Fedderly, P.E.; Highway Commissioner DATE: February 29, 1996 QUALITY • EFFICIENCY • PRIDE X MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of March 7, 1996 The meeting was called to order by Chairman, Sinclear at 8:00 A.M. Roll call was taken with Draxler, Grant, Menter, King, and Sinclear in attendance. A motion was made by Menter, seconded by King, to adopt the agenda as published. Motion carried. The next meeting had been previously set for March 211 1996 at 8:00 A.M. A motion was made by King, seconded by Menter, to schedule the first meeting in April for April 8, 1996 at 8:00 A.M. with Sinclear and Grant reviewing vendors at 79.00 A.M. Motion carried. A motion was made by King, seconded by Grant, to approve the minutes as mailed to the members. Motion carried. Sinclear and Menter reviewed the vendors at 7:00 A.m. A motion was made by Sinclear, seconded by Menter, to approve the vouchers for payment. Motion carried. Seminar Attendance Requests: Fedderly reviewed a June hydraulics training and certification course in Minneapolis at a cost of $985.00 per person. A motion was made by Draxler, seconded by King, to authorize two Highway Department employees to attend. Motion carried. Announcements & Correspondences: Fedderly relayed notice of a .bike planning public meeting in Hudson on April 2, 1996 at 7:30 P.M.; a March 12, 1996 STH 128/USH 12 intersection meeting with Clausing and Baldus; and the meeting scheduled with the Towns of St. Joseph and Somerset has been rescheduled for Wednesday, March 27, 1996 7:00 P.M. at Hammond. Fedderly handed out the current ARIBA newsletter, TDA newsletter and Crossroads newsletter; notice of a "Customer Appreciation Day" invitation to Ison Equipment in Eau Claire on March 15, 1996; a City of Hudson letter not apposing a state "park & ride" at the old Hudson shop location; a liability claim Risk Management letter; two bike path letters from the Hudson area soccer association; and an ACA Engineering CTH "UU" project proposal being considered by the City of Hudson. Fedderly noted that the advertisements for a Highway Engineer are out and will close March 29, 1996. The Committee reviewed the submitted preliminary plans and design status of the CTH "M"/Cernhouse bridge. Review Paver Proposals: Schofield and Fedderly reviewed a letter received from Aring Equipment regarding paver proposals and various options. The Committee discussed all paver proposals and viewing of the new Caterpillar paver screed. A motion was made by King, seconded by Menter, to reject all paver proposals. Motion carried. A motion was made by Menter, seconded by King, to approve the purchase of a new cat 10B Pavemaster screed to fit the present paver at a net traded price of $33,592.00 from Falco Equipment, FOB Eau Claire. Motion carried. Joint Meeting of Transportation and Planning & Development Re: 35/64: Fedderly noted that the joint meeting has been rescheduled for Wednesday, March 271 1996 7400 P.M. at the Highway Department in Hammond. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES March 7, 1996 Page 2 Review CTH 1K" Right-of-way Concern: Fedderly reviewed the New Richmond Golf Course's offer to purchase approximately two acres of excess right- of-way along CTH "K" for a total price of $2,000.00. A motion was made by Grant, seconded by Draxler, to accept the offer, contingent upon the county not incurring any costs, such as deed filing costs or, surveying costs. Review Safety Committee Activities• Schofield reviewed the issues being addressed from the first Safety Committee meeting February 20, 1996. Minutes will be sent to the Transportation Committee. Some of the immediate issues cover Committee formation, training, and inspection items. The next Safety Committee meeting is scheduled for March 20, 1996. Review 1995 Report of Financial Operations• Ramberg and Fedderly reviewed the 1995 report of financial operations, noting changes and trends in various areas. Ramberg reviewed the balance sheet, the changes in financial position, and the statement of retained earnings. Fedderly reviewed how the field activities are reflected in specific areas of the financial operation. workers compared compensation Ramberg reviewed a listing of the 1995 and the 1995 fleet liability claims and them to previous years. Ad-iournment: A motion was made by Menter, seconded by King, to adjourn at 11:00 A.M. Motion carried. SECRETARY
