Fedderly, P.E., Highway Cominissionel • QUALITY • I3FFICIIINCY + PRIDE MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of July 8, 1996 The meeting was called to order by Chairman, Sinclear at 8:04 A.M. Roll call was taken with Grant, Jacobson, Menter, King, and Sinclear in attendance. A motion was made by King, seconded by Menter, to adopt the agenda as published. Motion carried. A motion was made by Jacobson, seconded by Grant, to schedule the next meeting for Thursday, August 8, 1996 at 8:00 A.M. with Jacobson and Sinclear reviewing vendors at 7:00 A.M. Motion carried. A motion was made by Grant, seconded by King, to approve the minutes as mailed. Motion carried. Approve Vouchers for Payment: Grant and Sinclear reviewed the vouchers at 7:00 A.M. and Ramberg highlighted the invoices being paid. A motion was made by Grant, seconded by Sinclear, to approve the vouchers for payment. Motion carried. Seminar Attendance Requests: Fedderly rioted a July 17 & 18th Miller - Bradford & Risberg Tomahawk, WI hands on equipment display. Review Gravel Pit Options and Alternatives• Harer noted that test holes are being scheduled at the Casey property and he will be talking with Mathy Construction as they are purchasing the other part of the property. Review Material Supply and Needs�Beyer's Quarry Options• Harer and Fedderly noted that the Highway Department has been in contact with Kraemer and Sons to purchase a stockpile of limerock at the Beyer'-s- quarry. Currently, the Highway Department's pits and quarries fund is low, but the investment will pay off due to the projects we have scheduled in the area and this quarry is scheduled to be reclaimed and closed in the near future. A motion was made by Menter, seconded by King, to approve the purchase of the remaining stockpile (+/- 10,000 c.y.) at the Beyer's quarry for $5.00 per yard. Motion carried. Harer will confirm yardage prior to purchase. CTH "N"/Individual Construction Concerns* Fedderly and Harer presented the background and correspondences with Mary Sussner, who lives along the CTH "N" (95-N-2) construction project. Mrs. Sussner is asking for reimbursement of $63.30 for her towing expenses from being stuck in the construction. Previous construction projects and incidents, past practice in these situations, the construction progress, the sequence of events, and general discussion about these circumstances were reviewed. After consideration a motion was made by Sinclear, seconded by Grant, to deny the claim. Motion carried with Jacobson voting no. Patrol superintendent Update: Harer gave a presentation of the paving projects completed and remaining for the rest of the year. It is estimated that the Highway Department will lay about 85,000 ton of blacktop with 14,000 already completed. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES July 8, 1996 Page 2 Fedderly reviewed the weekly work schedule and documentation maintained throughout the year by Harer. The schedule is updated weekly and is a good indicator of the magnitude of work performed by the Highway Department. Harer noted that the state bridge projects were all open to traffic for the 4th of July. We have received the I-94 culvert liners and will be scheduling them for installation shortly. A few riprap jobs are scheduled for townships. The 95-N-2 CTH 'IN" construction project should be open to traffic next week with blacktop scheduled for later this summer in conjunction with the CTH "N" overlay project. Review Construction Schedule: Fedderly reviewed the county and township road construction projects scheduled for the rest of the year. Preliminary 1997 Budget Discussions• Fedderly reviewed the potential shortfalls in the 1996 budget with early indications that the general transportation aids will be down again due to shortfalls in the state budget. He highlighted the WMMIC sur-replenishment costs not budgeted for, the 1996 increase in wages not budgeted for, and the possible increase in winter maintenance costs not budgeted for in 1996, rceview qi1rucx t�ox rroposals/Delivery�View Installation• Schofield noted that the two Beabeau truck boxes have come in on time, the Beaurock truck box company is still on strike but is still holding our order open, and one of the trucks is already on the road. The Committee viewed the other truck and box being set-up. Review CTH "UU" Jurisdictional Proposals• Fedderly noted that he and representatives from the City of Hudson had discussed construction options and jurisdiction of CTH "UU".from the Catholic Church in Hudson to Carmichael Road. The City is in favor of a lump sum dollar amount in the cost sharing options in upgrading this portion of the road and are looking for some cost proposals. Fedderly will wait for an official position from the City of Hudson before proceeding. %j.L u nuusvn z3cwp rroperLy xlgnt-or-way Proposal: Fedderly presented a fax from Cedar Corporation that noted the DNR, at it's most recent meeting of the Close Out Committee, reached a decision that the heating oil contamination soils remaining in place at the old Hudson shop are no longer a threat to the environment and have issued a "clear site status" on this site. Cedar is expecting a formal letter of this decision from the DNR. A motion was made by King, seconded by Jacobson, to rescind the previous motion to tear down the old Hudson shop building and keep it in tact due to the recent DNR decision, pending official clear site status. Motion carried. A motion was made by Menter, seconded by King, to look into the possibility of marketing the old Hudson shop land and buildings again. Motion carried. Fedderly reviewed WisDOT correspondence regarding securing Right-of-way for the CTH "N" and CTH "U" intersection. This would be a land transfer from the old Hudson shop land to county truck highway system. Due to errors in the description, the Highway Department has re -written the description for needed right-of-way, and will be submitting those changes to WisDOT. A motion was made by Menter, seconded by Grant, to approve the donation of the old Hudson shop land as corrected and described by Fedderly and authorize Fedderly to sign the transfer papers after the changes have been made. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 July 8, 1996 Announcements & Correspondence: Fedderly handed out and reviewed copies of the ARTBA newsletter; TDA newsletter, TDA budget summary; Crossroads newsletter, and the Better Roads magazine. Notices included the July 14 Alfie Schrank retirement at the Coachman Supper Club; a MnDOT St. Croix River Bridge final foundation testing news release; a WisDOT work complete on I-94 in Hudson new release, a WisDOT July 8th I-94/Rush River bridge project begin news release, a WisDOT Transportation projects Commission July 2 meeting news release; and a WisDOT July 9th Great River Road Interpretive Plan meeting notice news release. Ramberg reviewed the Highway Department fund balances to date and compared them to last year. Schofield reviewed and discussed the schedule of proposals and awards for the next few months. Fedderly noted the 80/20 funded bridge project on CTH "M" (Cernhouse) is scheduled in the state letting for July 16, 1996, and hopefully construction will be this fall. A Milwaukee/Journal-Sentinel news article sent by Phil Shear of TDA notes comments made by Senator Burke, and Shear noted that Senator Clausing is the new chairman of the Senate Transportation Committee and Senator Burke is the new co-chairman of the Legislature's Budget Committee. View Construction in Progress: Construction projects will be scheduled for viewing at the next meeting. Adjournment: A motion was made by Jacobson, seconded by Grant, to adjourn at 11:25 A.M.
