Meeting of August 9, 2010

The meeting was called to order by Chair Rebholz at 8:30 A.M.
Roll call was taken with Rebholz, Schrank, Hurtgen, Peavey and Sicard in attendance.
Others present for all or parts of the meeting included Chuck Whiting, Administrative
Coordinator; Tim Ramberg, Rich Loney, Jane Bond, Randy Gunderson and Jeff Durkee.
A motion was made and seconded (Schrank/Peavey) to adopt the agenda as published.
Motion carried.
A motion was made and seconded (Schrank/Hurtgen) to approve the minutes of the
July 12, 2010 meeting as revised. Motion carried.
The September meeting is scheduled for September 13, 2010 at 8:30 a.m. with Rebholz
and Hurtgen reviewing bills prior to the meeting. A tentative date of September 24, 2010
has been set for a Rail Coalition annual meeting to be held at The Orchard in Baldwin,
Wisconsin
A motion was made and seconded (Peavey / Schrank) to sponsor the September Rail
Coalition meeting at The Orchard with costs not to exceed $100.00. Motion carried.
Rebholz and Peavey reviewed the vouchers at 8:00 A.M. A motion was made and
seconded (Rebholz/Peavey) to approve the vouchers for payment. Motion carried.
Bond reviewed the June 30, 2010 Financial Report with the Committee.
There was no Safety Committee meeting in July.
Consider Seminar Attendance Requests: A motion was made and seconded
(Schrank/Peavey) to approve up to three employees attendance at the CHEMS conference
in the Wisconsin Dells October 21 and 22, 2010, with the cost of up to two attendees being
reimbursed by WisDOT. Motion carried.
Consider State Project Requests: There were no State Project Requests to approve this
month.
Ramberg reviewed the following announcements and correspondence with the Committee:
• Compliment from WisDOT regarding the service received from our crew during the
recent pavement blowup on 194
• Distributed the WCHA Informer
• Discussed the maintenance truck at the County Fair.
• Night swimming noise complaint at the CTH JJ Bridge area was shared.
• Correspondence regarding the segregation of transportation funds within the State.
• Review of National Association of Counties (NACO) fact sheet.
• Rebholz shared a note from the St. Croix Central School District regarding their
desire to continue to look into purchasing fuel from the Highway Department.

Consider Speed Reduction Request on CTH "C ": A motion was made and seconded
(Sicard /Schrank) to approve the reduction of speed on a portion of CTH "C" to 45 MPH
through curves as proposed. Motion carried.
Consider Four -Way Stop Sign Request at CTH "GG" and 140 Street: A motion was made
and seconded (Peavey /Schrank) to approve the request for a four -way stop at the
intersection of CTH "GG" and 140 Street as proposed by the City of New Richmond and
the Town of Richmond. Motion carried.
2010 -2011 Goals: Ramberg reviewed with the Committee the 2010 Highway Department
Goals as to be presented with our 2011 budget request. The 1997 Long Range Facility
Plan done by the Highway Department was also reviewed.
Discuss /Consider Placement of Political /Campaign Sign Encroachment: After review of
WisDOT regulations and Wisconsin State Statutes regarding the placement of
political /campaign signage within the right of way, the Committee requested that each
major political party be sent WisDOT's political sign placement and removal policy and
references at least every two years. Whiting requested that the language in the policy be
amended to state that political /campaign signs not be placed on any general county
property as well as any right -of -way. The Highway Department is to remove signs they
come across that violate this WisDOT policy immediately. It is the Transportation
Committee and the Highway Department's intention to mirror WisDOT's political signing
policies and guidelines on the County Highway System as well.
2011 — 2010 Budget Discussion: Ramberg reviewed with the Committee the proposed
2011 Highway Department budget. It was the consensus of the Committee to move the
budget forward to the Administration Committee.
Recognition of Retired Employees: This item was tabled for a later meeting.
Adjournment: Rebholz called for adjournment at 10:59 a.m. with unanimous consent of the
Committee.
