HomeMy WebLinkAboutTransportation Committee 02-14-96MINUTES OF THE ST.CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of February 14, 1996 The meeting was called to order by Chairman, Sinclear at 89.00 A.M. Roll call was taken with Draxler, Menter, King, and Sinclear in attendance; with Grant excused. A motion was made by King, seconded by Menter, to adopt the agenda as published. Motion carried. A motion was made by Draxler, seconded by King, to schedule the next meeting for February 28, 1996 at 8:00 A.M. Motion carried. A motion was made by Menter seconded by King, to schedule the March meetings for March 7, 1996 at 8:00 A.M. with Menter and Sinclear reviewing vendors at 7:00 A.M.; and March 21, 1996 at 8:00 A.M. Motion carried. A motion was made by Menter, seconded by Draxler, to approve the minutes as mailed to the members. Motion carried. A motion was made by Menter, seconded by King, to approve the vouchers as paid. Motion carried. Seminar Attendance Requests• Fedderly presented two requests for seminar attendance. A motion was made by King, seconded by Draxler, to authorize two to three people to attend the April 4, 1996 no fee Asphalt Pavement Association program in Rice Lake. Motion carried. A motion was made by King, seconded by Menter, to authorize seven people to attend a March 21, 1996 Roadway Maintenance Seminar in Eau Claire at $35.00 each. Motion carried. announcements & correspondences• Fedderly reviewed the maximum salt available from this year's salt vendor and the availability of salt for the rest of the winter season; and the meeting results from the last Finance Department regarding Highway Department issues. Correspondences sent to WisDOT and received from WisDOT regarding the sale of the old Hudson shop land as a "park and ride" was discussed. Investigation into the alternatives and remediation of the site is in progress. Fedderly handed out a WisDOT Highway Maintenance Newsletter; the January 25, 1996 Hudson Star newspaper feature article featuring the St. Croix County Highway Department; the current ARTBA newsletter; a WisDOT news release on speed limits; the April 10, 1996 TDA newsletter; a New Richmond Golf Course letter of interest to purchase a parcel of excess right-of-way along CTH "K"; and a county per capita operating expenditures chart of various service areas and associated property tax levy whereby St. Croix County is below the statewide average on Highway Maintenance & Construction on county roads. Fedderly reviewed an revised WisDOT Authority for Expenditure (AFE) which has $50,400.00 added for state road work. A motion was made by King, seconded by Menter, to accept and sign the revised AFE. A motion was made by Draxler, seconded by King, to approve the offer to purchase a portion of the Star Prairie shop land reflecting an increase in WisDOT's offer by $600.00 for a total of $2,000.00. Motion county -wide Development Plan Update• King reviewed the informational county- wide Development Plan open meetings scheduled. Update CDL Testing Option with Towns• Fedderly noted that the county's CDL drug and alcohol testing program has been in place for a year and it has been offered to all towns and municipalities to joint the county's consortium. The "Safety Committee" would have purely recommendation authority. A motion was made by Menter, seconded by King to formally establish the "Safety Committee" as a recommendation committee to the Transportation Committee. Motion carried. A motion was made by Sinclear, seconded by King, to appoint Grant as a member of the newly established "Safety Committee" as the Transportation Committee representative, along with five union people and three office people. Motion carried. Review Paver Proposals• Schofield reviewed the proposals received for pavers. The Committee will view pavers upon completion of the agenda. tceview bong xange clan for computer Services:, Fedderly reviewed the long range plan for the Computer Services Department as drafted by the Computer Advisory Committee. General long range goals, how they affect the Highway Department operations, and other concerns were discussed.
