Training Room — St Croix County Sheriffs Office CALL TO ORDER ROLL CALL APPROVAL OF MINUTES OF PREVIOUS MEETING OLD BUSINESS NEW BUSINESS 1. Intersection of STH 65 / Jewell St, in the Village of Star Prairie. 2. Highway Safety Improvement Program (HSIP) 3. Update 2010 state highway construction projects ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections St. Croix County Traffic Safety Commission Minutes St. Croix County Traffic Safety Commission meeting was held on April 21, 2010, in Sheriffs Office training room of the Government Center in Hudson starting at 10:04 A.M. Present were: Cpt. Scott Knudson, Dennis Johnson, Miles Wittig, Sergeant Brian Erickson, Greg Helgeson, Jim Harer, and Marion Standaert. Meeting was called to order by chairman Knudson. Motion was made to adopt the January 2010 minutes, and seconded. Motion carried. NEW BUSINESS Greg Helgeson started out the meeting by informing us of an intersection they are looking at revising in the Village of Star Prairie. This intersection is on Hwy 65 the north intersection with Jewell Street. Traffic on Hwy 65 north and south does not stop as Hwy 65 turns right on its way north. Traffic on Jewell Street has to stop before either turning left or going forward. The confusion comes when traffic is going south on Hwy 65 and instead of taking the right turn continuing on Hwy 65, they want to go straight on to Jewell. The traffic that goes straight my yield to traffic going north on Hwy 65. There have been many close calls at this intersection, as there are trees located on the corner which makes visibility even harder. Hwy 65 is going to be resurfaced from New Richmond to the County line in the next 4 -5 years and that would be the time to correct the intersection, if that is what is deemed necessary. Motion was made by Sgt Erickson and 2 nd by Miles Wittig that the committee recommend the state look into necessary alterations to both intersections on Hwy 65/ Jerdee. Mr. Helgeson then went on to update the committee on the Hwy Safety Improvement Programs which includes a round -a -bout at 4 corners, 4 round -a -bouts on Hwy 65, offsetting the right turn lane on Hwy 35 and Cty V. He stated that in order to have your project funded by the Hwy Safety Committee there has to be a documented crash history at that location and has to be cost beneficial. This is open to local, township, and village roads. The deadline for the 2011 -2012 year is May 15, 2010. Project in 2010: -In July 2010 bids are going out to resurface Cty T to Cty BB with a start in late August. -the Stillwater Bridge is scheduled to be closed next week from 10am on Monday to 2 -3 pm on Tuesday so they can straighten the beams. -the Hudson Bridge will be painted and strengthened -1 -94 between Roberts and Hammond will be milled and resurfaced -They will be putting in cable barriers on 1 -94 between Carmichael and Hwy 12 and by the Hammond interchange -Hwy 65 from River Falls to Roberts will be milled and resurfaced -Hwy 35 by River Falls bypass, they are replacing all the pavement south of Radio Road 1 Dennis Johnson informed us that the daily fatality rate is at 114 so far this year. At this time last year it was at 127 and five years ago was 162. As of today the fatality rate for 2009 is at 542, which is the lowest we've had since 1944. The law of the month for February was driving too fast for conditions. The law of the month for March was the move over law and the law of the month for April is U -Turns now permitted at some controlled intersections. Mr. Johnson also informed us that the Bike Safety Course in Eau Claire has been cancelled for lack of participation. The next meeting is set for Wednesday, July 14, 2010. It was moved ahead because of the upcoming Farm Technology Days. ADJOURNMENT Motion was made by Sgt. Erickson to adjourn the meeting, and was seconded by Greg Helgeson. Motion carried.
