Roll call was taken with Draxler, Grant, Menter, King, and Sinclear in attendance. A motion was made by King, seconded by Menter, to adopt the agenda as published. Motion carried. The next meeting had been previously set for April 8, 1996 at 8:00 A.M. with Sinclear and Grant reviewing vendors at 7a.00 A.M. A motion was made by Grant, seconded by Draxler, to schedule the second meeting in April for April 22, 1996 at 8:00 A.M. Motion carried. A motion was made by Menter, seconded by Grant, to approve the minutes as mailed to the members. Motion carried. Seminar Attendance Requests: Fedderly has been asked to attend the TDA Fly -in to Washington D.C. on behalf of the WCHA Executive Committee. A motion was made by Sinclear, seconded by King, to authorize Fedderly to attend the TDA 1996 Annual Fly -In May 14-15, 1996 in Washington D.C. with half of the cost to be reimbursed by the Wisconsin County Highway Association. Motion carried. Announcements & Correspondences: Fedderly reviewed a notice of claim regarding an incident at the Hudson I-94 scale; a notice of the STH 128 Tiffany Creek Bridge work to begin; and the new utility permit approval process flow chart along with town meetings scheduled. Fedderly updated the Committee on the Baldus/Clausing/WisDOT 5TH 128/USH 12 intersection meeting. The Committee encouraged Fedderly to write a letter to WisDOT expressing the Transportation Committee's dissatisfaction with how the meeting and results of it came about, more particularly WisDOT's reversal of our previous agreements without consultation with the local governing bodies. Fedderly handed out the TDA newsletter; the ARTBA newsletter; the Crossroads newsletter; the WisDOT Highway Maintenance Matters newsletter; and a Better Roads magazine reclaiming/pulverizing article. Menter noted a concern on CTH "W" for possible guardrail placement. Fedderly will review the area and research any incidents which have occurred. Fedderly reviewed the new "down sign" report and the 1995 sign count report. There are currently 10,404 signs on county roads.. 1995 sign repairs totaled approximating $24,000.00. Adopt -a -highway signs cost *approximately $248.00 per group. Ramberg and Fedderly discussed the results of the power study performed by Cedar Corporation regarding electrical data gathered and recommendations on correcting the problem areas. The Highway Department will address the two immediate areas of concern (correcting neutral to ground bonding and the main service ground to water service) and see if this continues to correct the computer power supply incidents. Review and Award Milling Proposal: Schofield and Fedderly reviewed milling proposals received for the 1996 construction season. A motion was made by Grant, seconded by Menter, to accept the Mathy Construction 1996 milling proposal for $3,715.00 per mile, $0.07 per square foot in urban areas, $0.10 per square foot with the six foot wide milling machine; and $2,250.00 per mile or $0.174 per square yard for pulverizing with tha rar.l aimar Mni-i nr�arri oA ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 March 21, 1996 Receive and Review Crushing Proposals: Crushing proposals were received from Edward Kraemer & Sons, Inc.; Max Steininger, Inc.; Midwest Transit Materials; and American Materials Corporation. Schofield, Harer, and Fedderly will review all conditions of the proposals and they will be reviewed and acted on at the April 8, 1996 meeting. Receive and Review Road Oil Proposals: Road oil proposals were received from Koch Materials Company; Henry G. Meigs, Inc., Murphy Oil; and Ashland Petroleum Company the Committee will enforce the 45 day hold clause in the R.F.P. to determine any market fluctuations. Proposals will be reviewed and acted on a future meeting. Culvert & Guardrail Proposal Update: Schofield reviewed the culvert and guardrail request for proposal documents with the Highway Department Safety Committee recommended changes in load delivery, addressing safety concerns. These proposals. are scheduled to be opened on March 27, 1996 and awarded at the April 8, 1996 meeting. Centerlining Proposal Update: Schofield reviewed the centerlining request for proposal documents sent out for the March 27, 1996 opening to be awarded on the April 8, 1996 meeting. Update CDL Testing Program Status: Fedderly reviewed the CDL drug & alcohol testing procedures and the local units of government that have Joined the county consortium for testing. Review and Award CTH "I" Right -Of -Way: Schofield and Fedderly reviewed proposals received from various right-of-way acquisition firms for right- of-way acquisition needed on the federal -aid (ISTEA) CTH "I" proposed construction project. A motion was made by Menter, seconded by King, to accept the low proposal from Timbers-Selissen of Hudson for a total estimated cost of $16,500.00 to document and negotiate purchases of the 39 parcels. Motion carried. Review and Award Plow & Winq Proposals: Schofield and Fedderly reviewed a detailed analysis of proposals received from equipment companies on two truck plows and two truck wings; comparing price, past history, items supplied in price, and durability. A motion was made by Grant; seconded by Draxler, to purchase two Universal AHW-PDF-9FT truck wings from Universal Truck Equipment for a total price of $6,550.00 and two Universal UTA-12-52-H-H truck plows from Universal Truck Equipment for a total price of $8,500.00. Motion carried. Review and Award Hydraulic Proposals: Fedderly and Schofield reviewed the truck hydraulic proposals received. A motion was made by King, seconded by Menter, to purchase two truck hydraulic systems from Team of Wisconsin for the low proposal total, price of $15,055.22. Motion carried. Review and Award Computer Proposals: Schofield, Fedderly, and Ramberg reviewed the computer proposals received for one server PC, one workstation PC, and one notebook laptop computer, in reviewing a detailed analysis, the group compared prices, warranties, delivery, manufacturers, background of companies, and comments from Computer Services staff members. A motion was made by Draxler, seconded by Grant, to accept the low proposal from TASK Technologies of Hammond, Wisconsin for one CMC notebook, one CMC workstation, and one CMC server for a total price of $9,445.00. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES March 21, 1996 Review Machinery Management Status To -date:_ Schofield reviewed a comprehensive list of equipment prioritized by the Machinery Management group. The analysis included amounts budgeted for each piece of equipment, the actual cost of each, delivery, and balance remaining from budgeted expenditures. To date, all prioritized items have been addressed. Review Old Hudson Shop Status: Fedderly reviewed a letter from the Hudson City Council stating the City Council is not opposed to a park - and -ride at the old Hudson shop site, along with a note from the Town of Hudson that indicated the opinion of the majority of the town board members is that they opposed a park -and -ride. Fedderly noted the state should come to a Transportation Committee meeting and outline their opinion and reasoning for the park -and -ride. Review Truck. Proposals Status: Schofield reviewed the crew cab pickup proposal status awarded to Roen Ford, noting the delay in manufacturing beyond the proposal delivery date until June 1, 1996 and the alternatives for a flat-bed manufactured box on it. The Committee discussed the alternatives. and decided to review the delivery status on a continuing basis and investigate flat-bed box prices with other sources.
