CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of June 14, 2010 The meeting was called to order by Chair Rebholz at 1:05 P.M. Roll call was taken with Rebholz, Schrank, Hurtgen, Peavey and Sicard in attendance. Others present for all or parts of the meeting included Chuck Whiting, Administrative Coordinator; Tim Ramberg, Rich Loney, Jane Bond, Jim Harer and Gerald Quaderer. A motion was made and seconded (Sicard /Schrank) to adopt the agenda as published. Motion carried. A motion was made and seconded (Peavey /Schrank) to approve the minutes of the May 10, 2010 meeting as presented. Motion carried. A special meeting has been set for June 16 to conduct interviews for the Patrol Superintendent position. The regular July meeting will be July 12, 2010 at 8:30 a.m. with Rebholz and Sicard reviewing vendors prior to the meeting. Rebholz and Hurtgen reviewed the vouchers at 12:30 P.M. A motion was made and seconded (Hurtgen /Rebholz) to approve the vouchers for payment. Motion carried. Bond reviewed the May 31, 2010 Financial Report with the Committee. Bond and Schrank discussed the May 20, 2010 Safety Committee minutes. Elimination of the two oxygen tanks in the building and their disposal was discussed. The Safety Committee will bring back a recommendation at a later month. Consider Seminar Attendance Requests: Ramberg reviewed the following seminar attendance requests: • A motion was made and seconded (Schrank/Hurtgen) to allow up to two employees to receive online Tire Technician certification at a cost of seventy -five dollars per person. Motion carried. • A motion was made and seconded ( Peavey /Schrank) to allow one employee to attend the Compass training in Wisconsin Rapids July 27 and 28 Costs incurred will be for accommodations. Motion carried. Consider State Proiect Requests: There were two State Project Requests to review and consider this month. A motion was made and seconded (Hurtgen /Peavey) to approve the contract for construction with WisDOT for facility maintenance at the Hudson Travel Center in the amount of forty -nine hundred dollars ($4,900.00) Motion carried. A motion was made and seconded (Schrank/Sicard) to approve the WisDOT contract for Construction with WisDOT for asphalt pavement and grave shoulders on STH 35 in the amount of one hundred fifty thousand dollars ($150,000.00). Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 June 14, 2010 Ramberg reviewed the following announcements and correspondence with the Committee: • Discussed the Highway Department involvement in the Farm Technology Days to be held in River Falls July 20 -22, 2010. • Discussed the Departments measures for energy conservation through the use of more energy conservative materials and practices. • Information from the recent trip to Capitol Days in Madison, which Ramberg and Schrank attended. • Distributed the current issue of the WCHA Informer. Consider CTH "A" Speed Limit Reduction Request: Ramberg reviewed a request from the Town of Hudson to reduce the speed from 55 mph to 45 mph on a .98 mile section of CTH "K. A motion was made and seconded (Rebholz/Schrank) to reduce the speed limit to 45 mph on the section specified on CTH "K. Motion carried. Consider CTH "I" Speed Limit Reduction Request: Ramberg reviewed a request to reduce the speed on CTH "I" south of Pine Valley Trail. Durkee conducted a sight distance review and recommended additional signage be placed, but no reduction in the current speed limit. A motion was made and seconded (Peavey / Schrank) to maintain the current speed limit on CTH "I" south of Pine Valley trail, but add the recommended advisory signage. Motion carried. Adopt -A- Highway Program Report: Loney reviewed the county Adopt -A- Highway program with the Committee. Preliminary Review of the Draft Transportation Element of the Comprehensive P l a n: Ramberg updated the Committee on the work being done in conjunction with the Planning and Zoning Department to complete the Transportation Element of the County's Comprehensive Plan. Tim will distribute a copy to the Committee for review after the next interdepartmental meeting. 2011 Preliminary Budget Discussion: The staff has been working on preliminary budget numbers for 2011, being mindful of maintaining a zero percent increase on operational costs, excluding labor, in administration and staying between a 2% and 3% increase in maintenance and construction. Ramberg noted that the preliminary numbers were based on a skeleton of 2011 projects, maximizing as much outside funding as possible. Consider Transportation Fund Resolution Placing Advisory Referendum Question on November Ballot: Ramberg reviewed a resolution drafted by the Wisconsin County Association (WCA) and the Transportation Development Association (TDA) revised by Corporation Counsel to place a referendum before the voters to keep transportation funds segregated for highway use only. A motion was made and seconded (Schrank/Hurtgen) to bring to the County Board for consideration a resolution to place an advisory referendum question relating to the State of Wisconsin segregated transportation fund on the November 2010 ballot. Motion carried. 2010 -2011 Goals: Ramberg reviewed with the Committee status of several of the Department's goals. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 June 14; 2010 The Committee discussed the Transportation Committee's participation in the area's rail coalitions. Recognition of Retired Employees: On behalf of the Transportation Committee, Ramberg recognized and thanked retired staff, Gerald Quaderer and James Harer for their years of service and dedication to the Highway Department.
