CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of December 19, 1996 The meeting was called to order by Vice -Chairman, King at 8005 A.M. Roll call was taken with Grant, Jacobson, Menter, and King in attendance, with Sinclear arriving later in the meeting. A motion was made by Jacobson, seconded by Grant, to adopt the agenda as published. Motion carried. The next two meetings were previously set for January 7, 1996 at 8:00 A.M. with King and Sinclear reviewing vendors at 7:00 A.M.; and February 61 1996 at 8:00 A.M. with Menter and Sinclear reviewing vendors at 79.00 A.M. A motion was made by Grant, seconded by King, to approve the minutes of the December 5, 1996 meeting. Motion carried. Seminar Attendance Requests: Fedderly review a Mine Safety one day seminar sponsored by the State of Wisconsin and put on by DILHR at a fee of $25.00 per participant. Motion was made by Grant, seconded by Menter, authorizing 2 - 4 Highway Department employees to attend Mine Safety seminar in Eau Claire for a fee of $25.00 each. Motion carried. Review Fund Balances: Ramberg reviewed the November 30, 1996 fund balances. Announcements & Correspondence: Fedderly handed out and reviewed copies of the November ARTBA newsletter, and the Bristol Ridge Golf Course lighting letter sent. King noted that the lighting at the golf course has been corrected. The Committee also discussed distracting car lot lights on STH 64 just west of the overpass near Somerset. Fedderly will look into the lighting and write a letter to the car lot owners requesting corrective action. Fedderly reviewed the Winter Highway Conference registrations and arrangements for January 21-23I and a January 15, 1997 forum sponsored by the Wisconsin Counties Association "Turning Point 2000". King and Grant discussed the possible need for a school bus loading sign on CTH "T" near the Red Rooster Restaurant. Fedderly will look into this area. Sinclear arrived at 9:05 A.M. Fedderly discussed gravel pit options regarding the Ralph Olson property. The Highway Department will continue investigation. Review Hudson Shop Sale Status: Fedderly noted that Donald Trent of China Wind, Inc. has signed the December rental agreement and the condition of award agreement. The December rent has to be paid yet, and arrangements need to be made for the exchange before the January 10, 1997 deadline. Machinery Management Ubdate and Status: Fedderly and Schofield reviewed where the machinery fund is at, what transactions have been accomplished, and the 1997 machinery needs to be addressed yet. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 December 19, 1996 Schofield reviewed the cutting edge blade proposals for the 1996-1997 season, noting the price comparisons for the initial order and the differences in the special hardened blades. A motion was made by Jacobson, seconded by Grant, to award the initial blade order in the amount of $12,167.72 and the cutting edge proposal for stock throughout the year to U.S. Blade and Chain of Eau Claire. Motion carried. Update Winter Maintenance Fund Status: Fedderly projected the year-end winter maintenance balances and the adjustments made in other areas to cover the projected shortfall in winter maintenance funds. Update Engineering Workload Status: Fedderly and Durkee reviewed the hours required to complete projects presently being engineered. The list of projects includes seven county highway projects, six township projects; and five special departmental and municipal projects. The engineering hours needed exceeds the staff man-hours available at the Highway Department. Review Stillwater Bridge Resolution: Fedderly reviewed a draft of the joint Transportation Committee and Administration Committee Stillwater Bridge resolution. The resolution supports expediting all necessary steps by federal legislature to ensure the timely completion of the structure. Review Safety Committee Accomplishments: Schofield and Grant reviewed a list of the Safety Committee's 1996 accomplishments, 1997 goals, as well as the membership and terms of each Safety Committee member. Safety Committee Updates: Schofield reviewed the Highway Department employee memo regarding the implementation of the Safety Incentive Program.
