MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of October 7, 1996
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Grant, Jacobson, Menter, King, and Sinclear in
attendance.
A motion was made- by King, seconded by Menter, to adopt the agenda as
published. Motion carried.
The next meeting .was already set for Wednesday, November 6, 1996 at 8:00
A.M. with Grant and Sinclear reviewing vendors at 7:00 A.M.
A motion was made by Jacobson, seconded by Grant, to approve the minutes
of the September 25, 1996 meeting. Motion carried.

Approve Vouchers for Payment: Sinclear and Menter reviewed the vouchers
at 7:00 A.M. A motion was made by Sinclear, seconded by Menter, to
approve the vouchers for payment. Motion carried.
Seminar Attendance Requests: Fedderly reviewed a request for Mike Murtha
to accompany Tim Ramberg to the CHEMS (County Highway Expenditure
Microcomputer System) User Group annual meeting on October 24th and 25th
in Wisconsin Dells to assist in presenting portions of the agenda. A
motion was made by Jacobson, seconded by King, to approve Murtha
attending the state paid CHEMS annual seminar with Ramberg. Motion
carried.
Review Fund Balances: Ramberg and Fedderly reviewed the September 30,
1996 fund balances, the differences from the prior year, along with year-
end cash flow projections.
Announcements & Correspondence: Fedderly handed out and reviewed copies
of a hose damage letter from LWM (Liquid Waste Management); a September
Better Roads magazine article on funding local roads; the September
WisDOT Highway Maintenance Matters newsletter; a Governing magazine
"Building Better Roads" article, and another CTH "C" speed limit
correspondence received by Krizek and Boche from Mrs. Baillargeon (this
letter will be referred to the Traffic Safety Commission).
Fedderly reviewed the recent Stillwater Bridge closures and the work with
the state on permanent alternative route signing; the preliminary plans
and specifications for the STH 128/USH 12 intersection improvements
scheduled to begin July 1997.
Fedderly noted that the Highway Department's Annual Safety Seminar is
scheduled for Friday, October 11, 1996. The Highway Department's safety
policy and procedure manual will be handed out and reviewed at the
meeting, along with many safety items on the agenda.
Other Business: Fedderly reviewed a request for surveying the Perch Lake
property from the. Planning and Zoning Department. A motion was made by
Menter, seconded by King, to authorize the Highway Department to do the
road engineering for the Perch Lake property and bill it out, and to
survey the property out of the Surveying budget and bill the DNR for the
-surveying costs to ensure cost sharing. Motion carried.
Review Current Machinery Management Status: Fedderly Schofield, and
Harer reviewed the preliminary equipment needs requests. The Machinery
Management Committee will be meeting in late October or early November.
Review Final 1997 Budget: Fedderly reviewed the budget discussions when
Sinclear, King, and Fedderly met with the Finance Committee on the 1997
budget. An additional $50,000.00 was included in the Highway
Department's budget to cover the shortfall in paving and sealcoating.

Review Loader Proposals: Schofield, Fedderly, and Harer reviewed the
loader proposals and options received. Prices, performance of present
equipment considered in trade options, and hours of use were discussed.
A motion was made by Menter, seconded by Jacobson, to purchase the low
proposal of one John Deere 544G loader from Ison Equipment for
$75,155.00, to trade the current 1994 John Deere 644G loader for a new
1994 JD 644G loader with Ison Equipment for $29,000.00, and to trade the
current Cat IT28F yard loader for a new Cat IT28G yard loader with Fabco
Equipment for $27,708.00. Motion carried.
Action on trading the current 1993 Cat 950F loader for a used 1996 Cat
z 950F loader with Fabco Equipment for $16,749.00 with a new warranty will
be addressed at the next meeting after the machine can be looked at and
is found to be in acceptable condition.
Patrol superintendent Update of Activities: Harer reported that with the
season winding down, we will be paving and shouldering the rest of the
overlay projects in the next couple of weeks. A busy year is left
addressing other items before freeze-up such as a rail road bike crossing
lane, culvert installations, I-94 culvert liner installations, mowing,
brushing, and winterizing trucks.
Review Driveway Winter Maintenance: Fedderly and Harer noted that the
Highway Department performs winter maintenance for county roads, state
roads, eleven townships, and one village. There is a growing problem
with township driveway plowing requests. Our large trucks in driveways
becomes a "turn -around" problem and can cause yard damage. Accounting
for each driveway on each bill is difficult and occupies more computer
memory. Specific driveway location and plowing costs inquiries by town
officials is taking more and more time. These areas need to be addressed
while still providing adequate service to townships. Most snow plowing
contractors are more able to address driveways as they have smaller
trucks.
A motion was made by Grant, seconded by Menter, to authorize Fedderly to
write a letter to the town officials for the upcoming winter season;
indicating that driveway plowing will be discouraged, possibly
surcharged, not separated on bills, and will only be addressed after all
the roads are plowed. Motion carried. Fedderly and Harer will address
requests of this nature on an individual basis.
Review CTH "J" Right-of-way Acquisitions: Fedderly reviewed CTH "J"
right-of-way purchases and considerations to date.
View Construction Projects and Cold Storage Buildings: The Committee
viewed buildings in Roberts and New Richmond, constructed by the two low
proposers, leaving at 10:20 A.M. and returning at 12:10 P.M.
Review Cold Storage Building Proposals: Fedderly and Schofield reviewed
the cold storage building proposals received. A motion was made by
Menter, seconded by King, to award the cold storage building proposal to
the low proposer, Design Built Structures of Chippewa Falls, for a total
of $58,720.00. Motion carried.
Adjournment: A motion was made by Jacobson, seconded by Grant,
adjourn at 12:30 P.M. Motion carried.
