MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of September 5, 1996
The meeting was called to order by -Chairman, Sinclear at 8*07 A.M.
Roll call�was taken with Grant, Jacobson, Menter, King, and�)Sinclear in
attendance.
A motion was made by King, seconded by Grant, to adopt the agenda as
published. Motion carried.
A motion was made by Grant, seconded by Menter to schedule the next
meeting dates for. Wednesday, September 25, 1996 at 8:00 A.M.; Monday,
October 7, 1996 at 8*00 A.M., with Menter and Sinclear reviewing vendors
at 7:00 A.M.; and Monday, October 21, 1996 at 8:00 A.M. Motion carried.
A motion was made by Jacobson, seconded by King, to approve the minutes
of the August 21, 1996 meeting. Motion carried.
Approve Vouchers for Payment: Sinclear and King reviewed the vouchers at
7900 A.M. A motion was made by Sinclear, seconded by King, to approve
the vouchers for payment. Motion carried.
Seminar Attendance Requests: Fedderly reviewed an upcoming Eau Claire
Safety Seminar indicating that the Highway Department will continue to
monitor all safety seminars, but not send any representatives to this
seminar.
Announcements & Correspondence: Fedderly handed out and reviewed copies
of the August TDA newsletter; the TDA "Trans -fax" summer publication; the
August issue of Better Roads magazine; the August Roads and Bridges
magazine, a Mann Valley Creek bridge construction news release; a rail
crossing detour WisDOT news release for projects in Dunn and St. Croix
Counties; and copies of John Krizek's response letter to a CTH "C" speed
limit concern letter he received.
Fedderly reviewed a public informational WisDOT brochure regarding
working near state highways.
Fedderly noted that the STH 12 and STH 128 intersection letting is
scheduled for January 1997; and the yearly Agricultural Clean Sweep for
hazardous materials is scheduled for September 21, 1996, with the
collection at the Hammond shop and Hudson shop. The Highway Department
will be provided a "clear site" letter before operations in either site
resume.
Final Review and Approval of 1997 Budget Proposal: Fedderly reviewed the
1997 budget proposal, the changes made since the last meeting, as well as
the county levy breakdown line graph. Review with the Finance Committee
I
s scheduled for September 24th or 25th.
Patrol Superintendent Update. of Activities: Rarer noted the progress
with the current county, state, and local government projects. The third
phase of milling will begin the week of September 16, 1996 and then the
last phase of paving will begin, with an anticipated quantity of 26,000
to 27,000 ton of hotmix to be laid. The centerlining contractor will be
working on Monday, September 9, 1996. Other work in progress includes
construction, shouldering, widening, culvert installation, and bridge
work for various entities.

Review Revised A.F.E. for State Maintenance: Fedderly and Harer reviewed
a revised Authority For Expenditure (A.F.E.) drawn up by WisDOT_for the
remainder of the 1996 calendar year. Fedderly will contact WisDOT
regarding questions concerning unclear items and report back at the next
meeting.
Review Current Machinery Manaciement Specifications for Consideration:
Schofield handed out and reviewed copies of proposal specifications for:
- A six hose fuel island terminal site controller.
- A rubber tired all wheel drive articulated loader.
- A self contained pressure washer and culvert steamer.
- A 70' X 150' cold storage building.
All proposals will be received and reviewed on September 23, 1996.
Old Hudson Shop Lease Agreement: Fedderly reviewed the agreement for an
extension of the old Hudson shop lease until October 31, 1996 and a
letter from the DNR indicating that the old Hudson shop case is closed
and has clear -site status.
A motion was made by King, seconded by Sinclear, to advertise the old
Hudson shop location for proposals, since the DNR has officially closed
the case and given the site a "clear -site" status, the Department will
take proposals as soon as feasible. Motion carried.
Review CTH "I" Right-of-way: Fedderly noted that the right-of-way
appraisals for the 95-I-1 CTH "I" project is moving forward and there
will be a public informational meeting on September 10, 1996 from 2:00
P.M. to 6:00 P.M. at the Somerset town hall.
Review Permit Process Costs and Possible Fee Administration: Fedderly
reviewed the increase in the number of utility permits issued over the
last few years, and the costs incurred by the Highway Department in
administering them. Because the outside revenues are shifting, the
administration costs have become higher, the level of service required
has become much higher, and the supervision and oversight required is
increasing yearly; the Highway Department is proposing that a fee be
associated with the issuing of utility permits.
Review Alternate Funding Sources: Fedderly handed out and reviewed an
August 10, 1996 alternate funding sources article from the Business
Journal. The need for alternate funding sources to be dedicated and not
just segregated was discussed. Possible revenue sources and mechanisms
reviewed include: - Wheel taxes
- Local registration fees
- Sales taxes
- Development fees
- Impact fees on new housing
- Special assessment fees
Review Fund Balances: Ramberg reviewed the fund balances, cash flow,
encumbered funds and year end projections.
Adjournment: A motion was made by King, seconded by Menter, to adjourn
at 11:40 A.M. Motion carried.
