CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of August 8, 1996 The meeting was called to order by Chairman, Sinclear at 8:05 A.M. Roll call was taken with Grant, Jacobson, Menter, King, and Sinclear in attendance. A motion was made by King, seconded by Menter, to adopt the agenda as published. Motion carried. A motion was made by Jacobson, seconded by Grant, to schedule the next two meetings for Wednesday, August 21, 1996 at 12:30 P.M. and Thursday, September 5, 1996 at 8*00 A.M. with King and Sinclear reviewing vendors at 7:00 A.M. Motion carried. A motion was made by Menter, seconded by King, to approve the minutes as amended. Motion carried. Approve Vouchers for Payment: Jacobson and Sinclear reviewed the vouchers at 7:00 A.M. and Ramberg highlighted the invoices being paid. A motion was made by Sinclear, seconded by Jacobson, to approve the vouchers for payment. Motion carried. Seminar Attendance Requests: Fedderly reviewed an October 23rd & 24th National Transportation Structures conference in Madison. A motion was made by Jacobson, seconded by King, to approve Fedderly and Schofield to attend the National Transportation Structures conference for a total registration fee of $85.00. Motion carried. Fedderly reviewed the September 18, 1996 one day Winter Road Maintenance seminar in Eau Claire. The state will pay for the beat men on state beats. A motion was made by King, seconded by Menter, to authorize eight Highway Department personnel to attend the seminar with the state paying for half of the $35.00 registration fees. Motion carried. Fedderly reviewed the October 2nd through October 4th Annual Patrol Superintendent's and Foremans Convention in Manitowoc. A motion was made by Sinclear, seconded by King, to authorize up to three people to attend the 1996 Annual Patrol Superintendent's and Foreman's Convention. Motion carried. Fedderly reviewed an August 22, 1996 W05 (Wisconsin Safety Council) one day program recommended by the Highway Department Safety Committee. A motion was made by Grant, seconded by King, authorizing two Safety Committee members to attend the August 22, 1996 Brookfield, WI "Integrating Key Safety and Health Processes in Industry" seminar. Motion carried. Announcements & Correspondence: Fedderly handed out and reviewed copies of the ARIBA newsletter; the TDA newsletter; the WisDOT's mowing policy handout; a July 18, 1996 mowing policy letter from Secretary, Charles Thompson; an informational pamphlet from Jim Anderson who is running for Assembly, a Chula Vista motel thank you note from the recent Summer Highway Conference, the Wisconsin DNR "Environmental Review Process for Local Transportation Projects" fact sheets a Village of Woodville thank you letter regarding Fedderly's discussions on East Boundary Road at a recent Village Board meeting. Fedderly reviewed a letter from the Highway Department to the City of Glenwood City regarding the City's anticipated road improvements leading to the Highway Department's Glenwood City shop. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page,2 August 8, 1996 Fedderly reviewed letters received from CTH "C" residents and the Highway Department's responses to the letters regarding enforcement of the speed limits on CTH "C" and the request for the present speed limit of 45 MPH lowered to 35 MPH. The Highway Department will pass on the concerns with the Sheriff's Department, who has the enforcement authority to enforce the speed limits. After the recent evaluation, it was determined that the speed limit on CTH "C" is adequate at 45 MPH. Fedderly noted that the Personnel Department sponsored summer Highway Department employee picnic is scheduled for August 21, 1996. Salt proposals for the 1996 - 1997 winter season will be on the next agenda for action. Old Hudson Shop Property Right-of-way Proposal: Fedderly noted that the old Hudson shop property right-of-way proposal written up by the state has been corrected, signed and is being sent to WisDOT. There is still a number of inquiries of interest to purchase the old Hudson shop buildings and land. Fedderly handed out a letter of interest to purchase the old Hudson shop property from Diesel Supply Company, Inc. of Hudson. Fedderly will also send a letter requesting the present old Hudson shop renter to let the Department know what his future desire is for the use of the property, as the lease agreement expires the end of August. Houlton Shop "Clear Site" Status Update: Fedderly updated the Committee that the DNR's "clear site" certification is in and no further action is required at the Houlton shop site regarding soil contamination. Review Gravel Pit Options and Alternatives• Harer and Fedderly reviewed thLAt test holes have been dug at the Paul Casey land that is for sale. The test holes showed at least sixteen feet of sand with a few rock at the bottom of the holes. Harer noted that the site does not have gravel in it as anticipated, but could be used as a sand pit. Fedderly noted that the results of the test holes show the Highway Department that there is no sense of urgency now to purchase. Some sand pit lease possibilities can be explored for future operations. Fedderly and Harer will inquire with Mathy Construction as to their findings with the site. Jacobson was excused at 8:55 A.M. CTH "N"/Individual Construction Concerns• Fedderly reviewed the Highway Department's letter of denial to the resident's claim for damages on the CTH 'IN" construction project. No response has been received from the individual, but the Highway Department did receive a pleasing note from the individual regarding the work being done on the construction project. Review Yokum Oil Correspondences* Fedderly reviewed correspondences and a meeting with Yokum Oil regarding dyed fuel. Yokum Oil will be correcting their practices with the Highway Department to address our concerns for the future. Review WisDOT Six Year Improvement.Program: Fedderly reviewed a map and projects scheduled for improvement on the WisDOT six year improvement program. S11?,. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES August 8, 1996 Page 3 Review CTH W, Kinnickinnic Plan of Improvement: CTH "N" Kinnickinnic bridge improvement plans. Fedderly reviewed the Update Activities of Safety Committee: Schofield and Grant reviewed the safety training courses set for Highway Department employees; the safety items for the October 1996 Annual Safety Seminar; a safety concern letter to a neighbor; and other safety items being addressed by the Safety Committee. The Committee discussed vehicle accidents and employee corrective action alternatives. Review Town of Sprinafield T.R.I.P. Plan of Improvement: Fedderly reviewed the Town of Springfield T.R.I.P. plan of improvements along with current costs on the project. Preliminary 1997 Budget Discussions: Fedderly discussed the first draft of the Highway Department's 1997 budget. The 1997 Highway Department goals in administration, maintenance, and construction as well as the level of services that may be cut to accomplish the budget goals for the county were discussed. Review Fund Balances: Ramberg reviewed the July 31, 1996 fund balances. View Construction in Progress: The Committee viewed the Paul Casey land being investigated for gravel/sand alternatives and other maintenance projects completed and in progress.
