CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 9 2010 The meeting was called to order by Vice - Chairman Peterson at 8:30 A.M. Roll call was taken with Peterson, Rebholz, Schrank and Grant in attendance. Others present for all or parts of the meeting included Tim Ramberg, Jim Harer, Rich Loney, Brian Halling, Art Jacobson and Jane Bond. Peterson asked the Committee to take a moment of silence in honor of Dick King's passing. A motion was made and seconded (Shrank/Rebholz) to adopt the agenda as published. Motion carried. A motion was made and seconded (Rebholz/Shrank) to approve the minutes of the March 9, 2010 meeting as presented. Motion carried. A motion was made and seconded (Shrank/Rebholz) to set the May meeting for May 10, 2010 at 8:30 a.m. with Rebholz and Shrank reviewing vendors prior to the meeting. Motion carried. Rebholz and Shrank reviewed the vouchers at 8:00 A.M. A motion was made and seconded (Rebholz/Shrank) to approve the vouchers for payment. Motion carried. Bond reviewed the un- audited 2009 fund balances with the Committee, comparing them to the same time last year. Grant reviewed the March 25 Safety Committee minutes with the Committee. Consider Seminar Attendance Reauests: Ramberg presented the following seminar attendance requests: • Invasive species identification material available to our crews. Booklets have been ordered for those working in the field. Other concerns and solutions were also discussed. • A motion was made and seconded (Shrank/Rebholz) to allow one employee to attend the Maintenance Decisions Support Systems seminar on May 19, 2010 in Madison Wisconsin. There is no cost for the seminar. • Fabco season opener will be April 16 and 17 in Eau Claire Wisconsin. • Ramberg reminded the Committee of the upcoming WCHA Commissioner's and Committeemen's meeting to be held Friday May 7 at the Coachman Supper Club in Baldwin Wisconsin. Consider State Project Requests: There were no State Project Requests to consider this month. Ramberg reviewed the following announcements and correspondence with the Committee: • Distributed the "WCHA Informer" newsletter. • Implementation of the 2010 construction season 4x10 work schedule. • Reviewed an article in the Milwaukee Daily Reporter on the transportation growing pains in the north eastern Wisconsin counties. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 April 9, 2010 • Outline from Jeff Durkee on consideration of installation of a left -hand turn lane in the upcoming CTH "F" project. • Thank you note from a citizen regarding the recent reduction of speed limit on CTH "I". • Review of Outagamie County resolution prohibiting the placement signs in the right of way that promote businesses. Consider Resolution Re: Stanton Pit Land Swap: A motion was made and seconded (Shrank/Grant) to approve the resolution authorizing the exchange of land between St. Croix County and Gregory Ailts, Wayne Ailts and Ann Niederhauser in the Town of Stanton, and to bring to the County Board for consideration. Motion carried. Consider Resolution Re: Stanton Pit Land Swap: A motion was made and seconded (Rebholz/Shrank) to approve the resolution authorizing the conveyance of land to the Town of Somerset to resolve boundary issues, and to bring to the County Board for consideration. Motion carried. Consider Quotations for Portable Light Tower /Generator: A motion was made and seconded (Rebholz/Shrank) to approve the purchase of a Wacker WA- LTW20Z -1 portable light tower /generator from Lincoln Contractors of Eau Claire Wisconsin in the amount of fifteen thousand nine hundred sixty -six dollars and sixty -eight cents ($15,966.68). Motion carried. Consider Proposals Received for Asphaltic Hotmix Materials: Loney reviewed the hotmix proposals received. A motion was made and seconded (Rebholz/Shrank) to award the 2010 hotmix proposal to Monarch Paving of Turtle Lake Wisconsin for $42.90 per ton for hotmix type E -1 or E -0.3, $49.95 per ton for hotmix type E -3, picked up at their New Richmond Plant, and quality control testing for $.17 per ton. Motion carried. Consider Proposals Received for Bituminous Road Oils: Loney reviewed the proposals received for road oil. A motion was made and seconded (Shrank/Rebholz) to award the 2010 road oil proposal to Flint Hills Resources of St. Paul Minnesota for CRS -2 sealcoat oil applied at $1.90 per gallon, CRS -2L/P sealcoat oil applied at $2.20 per gallon, and SC250 coldmix oil at $2.78 per gallon and SC -500 coldmix oil at $2.78 per gallon. Motion carried. Consider Proposals Received for Culvert Loney reviewed the culvert proposals received. A motion was made and seconded (Shrank/Rebholz) to approve purchasing of galvanized culverts and various attachments from both Johnston Fargo Culvert, St. Paul Minnesota and Lindner Culvert of Eau Claire Wisconsin on an "as needed" basis, depending upon price, availability and delivery schedules, and to purchase aluminized culvert from both Johnston Fargo Culvert, St. Paul Minnesota and Lindner Culvert of Eau Claire Wisconsin on an "as needed" basis, depending upon price, availability and delivery schedules at prices proposed. Motion carried. Consider Proposals Received for Guard Rail: Loney reviewed the 2010 guardrail proposal received. A motion was made and seconded (Rebholz/Shrank) to approve purchasing guardrail and accessories at the prices proposed from Highway Construction Products, of Spring Valley Wisconsin. Motion carried. Consider Proposals Received for Milling and Crushing Loney reviewed the milling and crushing proposals received. A motion was made and seconded (Rebholz/Shrank) to award the milling and crushing proposals to The Kraemer Company, Inc. of Plain Wisconsin for six thousand five hundred ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 April 9, 2010 dollars ($6,500.00) per mile milling, three thousand three hundred sixty -four dollars ($3,364.00) per mile reclaimed, $.05 per square foot for urban mill and crush and $.11 per square foot for six (6) foot wide milling and $.12 per square foot for profile milling. Motion carried. 2010 -2011 Goals: Rebholz and Ramberg updated the Committee on the recent West Central Rail Coalition and 1 -94 Corridor meetings. A motion was made and seconded (Shrank/Rebholz) to allow the West Central Rail Coalition to add St. Croix County's name to their non - profit coalition website. Motion carried. Loney informed the Committee of a recent offer from V &H Trucks to purchase a New Western Star tandem axel truck. After consideration of our fleet needs, the Highway Department opted out of the offer. Loney also noted that the Highway Department is working with Xcel Energy on an interruptible service agreement now that the standby generator is in place and is working well. He also noted that we have completed the last phase of the building electrical upgrade in the shop area. Hailing updated the Committee on the status of the agreement with the land owner on CTH "C /CC ". The Committee and staff recognized and thanked Dick King, Charlie Grant and Gerald Peterson for their years of service and dedication to the citizens of St. Croix County and especially the Transportation Committee. Adjournment: Peterson called for adjournment at 10:30 a.m. with unanimous consent of the Committee. ----------------------------- SECRETARY
