MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of June 6, 1996
The meeting was called to order by Chairman, Sinclear at 8*04 A.M.
Roll call was taken with Grant, Jacobson, Menter, King, and Sinclear in
attendance.
A motion was made by King, seconded by Menter, to adopt the agenda as
published. Motion carried.
The next meeting date was previously set for July 8, 1996 at 8:00 A.M.
with Grant and Sinclear reviewing vendors at 7:00 A.M.
A motion was made by Grant, seconded by Menter, to approve the minutes as
mailed. Motion carried.
Approve Vouchers for Payment: Menter and Sinclear reviewed the vouchers
at 7:00 A.M. and Ramberg highlighted the invoices being paid. A motion
was made by Sinclear, seconded by Menter, to approve the vouchers for
payment. Motion carried.
r Attendance Requests: Fedderly reviewed the June 11-13 Summer
y Conference schedule.
Announcements & Correspondence: Fedderly handed out copies of the joint
(Transportation Committee and Planning & Zoning Committee) letter
supporting the STH 35164 project 150th Street alternative; the recent
ARTBA newsletter, the Safety Committee minutes, a CTH "T" road
improvement complement letter from Wayne Loock, Town of Rush River, the
state's "Highway Maintenance Matters" newsletter, "Roads & Bridges"
magazine; and a news release on speed limit changes in Wisconsin with a
list of roads involved.
Ramberg reviewed the Highway Department fund balances to date and
compared them to last year.
Fedderly discussed a Hudson property CRP program letter. The Committee
is in consensus to send a letter to withdraw the Hudson property from the
CRP program and future considerations so no more correspondences will be
received on it.
Fedderly reviewed the WCHA's position paper on transportation funding,
which will be reviewed at the upcoming WCHA conference.

eview Hudson Shop Rental Agreement: Fedderly reviewed the Hudson shop
lease agreement between China Wind, Inc. and the St. Croix County Highway
Department which is for a 3 month term. In addition, Cedar Corporation
has filed for a "clear site" status for closure on the soil remediation
at the old Hudson shop site.
Review Gravel Pit Options and Alternatives: Fedderly noted that Harer
and Paul Casey are lining up material investigations for the site that is
for sale. Purchase options and alternatives will be discussed as more
information becomes available.
Review "Duty Roster" Implementation: Fedderly reviewed the current
Highway Department coverage during off hours and week -ends. With the
changes in demands on the Department and concerns over dispersing
workloads, options have been put together to set-up a "duty roster" for
coverage of these off hour periods. The Committee supports the concept
while more investigation into alternatives is pursued.
Bob Draxler, and his wife, Doris joined the Transportation Committee at
9:30 A.M. and took part in meeting with the Committee. Rich Loney, St.
Croix County Finance Director, also joined the meeting for short time0

City of Hudson desires to improve CTH 1'UU"
Fedderly reported that the
from Carmichael Road into
Hudson by the Church. The planned improvement would be a reconditioning
with the addition of passing lanes at various locations. A motion was
made by Menter, seconded by King, to have Fedderly go ahead with
negotiations between the City of Hudson and St. Croix County Highway
Department for these improvements based on the information and estimates
presented by Fedderly. Motion carried.
Review Truck Box Proposals and Delivery Time Frames• Schofield reviewed
the signed agreement with TEAM WI, Inc. regarding delivery of two Beabau
truck boxes by June 13, 1996, with a $500.00 per day late penalty for any
delivery after this due date.
The Roen Ford crewcab is being painted today and will be ready for pickup
tomorrow.
Review Houlton Shop Remediation• Fedderly reported that there was
asphalt under the burn pile at the Houlton shop, and remediation will
most likely be contained in the top couple of inches of soil. Cedar
Corporation will be filing for a clean site shortly after the test
results of the soil are returned.

at 1.15 P.M. Motion carried.
