ROM�w UNTY RESOLUTION UPDATING PERSONNEL POLICIES COVER MEMO TO: County Board of Supervisors FROM: Ken Witt, County Administrator DATE: June 1, 2021 AGENDA ITEM: Resolution Updating Personnel Policies BACKGROUND INFORMATION 5.6 Background Checks Policy Proposed Changes This is a new policy to be included in the Human Resources Policies and Procedures Handbook • Overall Updates: This is a new policy that is already common practice by the County. Creating a policy provides guidance that is accessible to all employees. 5.8 Drug Free Workplace Policy Replaces the Drug Free Workplace policy in Article 4.8 of the Human Resources Policies and Procedures Handbook • General Updates: Formatting &Verbiage • 5.8.2 - Purpose: Added • 5.8.3 - Definitions: Added 5.9 Separation From Employment Policy Proposed Changes Replaces the "Separation From Employment" policy in Article 14 of the Human Resources Policies and Procedures Handbook • Overall Updates: Formatting of policy. • 5.9.2-Purpose: Statement added. • 5.9.3-Definitions: Added definitions for Separation in Good Standing and Separation Not in Good Standing which were previously defined within the previous policy; o Removed statement allowing employees to use 40 hours of PTO beyond their last physical day at work. This was contradicting other language that stated employees may not use leave time during their final two weeks of employment. • 5.9.4-Resignation: No Changes. • 5.9.5-Lay-off: Updated language to reflect lay-off and reinstatement order by business need vs. seniority. • 5.9.6-Disability: No Changes. • 5.9.7-Death: No Changes. • 5.9.8-Retirement: Removed language with specific contact phone numbers and added guidance to find current contact information on the County Intranet Site (Bridge) ; Requiring a four week notice in order to be considered retiring in good standing & receive Long term sick bank payout. • 5.9.9-Discharge: distinguished between Initial introductory period discharges and regular status employee discharges. 5.10 Position Categories and Position Updates Replaces the Position Categories Policy of the Human Resources Policies and Procedures Handbook • General Updates: Formatting &Verbiage • This policy language was updated in 2018, but has been reformatted to match other policies included within this handbook update. ROM�w UNTY RESOLUTION UPDATING PERSONNEL POLICIES 1 WHEREAS, on September 2, 2014 St. Croix County adopted the current version of the 2 St. Croix County Personnel Policies and Procedures Handbook; and 3 4 WHEREAS, the handbook was further amended in 2015-2021; and 5 6 WHEREAS, the Staff Advisory Committee and Department Heads have been provided 7 copies of the updated policies for review; and 8 9 WHEREAS, on May 18, 2021 the Administration Committee has reviewed the 10 amendments and recommends approval to the St. Croix County Board of Supervisors. 11 12 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of 13 Supervisors that the St. Croix County Personnel Policies and Procedures Handbook is hereby 14 amended as follows: 15 16 Create Section 5.6 Background Checks 17 18 Create Section 5.8 Drug Free Workplace 19 20 Create Section 5.9 Separation from Employment 21 22 Create Section 5.10 Position Categories and Position Updates Legal-Fiscal-Administrative Approvals: Legal Note: Fiscal Impact: No fiscal impact.
