MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of November 21, 1996
The meeting was called to order by Vice -Chairman, King at 8:00 A.M.
Roll. call was taken with Grant, Jacobson, and King;4in attendance; with
Menter and Sinclear excused.
A motion was made by Jacobson, seconded by Grant, to adopt the agenda as
published. Motion carried.
..,,The. -next two. meetings were previously set for December 5, 1996 at-8:00
A.M. with Sinclear and Jacobson reviewing vendors at 7*00 A.M.; and
December 19, 1996 at 8*00 A.M.
A motion was made by Grant, seconded by Jacobson, to approve the minutes
of the November 6, 1996 meeting. Motion carried.
Seminar Attendance Requests• Fedderly reviewed a rough draft of the
January 21-23, 1997 Winter Highway Conference agenda in Eau Claire.
A motion was made by King, seconded by Jacobson, to authorize 5-6 Highway
Department employees to attend the UW-Extension Highway Signing Safety
workshop in Eau Claire on January 23, 1997 at a cost of $35.00 each.
Motion carried.
Review Fund Balances: Ramberg reviewed the November 15, 1996 fund
balances. Fedderly reviewed the machinery fund encumbered funds and the
hardware problems with three of the older computers in the office that
have caused a sense of urgency with the year-end bookkeeping approaching.
A motion was made by Grant, seconded by Jacobson, to approve the purchase
of three new computers for approximately $5,000.00 total. Motion
carried. The Highway Department will work with Computer Services on the
details.
Announcements & Correspondence• Fedderly handed out and reviewed copies
of the November 1996 TDA newsletter; the fall 1996 issue of TDA Transfax;
the November 1996 Wisconsin Counties magazine; the November 1996 Better
Roads magazine; the winter 1997 Crossroads newsletter; and the October
1996 ARIBA newsletter.
Fedderly reviewed a draft of the letter discouraging driveway plowing to
be sent to all town chairmen which we do winter maintenance for; the
Metro Division Transportation System Plan; and the Casey land gravel
analysis from Mathy Construction.
Fedderly noted that the upcoming vacations and holidays leave the Highway
Department tight for manpower, but the employees understand and are very
helpful in assisting in any way they can for availability during snow
storms.
Review Old Hudson Shop Purchase Proposals: Donald Trent with China -Wind _
( the high proposal ) met''_with the Committee: and discussed his position and-'�.
conditions of awarding his proposal. David Kramer of D.P. Mini Storage
(second high proposal) met with the Committee and discussed his position
and conditions of awarding the proposal.
A motion was made by Jacobson, seconded by Grant, to table any decision
on the proposals until the next meeting as two members are excused today.
Motion carried.

maintenance activities.will be similar to last year. The same eleven:
__,townsh.ips and one village haverequestedour services for this- winter
season so far._ The recent freezing rain, the four,inches of snow last
night, the mixing of saltsand, and the hauling of salt all have been
keeping the crew busy 24 hours a day during the storms. This is delaying
the work left to finish off the construction projects.
Review 35/64 Corridor Alternative g with WisDOT District 6 Marty
Beekman'WisDOT District 6 Planning Director, and Jeff Kern, WisDOT
District 6 Design, met with the Committee to discuss the status of the
Stillwater Bridge and proposed jurisdiction of the old state routes left
after construction of the 35/64 corridor from Houlton to New Richmond.
Beekman informed the Committee that WisDOT has purchased the right-of-way
necessary for the bridge letting. Some of the right-of-way has been
purchased for the bridge approach highway but is not on hold for about a
month with right-of-way purchases until the National Parks Service
decision with the Stillwater Bridge project. MNDOT and WisDOT are
involved in a St. Paul court case regarding the Park's action delaying
the bridge project to this point and their responsibility to have acted
sooner. If the Stillwater Bridge project clears these obstacles shortly,
a special letting could still be made in January 1997.
When the Stillwater Bridge is built, the old state routes need to be
looked at as to what makes sense as far as jurisdiction is concerned.
The group looked at traffic volumes along with jurisdictional concepts
including logical improvement levels and not dollars at this time.
Kern reviewed maps, plans, and a synopsis of the proposed jurisdiction
and future ownership of the present 35/64 route segments after
construction from the Stillwater bridge to New Richmond. The state,
county, township, village, and city would take ownership of various
portions of the present route. Various limited levels of improvements
would be made or funded by WisDOT before and after jurisdictional
transfers.
A meeting will be scheduled with the involved local governments in
January 1997 to discuss the items and osed changes as presented by
WisDOT and discussed. prop
Review ITS 90/94 Proposal• Fedderly and Beekman gave a quick overview of
the Intelligent Transportation System 90/94 proposal final draft (of
which Beekman is the Committee Chairman).
Update O.S.M. Proposal Status• Fedderly reviewed the Geographic
Information System (GIS) and the jurisdictional study results that will
be used in the St. Croix County facility plan being developed by O.S.M.
for the Highway Department. All indications from WisDOT Central Office
is that they will fund half of this project We are waiting for
confirmation.

Management Update: Fedderly and Schofield reviewed the reduced
and prioritized list of equipment developed by the Machinery Management
Team. A motion was made by king, seconded by Grant, to approve the
priority list as presented.

A motion was made by Jacobson s seconded by Grant, to trade the three 1995
6400 John. Deere', tractors to Polfus Equipment for three new 1997 6400 John
Deere tractors for a total rice of p $61000.00. Motion carried.
Alternatives will be looked at for the rest of the mowing tractor fleet
next year.
Safety Committee Upda e• Schofield handed out and reviewed the minutes
...of ,the,.las.t..,S.af.ety-...Committee meeting. The chain saw safety course noted
at a previous meeting is being scheduled for the first week in December,
weather pending. The Safety Committee recommended a Highway Department
Safety Incentive Program whereby three groups of randomly teamed
employees would compete for safety awards of approximately five dollar
value increments for each group member after achieving "no lost time" and
"no cost" accident free six month intervals, up to a maximum of a fifty -
dollar price level award for each group member.
A motion was -made by Jacobson, seconded by King, to start the Highway
Department Employee Safety Incentive Program on January 1, 1997 as
outlined with presentations made at the annual highway Department Safety
Seminar. Motion carried.
Adjournment: A motion was made by Grant, seconded by Jacobson,
adjourn at 1:20 P.M. Motion carried.
