MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of April 8, 1996
The meeting was called to order by Chairman, Sinclear at 8:02 A.M.
Roll call was taken with Grant, Menter, King, and Sinclear in attendance,
with Draxler excused.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
The next meeting had been previously set for April 22, 1996 at 8:00 A.M.
A motion was made by King, seconded by Grant, to approve the minutes as
mailed to the members. Motion carried.
Sinclear and Grant reviewed vouchers at ?:00 A.M. A motion was made by
Grant, seconded by Sinclear, to approve the vouchers for payment. Motion
carried.
Seminar Attendance Requests: Fedderly reviewed the agenda of the annual
TDA meeting being held Wednesday, April 10, 1996 in Madison$ the April
19, 1996 Fabco season opener in Eau Claire, and the preliminary plans for
the Summer Highway Conference in June 1996.
Announcements & Correspondences: Fedderly handed out the ARIBA
newsletter, various trade magazines; the Dick Wendt, WisDOT area
Maintenance Supervisor, retirement party notice, a response letter from
Tom McCarthy, WisDOt District Director, regarding the USH 12/STH 128
intersection; two bike plan New Richmond News articles; a New Richmond
News letter to the editor noting that the "County Highway Department
deserves praise for winter work"; and a Glenwood fair grounds letter to
the editor article from the Hudson Star -Observer.
Fedderly reviewed the updated Highway Department organizational chart;
the Highway Department's comments on the county's loss control
evaluation; the recent snowstorm and employee incidents; a informational
brochure on the pulverizing procedure from Kraemer & Sons, a dismissal
notice on the discrimination claim against the county.
Fedderly also noted that work will be starting on I-94 in Hudson about
April 22, 1996; and the Houlton burn pile analysis performed by Cedar
Corporation which the DNR review indicates requires additional testing.
Cedar Corporation will be taking more samples of the area to determine
the additional information required for an estimated $750.00.

proposed 1996 - 4 X 10 summer construction schedule. with the Committee.
A motion was made by King, seconded by Menter, to approve the 1996 summer
work schedule as presented. Motion carried.

Review and Award Crushing Proposals: Schofield and Fedderly reviewed a
crushing tabulation sheet and details of the crushing proposals received
at the last meeting. A motion was made by Menter, seconded by Grant, to
award the 1996 crushing proposals to American Materials Corporation of
Eau Claire for a price of $1.60/ton at the Olson Pit and $1.55/ton at the
Spooner Quarry. Motion carried.

Review and Award Centerlining Proposals: Fedderly and Schofield reviewed
the centerlining proposals received at the last meeting. A motion was
made by King, seconded by Menter, to accept the low proposal from
Precision Pavement Marking (PPM) of Minneapolis for a price of $0.028/LF.
Motion carried.
Interview Engineering Applications: At 10:00 A.M. the Transportation
Committee; Deb Kathan, Personnel Director; Fedderly; Harer; and Schofield
interviewed engineering applicants. Discussion will continue at the next
meeting.
Review and Award Culvert & Guardrail Proposals: Schofield and Fedderly
reviewed a breakdown of the culvert proposals. A motion was made by
King, seconded by Menter, to award the proposal to the low proposer, H.V.
Johnston Culvert Company for all culvert supply 54" equivalent diameter
and below and award various other culvert during the year to various
suppliers on an "as needed" basis depending on cost, availability, time -
frames, and material type. Motion carried.
Fedderly and Schofield reviewed a breakdown of the 1996 guardrail
proposals. A motion was made by Menter, seconded by King, to award the
guardrail proposal to the low proposer, Timme Inc. Motion carried.
Schofield, Harer, and Fedderly reviewed a breakdown of the 1996 culvert
liner proposals, noting the costs involved with shipping and welder
rental. A motion was made by Menter, seconded by Grant, to award the
culvert liner proposal to Lakeside Pipe and Fabrication Inc. Motion
carried.
Review Safety Committee Requests: Grant and Schofield reviewed the
request from the Safety Committee to purchase portable see -through
welding panels to protect employees from welding flash. A motion was
made by Grant, seconded by Menter, to purchase two portable welding
screens not to exceed $500,00. Motion carried.
Schofield reported that safety training has been held for the employees
to comply with OSHA/DIHLR regulations. The topics covered personal
protective equipment (PPE), such as masks, eye protection, hearing
protection, and lifting equipment. Also, proper use of fire
extinguishers and various safety items to use when using a chainsaw.
Other Business: The Committee viewed a video on the new proposed
Stillwater Bridge.
Adjournment: A motion was made by Menter, seconded by King, to adjourn
at 12:45 P.M. Motion carried.
