Roll call was taken with Draxler, Grant, Menter, King, and Sinclear in attendance. A motion was made by Grant, seconded by King, to adopt the agenda as published. Motion carried. A motion was made by Menter, seconded by Grant, to schedule the next meeting for February 8, 1996 at 8:00 A.M.; with Menter and Sinclear reviewing vouchers at 7:00 A.M. Motion carried. A motion was made by Grant, seconded by Draxler, to approve the minutes as mailed to the members. Motion carried. A motion was made by Sinclear, seconded by King, to approve the vouchers for payment. Motion carried. Seminar Attendance Requests: A motion was made by Grant, seconded by King, to authorize two people to attend a free Fauver Hydrostatic & Hydraulic Service Seminar in Eau Claire on January 31, 1996. Motion carried. A motion was made by Draxler, seconded by King, to authorize four -six people attend a one -day free DHILR Mine Safety refresher training class. Motion carried. A motion was made by King, seconded by Menter, to authorize three people to attend a two-day Cummins Diesel Fleet Training Tune-up, Diagnostics, Electronics, and Injection System course in Roseville, MN for $250.00 each. Motion carried. Announcements and Correspondence: Fedderly handed out the current TDA update regarding various legislation; a request for testing DNR letter and Cedar Corporation's assistance in performing the testing requirements were discussed; and a letter from WisDOT on their need to purchase a portion of the Highway Department Star Prairie shop property and fence for improvements on STH 65. Fedderly reminded the Committee of the January 29-31 Winter Highway Conference in Steven's Point. A public hearing notice on the revised development moratorium ordinance was held January 8, 1996 at the Somerset Town hall. A denied worker's compensation hearing will be held on February 12, 1996, with a grievance hearing for that worker's compensation claim being held on February 15, 1996. Fedderly reviewed the federal aid projects being designed on CTH "I" and two sections of CTH "V". A motion was made by Menter, seconded by King, to approve and sign the WisDOT contract request for engineering and review of highway plans for the CTH "V" project between CTH "E" and STH 64. Motion carried. Patrol Superintendent Update of Activities: Rarer updated the Committee on recent Highway Department activities and year end information with handouts. Pits and quarry inventories, county salt hauled, saltsand mixed, state storm reports, and local government winter maintenance cost comparisons were discussed. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 January 9, 1996 Review and Award Single Axle Truck Proposals: Bentley and Schofield reviewed spreadsheets of the single axle truck proposals received. A motion was made by King, seconded by Menter, to purchase two Ford L-9000 trucks from River States Truck & Trailer of Eau Claire for a total price of $89,024.00. Motion carried. Machinery Management Review and Update: Bentley and Schofield reviewed the yearly broker sales made by Anthony Trolla from 1989 through 1995; the pressure washer water softening recommendations; and changes incurred on the crew cab truck paint as awarded last meeting. A motion was made by Menter, seconded by Draxler, to reject the Anderson Ford crew cab truck awarded last meeting due to increased costs for painting; and award the crew cab truck proposal to Roen Ford for a total price of $20,477.00. Motion carried. Review 1996 Proposal Schedule: Schofield reviewed and handed out the tentative proposal schedule for 1996. Old Hudson Shop Status and Cost Estimates: Fedderly reviewed the offer from WisDOT, a local concern in the selling price, and the state's requirements for right-of-way of the old Hudson shop land. A motion was made by Draxler, seconded by Menter, to reject the state's proposal at this time and advertise for proposals on the property again. Motion carried. Discuss Pit Lease Agreement Language: Fedderly and Bentley reviewed the pit lease agreement drawn up by -the Highway Department and one drawn up by the owner of the sand pit being investigated. Due to the need for uniformity county -wide in the lease agreements, it was the consensus of the Committee to reject the land owners lease agreement and seek a sight elsewhere. Review Consultant Engineering Status: Fedderly reviewed and distributed the list of proposers for four bridge design package contracts, those awarded each bridge package, the deadlines for completion of each, and which bridges are included in each package. Contract #1 (four bridges in Erin Prairie) was awarded to Ayres & Associates of Eau Claire for a total price of $43,616.00. Contract #2 (Sandy Creek -Town of Glenwood and Obermueller-CTH "X") was awarded to A.C.A. of Menomonie/Hudson for a total price of $27,245.00. Contract #3 (two bridges in the Town of Hammond & one bridge in the Town of Kinnickinnic) was awarded to A.C.A. of Menomonie/Hudson for a total price of $42,968.50, Contract #4 (four redecks on CTH "A","E","H", & "K") was awarded to Cedar Corporation of Menomonie for a total price of $39,438,88, Update County Surveyors Activities: Fedderly introduced Ryan Dahlke, Surveyor Technician, to the Committee; and reviewed Dahlke's role and duties at the Highway Department. Fedderly also noted that Jim Krizan has accepted the position of Design Technician vacated by Brian Halling, who moved into the Construction Technician Position vacated by Schofield. A replacement for Humphrey, Highway Engineer, will be looked into further into 1996. Fedderly reviewed the lasted transportation aids estimate, which is less than projected and budgeted. 5l.'CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES January 9, 1996 Page 3 The Committee discussed the future meeting with. the Finance Department. Items to address include addressing the transportation aids shortage in the Highway budget; the wage increases shortage in the Highway Budget; and the latest retroactive liability charge for claims that occurred in 1992 that is also not included in the Highway Department's budget. The Committee instructed Fedderly to send a courtesy letter to the Finance, Department noting the Transportation Committee's concerns for .the joint meeting. Adjournment: A motion was made by Draxler, seconded by Grant, to adjourn at 11*15 A.M. Motion carried. SECRETAR
