MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of September 25, 1996
The meeting was called to order by Chairman, Sinclear at 8*00 A.M.
Roll call was taken with Grant;' Jacobson, Menter, King, and Sinclear in
attendance.
A motion was made by Jacobson, seconded by Grant, to adopt the agenda as
published. Motion carried.
The next meeting was already set for October 7, 1996 at 8:00 A.M., with
Menter and Sinclear reviewing vendors at 7:00 A.M. A motion was made by
Grant, seconded by Jacobson to cancel the October 21, 1996 meeting, and
schedule it for Wednesday, November 6, 1996 at 8*00 A.M. Motion carried.
After one correction, a motion was made by Menter, seconded by King, to
approve the minutes of the September 5, 1996 meeting. Motion carried.
Seminar Attendance Requests: Fedderly noted that the Highway
Department's annual Safety Seminar is scheduled for October, 11, 1996 at
the Baldwin American Legion, and the Fall District 6 meeting is scheduled
for October 18, 1996 in Chippewa County.
Review Fund Balances: Ramberg reviewed the September 15, 1996 fund
balances.
Announcements & Correspondence: Fedderly handed out and reviewed copies
of the August and September TDA newsletter, the August ARIBA newsletter,
a SEH Update newsletter; the Crossroads newsletter from the UW-Madison
Transportation Information Center; and a WisDOT news release regarding
George McCloud, Chief of Construction for District 6 WisDOT, transfer to
the position of District Director in Green Bay.
Fedderly reviewed the proposed WisDOT zero revenue increase budget
discussionsI a Perch Lake surveying letter from the Planning Department;
the WisDOT interchange design at I-94 and STH 12 with the driveway
location concerns that the truck stop owners have; and a thank you card
for sign information sent to a student.
Fedderly noted that the "Clean -Sweep" program took place over the weekend
and the Department's garbage hauling company will not accept a dumpster,
as it has wet paint and paint cans with paint in them in the dumpster.
Schofield is contacting the "Clean -Sweep" officials for a solution.
An OSM Engineering CTH "C" (from STH 64 to Johannesburg) speed study
estimate of $4,500.00 was reviewed and discussed.
Jacobson was excused at 10:00 A.M.
Review Revised A.F.E. for State Maintenance: Fedderly' reviewed the
A.F.E. previously signed for 1997 and the reductions in the revised
A.F.E.
Review Permit Process Costs and Possible Fee Administration: Fedderly
reviewed the costs of administration of utility permits by the Highway
Department. YEAR NUMBER OF PERMITS INSPECTION COSTS ONLY

The costs noted do not include the administration time spent by the
Highway Commissioner, Patrol Superintendent, Clerks, or Maintenance
Supervisor. Fedderly recommends that a user fee be considered to off -set
the increased costs and demands for service. Corporate Council and other
counties will be consulted for further input.
A motion was made by Menter, seconded by King, to proceed in the
implementation of a utility permit fee as presented. Motion carried.
Review 1997 Budget Discussions: Fedderly reviewed the meeting with the
Finance Committee later in the day, also indicating the areas that have
been reduced in the proposed budget and the need for additional revenue
to maintain annual maintenance goals.
Review CTH "I" Right-of-way Nominal Appraisals: Fedderly noted that the
CTH "I" informational meeting went well and the estimated cost for right-
of-way is between $30,000.00 and $35,000.00.
Review Overhead Door Quotes: Schofield and Fedderly reviewed overhead
door quotes received for two doors needed on the 1965 "B" cold storage
building. A motion was made by Menter, seconded by King, to purchase two
Ideal Door overhead doors with two liter per door from American Overhead
Door company of Mondovi for a total price of $5,055.00 installed. Motion
carried.
Review Costs Not Charged to Local Governments and Departments: Fedderly
and Ramberg reviewed a survey of the various operational areas in recent
years for costs not charged to local entities. The costs include records
& reports, shop overhead, small tools charges, and equipment storage
allocation. The Committee recommends continued review and monitoring of
these areas.
Review and Approve County Bridge Aid Petitions: Fedderly detailed the
township county -aid bridge petitions received. The petitions total
$109,450.00, which is the county's half of the total costs, for cost
sharing in 1997.
A motion was made by Grant, seconded by King, to approve the $109,450.00
County Aid -Bridge petitions as presented. Motion carried.
Review Current Machinery Management Status: Schofield and Fedderly
discussed and reviewed the proposals received for:
A six hose fuel island dispensing system.
A self contained pressure washer and culvert steamer.
- A rubber tired all wheel drive articulated loader.
- A 70' X 150' cold storage building.
A motion was made by Menter, seconded by Grant, to accept the Gasboy
Series 1000-6 fuel dispensing and management system from Zahl Equipment
Company of Minneapolis for a total of $10,160.00, with the Highway
Department doing the excavation required to install the system. Motion
carried.
A motion was made by Menter, seconded by King, to accept the KEW 11 H.P.
pressure washer/culvert steamer proposal from IDSO of Eau Claire for a
total price of $4,995.00. Motion carried.
The loader and the cold storage building will be on the next agenda for
further discussion and evaluation.
