Members Present: Karen Bailey, Arthur Jacobson, Lee Kellaher and Bill oemichen. Jack Breault-absent . Others Present: Planning Director Dave Fodroczi and Veteran Service officer Lorin Sather. Adoption of Agenda_.: Motion by Jacobson, 2nd by Bailey to adopt the agenda. Carried. Adoption of Minutes: Lotion by Bailey, 2nd by Kellaher to adopt the October 13 , 1995 minutes . Carried. Next Meeting. Date: Legislative Meeting, March 18, 1996 , 7 : 3 D A.M. Hudson House Abolition of Waste Management Committee: Chair. Boche would like- �. the Administration Committee to take a look at the disbanning of the waste Management Committee . Fodroczi stated because of the closing -of the incinerator the talk of disbanning the committee has been brought up. Tire collection, clean sweep and other recycling methods are still effectively being used. The main issues for the committee to look at are disbanning of the committee and what department should waste Management be under. Planning, Transportation and Land and Ag Extension have been the departments considered. The Committee discussed various possibilites and decided that because of the heavy schedule of the Planning Department, the best possible choice would be to transfer waste Management Administration to Resource Education Committee keeping employee structure as is . "A Home is needed for Recylcing, " as stated by Fodroczi . Fodroczi would like to keep the good repoire and relationship which was established between waste Management and the municipalities intact . The committee has adopted a draft resolution and it will be submitted to all affected committees for input . It will then be presented to the March 19 County Board for consideration. Motion by Kellaher for a tentative adoption of the resolution based on input from the Committees involved, 2nd by Bailey. Carried. Planninand Development Committee Name Change: The Planning and Development Committee feels that the word "Development" in the committee name is incorrect . They would like to go back to Planning, Zoning and Parks . Individuals were thinking of development as meaning furthering development rather than regulating development . Motion by Jacobson to change the committee name from Planning and Development to Planning, zoning and Parks as it was once named, 2nd by Bailey. Carried. Resolution will be ----- - - - - - - -- I I I I presented. to the March 19 County Board. Veteran' s Service officer Re-port: Service officer Lorin Sather gave a brief summary of what his department has been doing this year. He requested permission to cover meal costs at a convention I he will be attending in San Diego during the month of June . Motion by Kellaher to approve the request for meal reimbursements and the officer' s report, 2nd by Jacobson. Carried. Airport Resolution: Resolution was summarized and explained by Chair oemichen. Impact on Ag Land is the major conern for opposition of the resolution. It was suggested that the Planning and Development Committee work with Pierce County on a joint resolution which would then be presented to the Administration Committee and the County Board. Adverse Possession Resolution: The Committee is concerned with the possibility of lands owned by the county being lost under the Wisconsin Adverse Possession Law because of the expense of mataining identifiable borders . The Committee would like this resolution presented to the Counties Association. Legislative Issues: Levy limits issue was discussed. It is I important to let our legislators know our concerns regarding this issue . Statewide policy issues were also discussed. These and I other issues will be brought up at the Legislative meeting on the I 18 th of March. I I Rules and By Laws: No discussion. I I Motion to adjourn at 10 : 0 5 A.M. by oemichen, 2nd Bailey.
