Fedderly, P.E.; Highway Commissioner DATE: April 10, 1996 QUALITY • EFFICIENCY • PRIDE MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 22, 1996 The meeting was called to order by Chairman, Sinclear at 8:15 A.M. Roll call was taken with Grant, Menter, King, and Sinclear in attendance. A motion was made by Menter, seconded by King, to adopt the agenda as published. Motion carried. The Committee is to operate with the current members, as per a memo from County Board Chairman, Boche, until the County Board finalizes the committees in May. The Committee will re -organize at the second meeting in May. A motion was made by Grant, seconded by King, to schedule the next two meetings for: May 8, 1996 at 8:00 A.M. with King and Sinclear arriving at 7:00 A.M. to review vendors, and May 23, 1996 at 8:00 A.M. Motion carried. A motion was made by Grant, seconded by menter, to approve the minutes as mailed to the members. Motion carried. A motion was made by Menter, seconded by King, to approve the joint Transportation & Planning/Development meeting minutes as mailed to the members. Motion carried. Seminar Attendance Requests: Fedderly reviewed the agenda of the April 26, 1996 Spring District 6 meeting, the upcoming TDA meeting, and the June 11-13, 1996 annual Summer Highway Conference. Announcements & Correspondences• Fedderly updated the Committee on the April 10, 1996 TDA meeting held in Madison; the April 19, 1996 Fabco season opener held in Eau Claire; the 26th annual April 24, 1996 American Materials customer appreciation day, the proposed Filling and Grading Navigable Waters Ordinance by the Planning Committee; a Hudson Star bike plan article, and an inquiry of 40 acres of gravel pit land possibly for sale in the New Richmond area. Fedderly reviewed correspondences regarding liability letters from Risk Management Resources, Inc.; a WisDOT news release on construction work on USH 12/STH 128 intersection, and work being done on the USH 63/Willow River bridge north of STH 64. Review Long Distance Calling Options: Ramberg reviewed long distance phone cost comparisons from the last year and reviewed an ARIBA sponsored discounted long distance service offer through Sprint, administered by UWI Association. A motion was made by Grant, seconded by Menter, to switch long distance carriers to the Sprint/intrastate rate option of $0.129 per minute at the $100.00 per month level for outbound long distance calls, billed in six second increments. Motion carried. review mason 5nop Lana Acquisition Status: Fedderly reviewed a letter from WisDOT Real Estate Manager rescinding WisDOT's offer to purchase the Hudson shop land and "dropping" plans to establish a vehicular Park & Ride lot. Cedar Corporation will take another soil sample for contaminated soil testing. After test results, further progress on building demolition and land sale can be discussed. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES April 22, 1996 Page 2 Review Road Oil Proposals: Fedderly reviewed the road oil prices, delivery time, and past experience of vendor tankers and paperwork. A motion was made by Grant, seconded by Menter, to approve the road oil proposals from Ashland Petroleum Company at the following prices. CRS applied = $0.6087 per gallon; CRS picked up FOB Eau Claire = $0.55 per gallon; AC = $115.47 per ton; and SC = $0.7477 per gallon. Motion carried. Review Engineering Position: Fedderly noted that Jeff Durkee accepted the engineering position offer and will be starting April 23, 1996. One of the goals for the engineering department is to re-establish a long term solid engineering program for the county and towns as well. Review Safety Committee Recommendations• Schofield and Grant reviewed the Safety Committee's research in obtaining a sound meter to be in compliance with DIHLR regulations. A motion was made by Grant, seconded by King, to authorize Schofield to purchase one analog sound meter for $96.45. Motion carried. Also to be in compliance, the Safety Committee is in the process of writing policies of safety procedures. Menter recommended posting an "earplugs required" sign on the welding shop door. The DIHLR hazardous materials classes will be held at the Hammond shop on April 30, 1996. Schofield presented two types of safety kits for inside vehicles, 100 are needed for various vehicles. A motion was made by King, seconded by Menter, to purchase 50 of the $12.90 each kits for the heavy used vehicles and 50 of the $3.95 kits for the other units. Motion carried. Fedderly and Schofield reviewed a chain saw use safety training seminar at a cost of $15.00 per person. A motion was made by Grant, seconded by King, to support the chain saw use safety training seminar and bring the seminar back up in the fall for further consideration after the company offering it follows up on streamlining it to fit the Highway Department needs better. Motion carried. Review 1996 Proiect Program: Fedderly reviewed the detail of plans for several town and county bridges, the bass lake boat landing, county road construction projects, and the maintenance overlay projects scheduled for 1996. Adjournment: A motion was made by Menter, seconded by Grant, to adjourn at 11:45 A.M. Motion carried.
