Members Present: Filipiak, Kellaher, Luckey, O'Connell and Standafer. Others Present: Bill Rubin, St. Croix County Economic Development. Adoption of Agenda: Motion by Kellaher, 2nd by Filipiak to adopt the agenda. Carried. Next Meeting Date: May 6, 1997 Adoption of Minutes: Motion by Filipiak, 2nd by Kellaher to adopt the March 4, 1997 minutes. Carried. Rules and By -Laws: Chair Standafer feels the rules and by-laws are in need of some housekeeping and re -drafting. He would like each committee member to read them and jot down anything they feel needs to be addressed or changed. Statewide Legislative Issues: A copy of the Analysis of the State Budget for 1997-1999 was distributed to the committee members. Chair Standafer suggested that the committee have specific issues ready to present to the legislators for discussion at legislative meetings. Some examples being, gas increase, bridge update, free wheeling or nursing home issues. When the letter of invitation is sent to the legislators, a list of issues that the committee would like addressed would also be included. Stillwater Bridge: The proposed bridge resolution never made it out of committee, therefore, it will not be debated or discussed in either of the Minnesota houses. The St. Croix River Regional Commissions main topic of discussion is which corridor should be used versus a "no build" attitude. This was decided at "committee" level not by the full "commission". Where are we at with the biggest picture possible was asked of Bill Rubin by Chair Standafer. Senator Luther (MN) doesn't see litigation or mediation as an answer. An executive order from the President of the United States may be necessary to settle this issue. Senator Kind (WI) will be here for an open meeting on April 3, 1997. This concern should be brought to his attention on behalf of Wisconsin citizens. Motion by O'Connell, 2nd Filipiak to have Chair Standafer attend the open meeting. Carried. Revoving Loan Fund: There is still a lack of understanding on the part of County Board Supervisors. Bill Rubin explained how the revolving loan fund works. An outline of potential policies and procedures was distributed to the committee. The main problem is trying to get the board to understand the revolving loan procedure. The committee reviewed the original draft presented by Rubin, and gave suggestions on ways to present the procedures more clearly to the County Board for a better understanding. A "flow chart" was one suggestion that the committee felt would better clairfy some of the misunderstandings. There was much discussion on the make up of a loan advisory committee. It was decided that it should consist of seven members from all of St. Croix County. 2 county board supervisors, a minimum of 4 professionals (bankers, loan officers etc.) and 2 lay members. All geographically dispersed with staggered terms. A rough draft will be drawn up and sent to committee members by the end of the week. This will give the members a chance to read and make any comments, changes etc. before the final draft is drawn up for presentation to the full County Board. Motion by Kellaher, 2nd by Filipiak to approve the draft as submitted, subject to various suggested revisions to be presented at the April 15, 1997 County Board session. Carried. Discussion on Chair Standafer' s letter to Senator Luther urging the construction of the Stillwater bridge as soon as possible. Motion to send the letter by Kellaher, 2nd by Filipiak. Carried. Wisconsin Sesquicentennial: The 150th anniversary of Wisconsin. Many celebrations are being planned throughout the state in honor of this important anniversary. Any plans or celebrations in St. Croix County should be reported for recognition by the Sesquicentennial Commission. Motion to adjourn at 11:00 A.M. by O'Connell, 2nd by Filipiak. Carried.
