HomeMy WebLinkAboutAdministration 07-08-97AMINISTRATION PUBLIC HEARING July 8, 1997 Hearing called to order at 7:00 P.M. Members Present: Kellaher, Luckey, O'Connell and Standafer. Filipiak absent. Others Present: Suprs. Bradley and Horne, County Board Chair. Boche, Town of Hudson Chair. Rita Horne and Town of Warren Hugh H. Gwin. Motion by Luckey, 2md by O'Connell to open the public hearing. Carried. Standafer stated that this hearing was to retain facts on the composition of the Board of Adjustments. No action will be taken by this committee. The facts will be reported to the full County Board. First Witness: John Bradley John stated that he sees that this board is a five man body that is quasi-judicial. Their appeals are only in court and not on the County Board floor. He also wants the board to be removed from the political arena. The board is appealable to the courts. The board acts on ordinances and judges ordinances. He also stated that he wanted to have a majority of the Board of Adjustments be citizen members. This would help insure that it would be out of the political arena. It has been two years since the last request was submitted for change. John submitted information obtained from County Clerks throughout Wisconsin showing the percentage of board supervisors and citizen members that make up the Board of Adjustments. Largest majority of those contacted have citizen members only. Responses: 1. Supr. O'Connell Question on Per Diems Question on Legal Counsel Question on Cost Sharing 2. Supr. Luckey Question on Training for Board of Adjustment Members 3. Chair. Boche Question on Personnel on Board of Adjustments 4. Supr. Bradley Stated that hardship cases need tough decisions. Second Witness: Town of Hudson, Chair. Rita Horne Rita stated that she would like to see more citizens on the Board. She also would like to see training in these positions. Board members must know what ordinances are all about. The Board of Adjustments must have their own budget and legal counsel. Supr. Einar Horne commented that he would like to see an all citizen board as well. Responses: 1. Supr. O'Connell Question on Selection of Board Members 2. Chair. Boche stated that if the County is going to pay, they should have a say in the matter. He also stated that he has heard of no problems as to the way the board is structured now. He wants the Board of Adjustment left the way it is at the present time. 3. Some other questions that were brought up: Who is going to appoint the members? Can the County Board's Legal Counsel handle the work load? Third Witness: Hugh H Atty. Gwin voiced his Board of Adjustments. been on both sides of of various boards. Responses: . Gwin, Town of Warren opinion on the composition of the Board 1. Chair. Bradley stated that as population increases so does the work load of the board. 2.
