The meeting was called to order by Chair Rebholz at 8:34 A.M.
Roll call was taken with Rebholz, Schrank, Hurtgen and Peavey in attendance. Sicard
arrived at 8:36 a.m. Others present for all or parts of the meeting included Chuck Whiting,
Administrative Coordinator; Dave Fodroczi, Planning & Zoning; Ellen Denzer, Planning;
Tim Ramberg, Rich Loney, and Jane Bond,
A motion was made and seconded (Schrank/Hurtgen) to adopt the agenda as published.
Motion carried.
A motion was made and seconded (Schrank/Hurtgen) to approve the minutes of the
August 9, 2010 meeting as presented. Motion carried.
September 24, 2010 has been set for the Rail Coalition annual meeting to be held at The
Orchard Conference Center in Baldwin, Wisconsin at 9:00 a.m. The October meeting is
scheduled for October 11, 2010 at 8:30 a.m. with Rebholz and Schrank reviewing bills prior
to the meeting.
Ramberg updated and confirmed what the total approximate costs will come to for
sponsoring the September Rail Coalition meeting at The Orchard in Baldwin with the use of
the facility and refreshments.
Rebholz and Hurtgen reviewed the vouchers at 8:00 A.M. A motion was made and
seconded (Rebholz/Hurtgen) to approve the vouchers for payment. Motion carried.
Bond reviewed the July 31, 2010 Financial Report with the Committee.
Schrank reviewed the August 25 Safety Committee minutes with the Committee.
Ramberg noted that the Safety Committee recommended that fire extinguishers be put on
mowing tractors. The Committee discussed the cost versus the value and agreed that fire
extinguishers be placed on the tractors.
Consider Seminar Attendance Requests: A motion was made and seconded
(Peavey /Hurtgen) to approve up one employee to attend the Right of Way training to be
held September 30 in Rice Lake, Wisconsin at a cost of twenty -five dollars ($25.00).
Motion carried.
A motion was made and seconded (Schrank/Peavey) to allow up to five employees attend
the Winter Road Maintenance class to be held on September 16 in Eau Claire, Wisconsin
at a cost of sixty dollars ($60.00) per person. Motion carried.
Consider State Project Requests: A motion was made and seconded (Hurtgen / Schrank) to
approve the Emergency Discretionary Maintenance Agreement (DMA) with WisDOT for
repair of flood damage in the amount of one hundred thousand dollars ($100,000.00).
Motion carried.
Ramberg reviewed the following announcements and correspondence with the Committee:

• A "Thank You" to Polk County Highway Department for their assistance during the
recent flood.
• Review of current legislative issues relative to transportation.
• Invitation from the DNR to participate on a joint panel on invasive species.
• Review of resolutions proposed by other counties regarding county tax limits and
prevailing wage rate mandates.
Review Draft Transportation Element of the Comprehensive Plan: Ellen Denzer reviewed
the changes made to the Transportation Element of the County's Comprehensive Plan.
The Committee requested additional revisions to address
q such things as duplicate road
names and addresses in municipalities, addition of links to find more current traffic count
data in the future, air transportation locations, addressing ATV and EMV use on County
roads and awareness of the agricultural community's use of the roadway system. The
Committee thanked Fodroczi and Denzer for the significant amount of time and effort they
and their department have put into the transportation element of the plan.
Denzer noted the Planning and Zoning Department would make the changes to the
document as discussed and return at a later date for review. The document is also being
reviewed by the Community Development Committee. Both committees will review the
changes developed. Fodroczi stated that the Comprehensive Plan should be available for
public hearing in late 2011 with final adoption of the plan by 2011 -year end.
Consider Flood Damage Aid Petitions: Ramberg gave a brief overview of the devastation
on the State, County and local roads caused by the August flooding. He also overviewed
the efforts made to obtain emergency funding at both state and federal levels. Kristen
Sailer, St Croix County ESS Emergency Services Coordinator, is working on Federal
funding, while the Highway Department is working with WisDOT on State transportation
flood aid. Ramberg explained that because of the scope of the repair work, the State is
allowing petitions to be submitted for funding in two years as opposed to submitting for
funding after the entire repair work has been completed, which can take over several
years. A motion was made and seconded (Schrank/Peavy) to approve the petitions for
2010 and 2011 State Emergency Funding for County flood damage repair. Motion Carried.
Availability of Road Building Resource Discussions: Ramberg updated the Committee on
the current status of County owned lime rock quarry materials as well as vendor material
sources. Ramberg noted that the Department is exploring options to expand material
availability. The Committee supported the Department's effort.
2011 Budget: Ramberg reviewed a request from the Administrative Committee to cut
$100,000 to $150,000 from the 2011 Highway Department Budget. After extensive
discussion of the Departments concerted efforts to maintain no increases in operating
expenses and the need to adhere to the long -range plan, the Committee looked at other
means to balance the budget, including increasing the vehicle registration fee. The
Committee agreed to reduce the 2011 budget by $108,000.00 to the 2010 level and will
determine internally in which areas to make adjustments.
2010 -2011 Goals: Ramberg reviewed the current ongoing department goals.
Recognition of Retired Employees: This item was tabled for a later meeting.
