Fedderly, P.E.; Highway Commissioner DATE: February 22, 1996 QUAi.ITY • BFFICIBNCY • PRIDE MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of February 28, 1996 The meeting was called to order by Vice -Chairman, King at 8:05 A.M. Roll call was taken with Draxler, Grant, Menter, and King in attendance, with Sinclear arriving at 9:20 A.M. A motion was made by Menter, seconded by Grant, to adopt the agenda as published: Motion carried. The following dates have been previously set: March 7, 1996 at 8:00 A.M., with Menter and Sinclear reviewing vouchers at 7:00 A.M.; and March 21, 1996 at 8:00 A.M. A motion was made by Menter, seconded by Draxler, to approve the minutes as mailed to the members. Motion carried. Announcements & Correspondences: Harer reviewed an informational salt usage chart by beat detailing the increased salt usage on state, county, and local roads this season; and inventory of I-94 plastic culvert liner projects being proposed for construction. Fedderly handed out a thank you card from Grant; a letter to the Town of Somerset regarding a county -wide building/road subdivision inspector; a letter to the Towns of Hudson, Troy, and the City of Hudson requesting a position regarding the sale of the old Hudson shop land to WisDOT for a "park and ride" facility; a Hudson newspaper article on CTH "UU" engineering proposals; a notice on the state's proposed reconstruction of STH 63 bridge in the Town of Cylon, an Osceola Sun letter to the editor regarding how well St. Croix County Highway Department maintains roads, a WCRPC report on bike path planning; the Stillwater Bridge relocation order and right-of-way plat, and a newspaper article on the state requiring a guarantee for work done by contractors. Which may increase the cost of projects while decreasing the level of maintenance done for those projects. Fedderly reviewed the final draft of the resolution taking over 13nth Avenue (Glenwood cut -across) as CTH "G" motioned on at the last meeting. The Committee signed this resolution so it can be addressed at the March county board session. Review Paver Proposals: Fedderly discussed and reviewed the cost to repair the current paver and the possibility of purchasing a new screed for the current paver verses purchasing a new paver. Three Committee members and three department employees will view a newly engineered screed that is designed to fit the current paver as a cost effective alternative to purchasing a new paver on February 29, 1996. Review New Richmond Golf Course Request/CTH "K": Gary Johnson, New Richmond Golf Course Manager, presented an overview of the area created when CTH "K" was relocated near the golf course. He showed a map of future developments the golf course desires. After questions regarding traffic count, crossing safety, golf cart path options and land purchasing alternatives; Mr. Johnson indicated that the New Richmond Golf Course will submit a formal offer to purchase the roughly two acres of excess right-of- way along CTH "K" from the Highway Department. Review Three Section Mower Proposals: Schofield reviewed proposals received for one three section rotary mower. A motion was made by Menter, seconded by King, to purchase one John Deere 1518 three section mower from Polfus Implement of New Richmond for a total price of $7,600.00. Motion carried. Review 3/4 Ton Pickup Proposals: Schofield and Fedderly reviewed proposaIs received for one 3/4 ton pickup truck. A motion was made by Draxler, seconded by Grant, to purchase -one Ford F250 HD pickup truck from Roen Ford of River Falls for a total price of $16,024.00. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES February 28, 1996 Page 2 Review Truck Body Proposals: Fedderly and Schofield reviewed proposals received for four various truck boxes. A motion was made by King, seconded by Draxler, to purchase one Gallion U570/850CDA scissors lift 7-8 yard maintenance truck box from TEAM Wisconsin of Cedar Falls for a total price of $3,918.00, Motion carried. A motion was made by Menter, seconded by Grant, to purchase one spread and dump Champion GI-85 maintenance truck box from Monroe Truck Equipment of Marshfield for a total price of $10,393.00. Motion carried. A motion was made by Draxler, seconded by King, to purchase two Beau ROC LTT fully heated 12-14 yard hauling truck boxes from TEAM Wisconsin of Cedar Falls for a total price of $17,584.00. Motion carried. Review Glenwood Fair Grounds Proposal: The Committee, Fedderly, Dorsey, and Burke discussed plans presented to the county for a grocery store being built in the location of the present Glenwood Highway Department and fairgrounds north driveway. Fedderly will review the map and how it will affect Highway Department operations. The Transportation Committee's concern is with access to our building only. Joint Meeting with Planning & Development Re: 35/_64_ Corridor: The Transportation Committee and staff, Planning & Development Committee and staff, and WisDOT planning staff members met at 10*30 A.M. Individuals present included Draxler, Grant, King, Sinclear, Menter, Dorsey, Raymond, Burke, Denzer, Fodroczi, Fedderly, Terry Pederson of WisDOT Planning, and Marty Beekman of WisDOT Planning. The group discussed the 35/64 corridor design philosophy of an expressway to a freeway concept and the objectives through four mapped alternatives for the Stillwater Bridge approach area. Beekman commended St. Croix County in their efforts with this project. After extensive review of alternatives, cost comparisons, and options; a motion was made by Menter, seconded by Dorsey, to support alternative #150, whereby an overpass is constructed at 150th Avenue. Motion carried. A meeting of this group and town board members in the area will be scheduled to discuss the pros and cons of each alternative for a general consensus prior to a public meeting. Other Business: The Planning & Development and the Transportation Committee discussed subdivision road inspection as well as developer issues and concerns. Fedderly re-emphasized the Highway Departments requirement for fully engineered plans on any road which is intended to be turned over to a township after construction. The Transportation Committee supported this requirement with the general agreement of Planning and Development Committee. Review 1995 Year -End Fund Balances: Ramberg and Fedderly reviewed the 1995 year-end fund balances comparing them to the 1994 year-end fund balances. Adjournment: A motion was made by Draxler, seconded by Grant, to adjourn at 125 P.M. Motion carried. SECRETARY
