Legislative Breakfast
December 3 . 1996
Meeting called to order at 5 : 00 A.M. by Chairman Daryl Standafer.
Members Present: Filipiak, Kellaher, O' Connell and Standafer.
Luckey, absent .
Others Present: Senator Clausing' s Representative Shirley
Fredrickson, Representatives Harsdorf, Dueholm and Plouff,
Supervisors Herb Giese and Art Jacobson, Economic Development
Director Bill Rubin, Health and Human Services Director John Borup,
Nursing Home Administrator Carolyn Krieger, Highway Commissioner
Daniel Fedderly, Veteran Service officer Lorin Sather and
Administrative Coordinator John Krizek.
Adoption of Agenda: Motion by O' Connell, 2nd by Filipiak to adopt
the agenda. Carried.
Next Meeting Date: Tuesday, January 7, 1997
Adoption of Minutes: Motion by Filipiak, 2nd by Kellaher to adopt
the November 5, 1996 minutes. Carried.
Chairman Standafer welcomed and introduced the State Legislators .
Countv Business: A resolution will be drafted designating
suggested County Board time changes . It will be brought to the
County Board at the December 17, 1996 meeting.
Emergency Government Safety Training.: Discussion was held as to
who should be in control of safety training for each department
within St . Croix County. Supr. Jacobson stated that the Emergency
Government Coordinating Committee could be the instructing unit in
the training of safety and security within the County offices .
Fedderly stated that the Highway Department has had extensive
training and would like to keep the control within the department .
Krizek suggested that this be brought before the Department Heads
at the December 20, 1996 meeting for their input . Motion by
Kellaher, 2nd by Filipiak to table action on this issue until it is
discussed at the December Department Head meeting. Carried.
Legislative Discussions: Supr. O' Connell started the discussion
with what is happening with the Junker Landfill cleanup? The
situation was pretty much settled and all of a sudden the State has
stopped all action. He would like our representatives to check
this out .
Fedderly brought up the issue of transportation revenue. Highway
revenue bases need to be increased. How can this be accomplished?
WSDOT or the Governor have not taken the lead. our legislators
need to. Rep. Harsdorf suggested individual letters to the
Washington can be very effective . A lot of the holdup and problems

is at the Federal level . The Stillwater Bridge dilemma is the main
holdup in St . Croix county. Supr. Giese suggested a Joint
Transportation/Administration Resolution be drawn up, addressing
this situation and forwarded to the appropriate authorities .
Fedderly will draw up the resolution. Rep. Dueholm supports the
letter-writing method as a way of conveying concerns to the proper
authority. He also feels supporting various taxes (trailer
licensing tax) to help increase highway revenue . Giese suggested
a Toll Road System in the Southern part of the state to pay for the
infrastructure needed in the Milwaukee/Madison area, leaving more
monies for rural roads . Harsdorf said that the state would lose
804 from federal aid if this went through. Giese felt that the
toll method of collecting money would surpass the 802.- given in
Federal aid.
Krizek distributed a handout showing Wisconsin as number one in
taxation on agricultural land. Would like the legislators to take
note of this . Agriculture is still the number one industry in St .
Croix County.
Borup discussed with the legislators the privitization of Health
and Human Services matters . Would like to know where the State
stand is on this issue? Is it the State' s intention to rid the
Counties of control in Health and Human Services? Rep. Harsdorf is
against privitization. We need counties to implement programs such
as the W-2 program. She also stated that the Counties Association
feels that counties should get out of the Social Service Business .
Borup also feels strongly about not losing Youth Aid funding.
Nursing homes are not as popular as they once were. More people
are staying in their homes longer. This is not going to change.
Need to utilize bed space in other ways .
Supr. Kellaher informed the Representatives to move cautiously on
the "free wheeling" utility issue.
Chair Standafer thanked the legislators for joining the group.
