MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of May 23, 1996
The meeting was called to order by Chairman, Sinclear at 8:02 A.M.
Roll call was taken with Grant, Jacobson, Menter, King, and Sinclear in
attendance. Sinclear welcomed new member, Art Jacobson to the
Transportation Committee.
A motion was made by Grant, seconded by Menter, to adopt the agenda as
published. Motion carried.
A ballot voting was taken with the following results:
Chairman. - Sinclear
Vice -Chairman: - King
Secretary. - Grant
A motion was made by Menter, seconded by King, to schedule the next two
meetings for: June 6, 1996 at 8:00 with Menter and Sinclear reviewing
vouchers at 7:00 A.M.; and July 8, 1996 at 8:00 A.M. with Grant and
Sinclear reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by Grant, seconded by Jacobson, to approve the minutes as
mailed to the members after one correction. Motion carried.
Seminar Attendance Requests: Fedderly reviewed the Summer Highway
Conference schedule. The June 18, 1996 WisDOT Six -year Improvement Program
presentation at the District 6 office in Eau Claire at 3:00 P.M. Miller -
Bradford and Risberg is seeking involvement in a machinery evaluation
presentation on July 17 & 18, 1996.
Supervisor Ron Raymond stopped in briefly.
Review Gravel Pit Options and Alternatives: Paul Casey, who has land for
sale south of New Richmond in the Town of Richmond, discussed the
possibility of selling +/- 40 acres to the Highway Department for a gravel
pit. The group discussed access, current land prices, and payment options.
The Highway Department will investigate the land for gravel quantities and
quality and Mr. Casey will investigate long-term payment alternatives with
his accountant.
Patrol Superintendent Update of Activities: Harer reported that the
weekend storm damage caused over 100 county signs to go down and 50 - 75
state road signs, while dozens of trees were also down.
The five state bridge reconstruction projects are about 1/2 done. I-94
culvert lining is scheduled for June and July. This year almost every
township has requested the Highway Department for various projects.
County pit crushing, road paving,, and road construction is underway. The
company that is crushing (American Materials) is taking daily logs of
material testing while crushing. In addition, we have had good service in
receiving and mounting the paver screed.
Review Winter Maintenance Fund Status: Fedderly reviewed the current year
winter maintenance costs -to -date, the five year average costs for the rest
of the year, and the historic trend in winter maintenance actual costs -vs-
budget. Using the five year cost average for the last 1/2 of the year, the
winter maintenance costs will be about $100,000.00 over budget. Applying
$50s000.00 carry over from the general maintenance budget, the year end is
anticipated to end up at about $54,000.00 costs over budget.
Review Proposed Changes to Shoreland Zoning Ordinance: Fedderly reviewed
the changes to the Shoreland Zoning Ordinance that passed the County Board
with the agreement drawn up by Corporate Council, Zoning Department and
Highway Department to have the Highway Department submit a standard set of
plans and Zoning will issue a permit in perpetuity to cover the permitting
requirements that could be interpreted by the ordinance.

Old Hudson Shop Rental Discussion. Fedderly reviewed a request submitted
by Supervisor Einar Horne to investigate temporarily renting out the old
Hudson shop. Fedderly, Krizek, and Timmerman have investigated insurance
and liability issues. All concerns can be addressed with lease clauses.
A motion was made by Jacobson, seconded by Menter, to authorize Fedderly to
sign a rental agreement for $1,000.00 per month with a letter of
indemnification, time frame, and clauses to address County liability.
Motion carried.
Review Hudson Shop Proposals/Status: Fedderly reviewed that Cedar
Corporation has taken one more analysis and has determined that the site is
clear of light volatile material. A motion was made by Grant, seconded by
King, to authorize Cedar Corporation to file for a "clear site status" on
the old Hudson site. Motion carried.
Announcements & Correspondence: Fedderly handed out an Adopt -a -highway
Hudson newspaper photo and article, two recent TDA newsletters; a WCHA
newsletter; and a detour notice for CTH "N" construction project. The
Glenwood City fairgrounds resolution and driveway concern were discussed.
Fedderly updated the Committee on his recent TDA "Fly -in" to Washington DC
and how he has hoped to show the Senators how their decisions affect even
the township level of business. It is tough to get down to the real issues
at the federal level as politics are so inter -twined in the process.
The Committee signed the final draft of the safety policies approved at the
last Committee meeting.
Fedderly noted that WisDOT would like correspondence indicating that the
Transportation Committee is still supporting the 150th alternative for the
STH 35/64 project. A motion was made by Menter, seconded by King, to
authorize Fedderly to put together a letter expressing that the
Transportation Committee's preference is the 150th alternative. Motion
carried.
Review and View Construction Projects in Progress: Fedderly noted that the
projects anticipated to view have been delayed due to the weather and will
be rescheduled for the next meeting.
Other Business: Schofield reviewed the status of the truck boxes and
reviewed the alternatives due to the manufacturing company strike. A
motion was made by Menter, seconded by King, to keep the present Beau -Roc
truck box order open and order a heavier Bibeau HB 250 truck box for the
same price with an arrival date of June 12-15th. Motion carried.
A motion was made by Menter, seconded by King, to amend the previous motion
to include; provided the Bibeau HB 250 truck box is received by June 13,
1996 and they agree to a clause to deduct $500.00 per day that the box is
late. Motion carried.
Ramberg reviewed the current Highway Department fund balances.
Adjournment: A motion was made by King, seconded by Jacobson, to adjourn
at 11:47 A.M. Motion carried.
