CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of November 8, 2010 Chair Rebholz called the meeting to order at 8:31 AM. Roll call was taken with Rebholz, Schrank, Hurtgen, Sicard and Peavey in attendance. Others present for all or parts of the meeting included Chuck Whiting, Administrative Coordinator; Ellen Denzer, Planning and Zoning Department; Tim Ramberg and Rich Loney. A motion was made and seconded (Schrank/Sicard) to adopt the agenda as published. Motion carried. A motion was made and seconded (Schrank/Hurtgen) to approve the minutes of the October 11 and 22 meetings as presented. Motion carried. Rebholz and Sicard reviewed the vouchers at 8:00 A.M. A motion was made and seconded (Rebholz/Sicard) to approve the vouchers for payment. Motion carried. Loney reviewed the September 30 Financial Report with the Committee. A motion was made and seconded (Hurtgen /Peavey) to accept. Motion carried. The next meeting is scheduled for December 13 A general discussion relating to upcoming meeting schedules, etc., followed. There were no Safety Committee minutes to review. The next meeting of the Safety Committee is scheduled for Wednesday. Ramberg noted a request from the Planning and Zoning Department for permission to use the Hudson Shop facility for the spring hazardous waste disposal event scheduled for May 20 and 21 st. He thanked that Department for giving such good advance notice as well as the fine job they do in hosting the event. Ramberg said the Highway Dept. is working with the Wisconsin County Highway Association (WCHA) to initiate a certification process counties can use to certify heavy equipment operators. Regarding seminar requests: o Ramberg noted an upcoming real estate and appraisal class he would like to send Operations Specialist Jim Kdzan to. Krizan has done real estate sales studies for the Department for some time and Ramberg said he would like to see this continue. The cost is $39 for each of the six (6) modules involved with certification along with the reimbursement of eligible expenses. o Three (3) employees of the Survey Dept. to attend the U.S. Public Land Survey Corner Restoration seminar sponsored by the Northwest Chapter of the Wisconsin Society of Land Surveyors in Barron at a cost of $75.00 each. Ramberg noted: ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 October 11, 2010 • The upcoming National Association of County Engineers (NACE) conference in Minneapolis April 17 — 21, 2011. The tentative agenda was reviewed. Ramberg said he plans to drive to the event and encouraged Committee members to consider doing so as well. • Winter Road School that is scheduled for January 10, 11 and 12, 2011, at the Kalahari Resort in Wisconsin Dells. Ramberg and several Committee members plan to attend and, depending on the agenda, it is possible that some staff members may also go. After some discussion, a motion was made and seconded (Peavey /Schrank) to approve the real estate and appraisal class, land survey corner restoration seminar and attendance at Winter Road School. Motion carried. Under announcements, Ramberg noted the following: • Plans are for the Wisconsin Dept. of Transportation (WisDOT) to have an 1 -94 concrete and asphalt repair project in 2011 in the approximate area of from Exit #4 to Exit #10. The project will also include ramp gates that can be closed under appropriate circumstances to block access to 1 -94. • Unintended consequences that may result from the construction of wind farm developments. • A roundabout informational meeting to be conducted by WisDOT at the Village of Roberts Municipal Building from 5:00 PM — 7:00 PM on Wednesday, November 10 • Regarding the recent ballot question that dealt with the use of Wisconsin's Transportation Fund only for transportation - related expenses, Ramberg said the advisory referendum was on the ballot in fifty -four (54) counties and was approved by an overall average of 70.27 %. • A request from the Wisconsin Dept. of Natural Resources (DNR) that care be used in the stockpiling of snow along the banks of waterways or in wetlands due to the potential impact on these areas of contaminants in the snow. The memo also noted the need for after the fact DNR permits for emergency repairs made to bridges, culverts, etc., as a result of this past summers' floods. Ramberg presented the proposed 2011 WisDOT Routine Maintenance Agreement (RMA) that covers billable work performed by County forces on state highways. He reviewed the plan that is based on a Level of Service (LOS) methodology calling for an increase of 1.43% in St. Croix County that amounts to a budget of $2,250,000. The local WisDOT Transportation District increase is .02 %. If the LOS were to be funded adequately, $3,091,181 would be needed in St. Croix County. Ramberg also reviewed the cover letter he'd propose to send with the signed agreement. A motion was made and seconded (H u rtgen/Sch rank) to sign the agreement. Motion carried. Ellen Denzer from the Planning & Zoning Dept. met with the Committee for final review of the Transportation Element of the County's Comprehensive Plan. Changes from the initial document were reviewed. She said plans are to present this element along with the others to the County Board sometime in 2011. After review and discussion of the changes, a motion was made and seconded (Hurtgen /Peavey) to approve as discussed. Motion carried. Ramberg reviewed the recently held simulator training for truck operators. It is felt that this two -day session went very well with good comments from the participants and others in attendance. WisDOT will reimburse the Department for 30% of the cost of this effort. Ramberg said he felt it also served to highlight awareness of the upcoming winter maintenance season. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 October 11, 2010 Ramberg noted the internal process used to bring equipment needs to the Committee each year that includes input from all foremen as well as other staff members. Loney reviewed the items identified that included repairs on some, others considered small tools and others for acquisition, focusing on the larger items the Committee is asked to consider. After a thorough review, a motion was made and seconded (Schrank/Hurtgen) to move forward. Motion carried. Ramberg noted the possibility of formalizing the acquisition process used by the Department. Regarding the 2011 budget, Ramberg said his recommendation is that the additional $100,000 allocated at the County Board budget hearing on October 26 be placed back into paving operations from whence it was removed earlier in the budget process. The Committee agreed. The employee eligibility list process was reviewed. Ramberg noted that two individuals have been recently hired from the eligibility list that recently expired. Current staffing levels were reviewed. The Department is working with Human Resources to take applications for a new eligibility list that will last for approximately twelve months as well as applications for an engineering technician to fill the vacancy created by a retirement. Rebholz said he felt that the procedure is valid and that we should move forward. Applications for the new eligibility list would be taken until November 22 nd , then reviewed and ranked by staff with interviews for perhaps ten people to be held sometime after the December 13' meeting with more discussion of this scheduled for that meeting. At this time, the tentative schedule would be to hold interviews in conjunction with the regular meeting on January 5, 2011. Regarding 2011 — 2012 goals, Ramberg said that current efforts focus on the development of best management practices to be used statewide for the control of invasive plant species. He noted that he'd be representing Wisconsin transportation on a panel discussion being held this afternoon in conjunction with a Minnesota & Wisconsin DNR conference in St. Paul. Viewing projects was deferred. With the impending departure of Chuck Whiting as Administrative Coordinator, the Committee discussed the vacancy created on the Gateway Corridor effort. This is scheduled to be considered at next Tuesday's regularly scheduled meeting. Plans are to invite State assembly and senate representatives from the area to the December meeting to discuss various transportation items of interest.
