Meeting called to order at 8:10 A.M. by Chairman Daryl Standafer.
Members Present: Linda Luckey, Tom O'Connell and Daryl Standafer.
Absent: Tim Filipiak and Lee Kellaher
Others Present: Shirley Fredrickson, Senator Alice Clausing's
Representative, Representatives Shelia Harsdorf and Joe Plouff,
Supervisors Mary Louise Olson, Herb Giese and Chairman Robert
Boche. Staff: Health & Human Service Director John Borup,
Administrative Coordinator John Krizek, Clerk of Court Lori Meyer,
Planning Director Dave Fodroczi, Veterans' Service Officer Lorin
Sather and Register of Deeds Kay Walsh.
Adoption of Agenda: Motion by O'Connell, 2nd by Luckey to adopt
the agenda as published. Carried.
Adoption of Minutes: Motion by Luckey to adopt the September 2,
1997 minutes as corrected, 2nd by O'Connell. Carried.
Next Meeting Date: Tuesday, November 4, 1997.
Discussion with Legislators: Chair Standafer welcomed and
introduced the Legislators. Rep. Plouff opened the discussion. He
felt the budget process was much too long, as did Rep. Harsdorf and
Shirley Fredrickson. Plouff thought personality issues entered
into the process. The budget is on the Governor's desk waiting for
his decisions. Much attention is being given to the watershed
issue. A one cent a gallon gasoline tax increase is being added.
Rep. Harsdorf stated the budget is balanced. All the
Representatives agreed that the budget was bi-partisan. Harsdorf
made comment that the budget was hung up at the Senate level for
about three months. She does not expect a lot of vetoes. by the
Governor. There will also be a five dollar vehicle registration
increase. Choice of schools was also implemented. There will be
a cap on how many students can transfer to a different school
district. Parents could also benefit from this type of
arrangement. An example would be, parents working in Hudson but
living in River Falls could obtain day care and place their
children in Hudson schools, making it easier to get involved in
school activities etc.
Harsdorf also stated that on the local level, there will be funding
from the Dam Grant Program for Lake Mallalieu. Recycling programs
will continue to receive support for at least four years.
Shirley Fredickson, Sen. Clausing's Rep., added that the lottery
credit has been again extended to all property owners. Three and
a half million dollars in aid has been provided to the public
Library fund. The marriage penalty has been eliminated. Taxes
will be the same for married or single individuals.
Krizek stated, overall, St. Croix County did okay as far as the
budget is concerned. Our highway aids increased, income taxes were
lowered and we are receiving watershed aid. We are in need of more
funding in the youth aid and community aid areas. Shared revenue
is where we are really getting hurt. St. Croix County is being
penalized because of the revenue funding formula and for doing a
good job. Growth in population is not being taken into
consideration. Plouff wondered what other counties in the state
had a similar situation with revenue funding. Krizek said a survey
is going to be conducted in the near future to determine this.
Supr. Giese asked why Wisconsin is such a high cost state.
Plouff's answer was that we provide a high level of service to the
citizens of Wisconsin. An example would be our highway system.
Harsdorf responded that, people request more spending. "There are
more spenders then spending controllers".
Supr. O'Connell asked if the County should send Resolutions
directly to the legislators. Plouff said that personal contact is
the best method in letting our representatives know what is going
on in the county.
Borup was wondering why Wisconsin isn't more aggressive in getting
Federal aid. We have no military bases, our exports to Canada have
doubled and our climate of employment are three major reasons.
Fodroczi encouraged the legislators to keep in contact with the
Land Use Council.
Chair Standafer adjourned the legislative meeting at 9:25 A.M.
Regular Administration meeting was called to order at 9:30 A.M.
Rules and By -Laws: The committee discussed the deletion of
(his/her committee chair) on Page 17, #3, last sentence. Motion by
Standafer to strike this portion, 2nd by O'Connell. Failed.
Page 9, #7 last sentence should read: Said tapes will be preserved
by the Clerk "until previous minutes are approved".
Lorin Sather mentioned to the committee the need to be on the
Internet. All his application processing needs to be done
electronically. This can all be done within his current budget.
Motion by O'Connell, 2nd by Luckey to adjourn at 10:00 A.M.
