity, alcohol and drug abuse, tobacco abuse and other issues. Don't want duplication but this could be used as a recruitment tool for this committee. So would like to see people from this committee attending. 3. Alcohol and Drug Information Update- No report Esther shared a person in the community who has lived it who could be resource for our next meeting. Esther will ask him to come to out next meeting to speak. 4. Dates and Times of Future Meetings February 24 March meeting 24th ADJOURN The meeting was adjourned at 4:15 PM.
