Present: Vern Dull, Leon Berenschot, Art Jensen, Chris Bethke, Dave FodrocziI George
Hayducsko, Lee Milligan, Jim Janke, and Kim Reaman.
The meeting was called to order at 12:45 p.m.
Date of next meeting was set for Tuesday, April 8, at 12:30 p.m.
Jensen moved that the agenda be adopted as presented. Berenschot seconded the motion. Motion
carried.
Berenschot moved that the previous meeting's minutes, corrections noted, be approved. Jensen
seconded the motion. Motion carried.
Bethke moved that the vouchers be approved. Berenschot seconded the. motion. Motion carried.
Administrative Report
District 8 WACEC Meeting: Jensen, Bethke, Dull, & Reaman will attend the District 8 WACEC
Meeting March 13 in Menomonie. Martha Mabis, St. Croix County UWEX Family Nutrition
Educator will present a brief program about her work with the jail residents.
Distributed a letter of invitation for the video satellite program on Apri17, 9-10 am to introduce
the new chancellor, discuss the State budget and the Legislative Audit Bureau's recommendation
for the University of Wisconsin -Extension.
Corrections to February 4, 1997 minutes:
$46 transferred from line item 311-401 to iir�e item 324-400 not 324-000.
$300 transferred from line item 341-403 to line item 319400 not 329-000.
Ag Center Building_ Update: Reviewed and signed the Resolution Approving new Lease
Agreement for Land Conservation Department and University of Wisconsin -Extension.
Resource Agent Report
Janke described the small business management counseling sessions held on February 15. The
next session is scheduled for April 2.
The construction of commercial wireless communication towers has become an issue in the
county. Janke is working with and ad -hoc committee of town and county board supervisors to
consider regulations. A workshop is planned for March 31 to cover legal and technical issues.
Janke and UW-River Falls Professor, Charles Rader, organized a focus group of local officials
and person involved in land development to review the results of new research on various models
that attempt to assess groundwater vulnerability to surface contamination. They are analyzing
the results and will report them as soon as possible.
Ag Agent Report
Milligan will have between 20 and 30 dairy producers involved in the Managing Dairy Farm
Profitability Series this year. Milligan is working with three individuals wanting to enter dairy
farming. He also is working with two who are trying to, decide whether or not to continue
dairying and two who are considering expanding.
Twenty-seven producers participated in a dairy nutrition seminar.
There are 40 people participating ii't the i2-week iviasier Gardener series. Over 20 were referred
to Pierce County due to space limitations at the St.Croix County site.
Farm visits included farm management, dairy facility, crop production, and dairy nutrition issues.
Over 50 people participated in the February pesticide applicator training programs.
Dairy marketing and grazing meetings have been scheduled for March. The DHI annual meetings
scheduled for March 5 and the award program for April 4.
Planning Department Report
Fodroczi reviewed a list of February vouchers totalling $360.21. Berenschot moved that the
February vouchers be approved as presented. Jensen seconded the motion. Motion carried.
Resolution Authorizing The Submittal of a State Grant Application and Subsequent Appro rip 0ation
of County Funds for a Tire Collection Program.
Hayducsko reported this may be the last time the County will be able to apply for a tire grant
under the existing program. Hayducsko stated that the grant along with the user fee will cover
the entire cost of the program. Jensen moved to approve the Resolution Authorizing The
Submittal of a State Grant Application and Subsequent Appropriation of County Funds for Tire
Collection Program as drafted. Berenschot seconded the motion. Motion carried.
Newsletter Bids
Hayducsko reviewed the newsletter bids received by the following four printers: River Valley
Printing, Johnson Litho Graphics of Eau Claire, RESCO Print graphics and Copy Cat.
Hayducsko indicated that he meet with the low bidder to make sure that they understood the
project. Jensen moved to approve the low bid of River Valley Printing. Berenschot seconded
the motion. Motion carried.
Legislative Special Committee on the Future of Recylingz
Fodroczi introduced the proposed legislation before the Legislative Special Committee on the
Future of Recycling. Hayducsko reviewed the following highlights of the proposed legislation.
Reporting by MRF's, Mandatory volume -based Fees, Per Capita Grants, Markets Development
and Revenues. The committee reviewed the prepared statements to the above issues. Berenschot
moved to have the Chairman sign and send the prepared letter to the Chairman of the Legislative
Special Committee on the Future of Recycling. Jensen seconded the motion. Motion carried.
4-H Youth Development
Opportunities for Life Skill Developments Reaman reported on an opportunity 4-H members
have to practice public speaking skills and team work in drama and musical performances. Over
160 participants, age 848, were part of the 1997 Mini Talent Explosion giving demonstrations,
speeches, interpretive reading, music, drama and cultural arts such as photography, and
arts/crafts.
Berenschot moved to adjourn.
