z MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of May 8, 1996
The meeting was called to order by Chairman, Sinclear at 8*03 A.M.
Roll call was taken with Grant, Menter, King, and Sinclear in attendance.
A motion was made by King, seconded by Grant, to adopt the agenda as
published. Motion carried.
The next meeting was previously scheduled for May 23, 1996 at`8:00 A.M.
A motion was made by Grant, seconded by Menter, to approve the minutes as
mailed to the members. Motion carried.
Sinclear and King reviewed the vouchers at 7:00 A.M. A motion was made
by Sinclear, seconded by Grant, to approve the vouchers for payment.
Motion carried.
Review Proposed Changes to Shoreland Zoning Ordinance: Tom Dorsey, Ron
Raymond, Tom Nelson, Ellen Denzer, and Dave Fodroczi met with the
Transportation Committee.
Nelson noted the purpose of the proposed changes to the ordinance is to
have the ability to regulate the Bass Lake and Perch Lake. property owners
with regard to restricting filling and grading area djacent to and
within these bodies of water. The intent is to create a simple format to
implement additional, uniform controls that require permits for
construction in the lakeshore districts.
Fedderly reviewed concerns over how this ordinance inadvertently applies
to highways and could be interpreted that many routine highway
maintenance projects may have application into this permitting process.
This would put additional burden on both the Highway Department and the
Zoning Department and would promote a redundant "county regulating
county" process. The Highway Department has capable professional
personnel to handle these types of activities on a daily basis. The
wording could be changed to reflect a (cooperative) joint administration
of the ordinance by both the Zoning and Highway Departments, similar to
the relationship WisDOT has with the DNR.
Dorsey suggested that Nelson and Fedderly meet with Corporate Council,
Greg Timmerman, to change the wording to satisfy both departments, as it
must be defendable in court regarding uniformity and accountability.
Fodroczi suggested to obtain and use the written policy between WisDOT
and the DNR as a model to work from, as his concerns lie in addressing
the uniformity, consistency, and accountability to the public.
Fedderly noted that a key issue is that "exemption from permitting" is
not the same as an "exemption from the requirements". The requirements
are necessary, but not the lengthy, redundant permitting process whereby
we are burdening 99% of activities to satisfy a problem with possibly 1%,
this is typical government bureaucracy.
Fedderly and Nelson will meet with Timmerman to work out a more proper
wording of the ordinance to satisfy both departments.
Review Proposed Changes to Bike Plan: Fodroczi and Denzer reviewed the
discussions that took place at the recent Planning and Development
Committee Meeting. Denzer noted the request for adding a proposed "off
road" bike path along CTH 'IF" between Hudson and the YMCA into the plan;
and the discussions about an "off road" bike path to the "Field of
Dreams" on CTH "UU".
The consensus of the Committee is to approve of the proposed changes,
noting that the funding concerns are a separate matter. The current goal
is to bring resolution to the plan.

Review and Award Hot Mix Proposals: Sam McVicker and Perry Atterholt of
Mathy/Monarch Paving met with the Committee and discussed road oil prices
and the hot mix proposals.
Fedderly reviewed the prices and types of oils used in the mixes. A
motion was made by Grant, seconded by King, to approve the hot mix prices
received from Monarch paving for $14.59/ton AC at the new Richmond Plant
and $9.85/ton mixing and aggregate only at the Simonson pit; and to
approve the hot mix prices received from Tower Asphalt, Inc. for
$15.20/ton for grade 3 hotmix and $14.70/ton for grade 2 hotmix. Motion
carried.
Review Gravel Pit Options and Alternatives• Fedderly noted that Mr.
Casey, who owns land near the New Richmond Cemstone plant is interested

n selling land to the Highway Department for gravel pit operations, but
was unable to make this meeting.
Paul Ayres and Steve Sletner of American Materials met with the Committee
and presented information regarding their proposed limestone quarry in
the Town of Troy. They asked the Committee to review the information and
hope for positive support when they forward the proposal to County Zoning
and County Board for approval of their application. The primary interest
is to keep pace with development as well as continued recognition for the
need for material resources to serve the growth.
Review RfW Purchases CTH it it and CTH"J": Brian Halling and Jeff Durkee
Joined the Committee, and Halling noted that all the right-of-way for
95-N-2 project is purchased and recorded. He reviewed a detail of the
costs and considerations for the right-of-way of each property owner.
The 95-J-1 project right-of-way negotiations is in progress and he
estimates it to be completed in 2-3 weeks.
Seminar Attendance Requests: Fedderly reviewed the reservation dates of
the June 11-13, 1996 annual Summer Highway Conference in Wisconsin Dells.
Announcements & Correspondences: Fedderly updated the Committee on the
status of the truck boxes approved for purchase; and the proposed Village
of Woodville road connecting to CTH "B". Concern about the need for turn
lanes and passing lanes was expressed. Cedar Corporation and the Village
will be notified of the concern.
Fedderly reviewed correspondences regarding informational letters and
statutes relative to zoning issues; the Glenwood City and Fairgrounds
agreement; a WCHA newsletter, a WisDOT letter rescinding their offer to
purchase the Hudson shop site and asking for donation of right-of-way at
the old shop.
Review Adopt -A -Highway Program Status• Schofield reviewed the most
recent adopt -a -highway applicants and updated the Committee with a map
showing all the county roads adopted. 81 of the 350 miles of county road
have been adopted.
Review/Approve Service and Supply Contract with WisDOT• Fedderly
reviewed a contract for services and supplies to supply WisDOT with
traffic control on a STH 35 project. A motion was made by Grant,
seconded by King, to approve and sign the contract for traffic control on
STH 35. Motion carried.
Update Proposals Status: Schofield reviewed the current status of the
outstanding and recently awarded proposals. The items on the list
include the paver screed, crewcab pickup, oil proposals, crushing,
guardrail, culvert, and culvert liners.

hearing conservation, emergency/fire prevention, hazardous communication,
hazardous energy (lockout-tagout), respiratory protection, and personal

seconded by King, to approve the safety policies and procedures as
presented from the Safety Committee. Motion carried.

reviewed the phase one milling map, the construction program projects,
and the miscellaneous construction projects proposed. In the interest of
time, viewing projects will be delayed until the next meeting.
Other Business: Leroy Doornink was recognized for over 34 years of
service with the Highway Department and was presented a retirement plaque
by Chairman Sinclear.
Ramberg reviewed the current fund balances.
