Committee Organization
BACKGROUND INFORMATION
County Library Planning Committee was created with Resolution 37 (2015) and subsequently
amended with Resolution 48 (2015) and Resolution 7 (2017). The County Library Planning
Committee met on April 14, 2021 and requested changes to their organizational structure.
Define the sizes of the library, change the library membership to three year rotation terms.
Upon review of the historical pattern of appointments, I would recommend defining the
library sizes as recommended, but keeping a two year appointment cycle. To better define
the appointment cycle, add "May of even years". This coincides with the appointment of the
County Board Chair and keeps consistency with other appointments.

1 WHEREAS, on County Library Planning Committee was created with Resolution 37
2 (2015); and

4 WHEREAS, the County Library Planning Committee organizational structure was
5 further modified with Resolution 48 (2015) and Resolution 7 (2017); and

7 WHEREAS, on May 18, 2021 the Administration Committee has reviewed the
8 amendments and recommends approval to the St. Croix County Board of Supervisors.

10 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
11 Supervisors that the St. Croix County Rules and Bylaws Article Five, Section Eight are hereby
12 amended to read as follows:

14 8. County Library Planning Committee. The library planning committee is created
15 pursuant to Wis. Stat. § 43.11(1) and shall exercise those powers and duties described in
16 Wis. Stat. § 43.11(3)(a)-(e).
