MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of August 21, 1996
The meeting was called to order by Chairman, Sinclear at 12:34 P.M.
Roll call was taken with Grant, -!Jacobson, Menter, King, and Sinclear in
attendance.
A motion was made by King, seconded by Menter, to adopt the agenda as
published. Motion carried.
The date of the next meeting was previously scheduled for Thursday,
September 5, 1996 at 8:00 A.M. with King and Sinclear reviewing vendors
at 7:00 A.M.
A motion was made byGrant, seconded by Jacobson, to approve the minutes
of the August 8, 1996 meeting. Motion carried.
Announcements & Correspondence• Fedderly handed out and reviewed copies
of the ARTBA newsletter; the TDA newsletter; the TDA Budget Analysis, the
"Highway Maintenance Matters" state newsletter; a request for an
extension of the old Hudson shop lease from the current lease holder; and
a CTH "C" speed limit letter sent to Krizek and Boche.
Fedderly reviewed the relocation order plan for STH 35/64 project; and a
copy of the Village of Star Prairie's meeting minutes requesting the
extension of the village speed limit signs on CTH "H". Harer is in the
process of contacting Diggers Hotline for the placement of the signs.
Fedderly discussed the arbitration settlement in the recent grievance
claim; a September 10, 1996 small claims summons on the disagreement of
the costs for the repair of 20-30 feet of a manure pumping hose; and an
I-94 weigh scale state patrol officer injury summons and complaint.
Final Review and Approval of 1997 Budget Proposal• Fedderly and Ramberg
reviewed the 1997 budget proposal; detailing the surveyor.., highway
administration, snow removal and maintenance, road construction, and
county -aid bridge budgets. One of the concerns discussed, is the
increasing spread between the county level of service/expenditures that
the Highway Department provides and the county appropriations for those
purposes. This gap in 1987 was $517,843.10 and $1,372,954.18 in 1995.
This funding reflects the outside county levy funds that the Department
seeks out. With continued federal and state budget cuts, alternative
revenue sources must be considered to maintain the level of service the
public demands.
xeview car contracts for 1997-1998: Ramberg reviewed the history of the
current car contracts with the Highway Commissioner and Patrol
Superintendent, which expires December 31, 1996. Total car costs to the
county ranged over the last twelve years from $0.1455 to $0.2070 per
mile. The current county milage reimbursement rate is $0.30 per mile,
with the 1997 rate $0.31 per mile. A motion was made by Sinclear,
seconded by King, to set the 1997 and 1998 car contract monthly contract
rates for both the Highway Commissioner and Patrol Superintendent at
$650.00 per month for a projected county cost per mile of $0.2318 and
$0.2176 respectively. Motion carried.
Review Specifications on Current Machinery Management Items• Schofield
reviewed the machinery listed for sale through equipment broker Anthony
Trolla and reviewed Hudson shop loader specifications. A motion was made
by Grant, seconded by King, to send out the loader specifications as
reviewed for action at the second meeting in September. Motion carried.

Final Review and Approval of Bicycle Transportation Plan* Fedderly
handed out and reviewed final copies of the Bicycle Transportation Plan.
A motion was made by Menter, seconded by Jacobson, to adopt the final
Bicycle Transportation Plan and have Fedderly review it in the future
with the County Board. Motion carried.
Review and Award 1996-1997 Season Salt/Calcium Chloride Proposals:
Fedderly and Harer reviewed sodium chloride and calcium chloride
proposals received. A motion was made by Jacobson, seconded by King, to
award the sodium chloride proposal to the low proposer, North American
Salt Company at $25.65 per ton (county picked up); and award the calcium
chloride proposal to the low proposer, Van Waters & Rogers, Inc. at
$291.50/ton for 50# bags delivered, $281.50/ton for 50# bags picked up,
and $0.375/gallon for liquid calcium chloride. Motion carried.
Review CTH "I" Right-of-way• Fedderly reviewed the background on the
project development and the right-of-way appraisals o� the properties
along the CTH "I" proposed project. Twenty-four of *thirty-six valuations
are complete, with an estimated total right-of-way purchase cost of
approximately $35,000.00 to $40,000.00. A motion was made by King,
seconded by Menter, to authorize Fedderly to purchase the right-of-way on
CTH "I" as it progresses based on the estimated costs presented. Motion
carried.
Review Statewide Machinery Management Year-end Report• Fedderly handed
out and reviewed the 1995 machinery operation summaries for all the
county highway departments in the state of Wisconsin, and the five-year
machinery operation summary comparisons for all the highway departments
in the state.
Review Local Roads Council Annual Report• Fedderly reviewed the Local
Roads Council Annual Report and the results of the needs study. The
"P.A.S.E.R. program" (which St. Croix County uses) is the meghanism of
choice and highway departments will be responsible for facilitating the
program.
Adjournment: A motion was made by King, seconded by Menter, to adjourn
to the Personnel Committee sponsored employee picnic at 3:15 P.M. Motion
carried.
