MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of November 6, 1996
The meeting was called to order by Chairman, S1,11clear at 8:02 A.M.<.'
Roll call was taken with Grant, Jacobson, Menter_. King, and Sinclear in
attendance.
A motion was made by Grant, seconded by Jacobson, to adopt the agenda as -
published. Motion carried.
A motion was made by Menter, seconded by King, to schedule the next
meetings for: November 21, 1996 at 8:00 A.M.; December 5, 1996 at 8:00
A.M. with Sinclear and Jacobson reviewing vendors at 7:00 A.M.; and
December 19, 1996 at 8*00 A.M. Motion carried.
A motion was made by Menter, seconded by King, to approve the minutes of
the October 7, 1996 meeting. Motion carried.
Approve Vouchers for Payment: Sinclear and Grant reviewed the vouchers
at 7:00 A.M. A motion was made by Sinclear, seconded by Grant, to
approve the vouchers for payment. Motion carried.
Seminar Attendance Requests: None.
Review Fund Balances: Ramberg reviewed the October 31, 1996 fund
balances. Fedderly reviewed the winter maintenance history and year end
projections.
Announcements & Correspondence: Fedderly handed out and reviewed copies
of the ITS (Intelligent Transportation System) newsletter and update; the
October 11, 1996 TDA newsletter; the eighteen transportation revenue
options packet put together by the Finance Study Committee; a WisDOT news
release on a public meeting to discuss I-94/Heggen Street bridge work;
and a WisDOT news release on five more miles of four -lane Hwy 29 open in
Clark County.
Fedderly reviewed a MNDOT news release noting that the new 5t. Croix
river bridge plans are completed, and the project letting is delayed by
federal review. Also reviewed and discussed was a Legislative
Associates, Inc. letter to MNDOT discussing the Stillwater Bridge delay,
----a---synops-is of the history of the Stillwater -Bridge development, the
current position they are in, and the action needed from the governor.
Fedderly noted that a transportation aids adjustment is being pursued by
___.._ the .Highway .Department and discussed -the adjustment process.-

Current Machinery Management Status: -:;-Fedderly -and Schofield
reviewed the list of equipment needs developed.- The Highway Department
Machinery Management Committee will be meeting November 7, 19'9'6 to
discuss the equipment needs, narrow down the list, and prioritize the
resulting list of equipment needs.
Review Loader Proposals: Fedderly noted that members of the Highway
Department looked over the proposed loader and found it to be in good,
tight condition. A motion was made by Menter, seconded by King, to
accept the rental unit loader trade proposal from Fabco, trading our Cat
950F wheel loader for a used 1994 Cat 950F wheel loader with a new
machine warranty for a total trade price of $13,000.00. Motion carried.
ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES
November 6, 1996
Speed Study by WisuuT;'-:,Fedderly reviewed the CTH "C"
speed study completed by WisuoT. A letter from Willard Jochimsen, P,E,,
District Traffic Supervisor for"WisDOT indicated that after reviewing the
speed checks, the roadway, and their experience in establishing speed
zones, it is difficult for WisDOT to recommend a speed limit change that
the majority of drivers will respond to in a safe and reasonable manner.
Fedderly will refer the letter to the Traffic Safety Committee; the
Sheriff's Department; County Administrator, John Krizek, and County Board
Chairman, Robert Boche.
Review O.S.M. Facilities Planning Proposal• Fedderly reviewed a
facilities planning proposal from O.S.M. The working plan would provide
information to assist the Committee and the Highway Department in
determining the level of service with various facilities throughout the
county. Cost saving alternatives can be utilized as well as the correct
size of structures for future growth.
A motion was made by Jacobson, seconded by King, to accept the O.S.M.
facilities planning proposal for an estimated $19,985.00 contingent upon
possible state funding. Motion carried. Fedderly will contact WisDOT
for possible funding.
Hudson Shop Purchase Proposals• The Committee received proposals for
the old Hudson shop property at 10:00 A.M. as follows:

A motion was made by Grant, seconded by Menter, to close proposals at
10:10 A.M. Motion carried. The Committee will review the details of the
proposals at the next meeting, November 21, 1996.
View Hudson Shop Property: The Committee viewed the old Hudson shop
property that is for sale.
View 1997 Proposed Projects: The Committee viewed projects proposed for
construction and maintenance for the 1997 calendar year.
Adjournment: A motion was made by Grant, seconded by Jacobson, to
adjournMotion carried.
