Chris Bethke seconded the motion. Motion carried. Art Jensen moved that the previous meeting's minutes be approved. Leon Berenschot seconded the motion. Motion carried. Administrative Report District 8 WACEC Meeting: Bethke, Meeting April 14 in Black River Falls. to weather conditions. Jensen & Reaman will attend the District 8 WACEC The March 13th WACEC meeting was cancelled due UWEX State -Wide Satellite Conference: Reaman reviewed the highlights of the satellite program regarding the UW Budget and the Legislative Audit Bureau Report for UW- Cooperative Extension. The UW System is exempt from the 2% reduction Co most other state agencies. The UW Budget recommends a base budget reduction targeted to Extension of $2.5 million to be taken from base funding of Continuing Education, Extension Communications, and General Educational Administration and Services. UW-Cooperative Extension was not identified for reductions in base funding. The Federal budget for Cooperative Extension is derived from two funds: Formula Funds established by the Smith -Lever Act to fund on -going educational programs through Cooperative Extension and Special Project Funds appropriated through each budgeting process to fund special programs such as Youth and Families at Risk, Water Quality, or Family Nutrition Education Programs. Formula Funds have remained unchanged. The Legislative Audit Bureau conducted an audit of UW-Extension during the spring of 1996. The auditors evaluated Extension and the management of the system -wide extension function to assess: the range of programs offered; the participants being served; administration of fee policies, and budget practices; program reporting and evaluation - 1 - procedures, and the coordination of programming with other education providers. The LAB report clearly demonstrates that extension programs have changed over the last thirty years. The report does not recommend major changes in UW-Extension but highlighted challenging policy issues. For example, reaching out to more disadvantaged people and generate program revenue. Prominent themes in the audit report were: 1. Do not expect funds from state revenue to grow 2. Continue to improve program planning, needs assessment and accountability. Evaluation of high priority programs done with more frequency. 3. Improve efforts to reach the underserved 4. Continue to minimize duplication 4-H Youth Develo ment 4-11 Summer Assistant Interviews: Reaman reviewed 15 applications for the 4-11 Summer Assistant position and identified 5 candidates to invite to the interview. Interviews are scheduled for Friday, April 18, at 1 pm at the Ag Center in Baldwin. Dull, Berenschot, Bethke, Reaman, and Kathan will conduct the interviews. Kathan followed up with letters to all the applicants. Ag Agent's Report Milligan coordinated a dairy marketing seminar. Forty people attended. There is interest in forming a dairy marketing club. Milligan will pursue this idea. Milligan met with several area graziers to organize their summer educational program. Tom Roughton has agreed to serve as coordinator. UW-Extension forage specialist, Dennis Cosgrove, taught the first meeting attended by 18 graziers. The final 1997 pesticide applicators training session was attended by 57 people. A farm stress meeting taught by UW-Extension specialist, Roger Williams, was attended by seven people. Four Master Gardener meetings were held in March. The final three will be held in April. Approximately 40 people will be certified as Master Gardeners in April. They want to form a St. Croix County Master Gardener Association. Milligan is working with them on this goal. Milligan is working with approximately 25 dairy producers in the DFBS financial analysis program. Milligan has worked with a number of farmers on financial analysis and projections, dairy facility design and dairy nutrition. There have also been an increasing number of homeowner/horticultural questions. A milking parlor tour is being scheduled for June 18. -2- Milligan is working on the development of three research plots with corn silage, corn row width, and starter fertilizer. Resource Agent's Report Janke reported that registrations were coming in daily for the barn preservation/restoration workshop. There are nearly 100 registered now; capacity is 150. The workshop is scheduled for Saturday, April 19 at the Cashman Conference Center, New Richmond. Business Counseling Sessions were held in Hudson on Apri12. All five appointment times were filled, but there were two no-shows. Janke has scheduled the next day of appointment for May 8. Janke and Dave Fodroczi arranged a workshop for local government officials on wireless communication towers. Nearly 50 people attended. Speakers were a land use law specialist from UW-Extension and an electrical engineer from the consulting firm that assists the county with its emergency communication system. The Planning Committee of the Town of I�innicl£innic requested assistance from Extension on public participation. Janke and Larry Swain conducted 6 focus group interviews with a cross-section of town residents. The participants were asked a series of questions about land and use and growth in their town. In addition to the focus groups, Janke and Swain are arranging a telephone survey in June. All the households in the town will be contacted to gather opinions about various land use issues. Janke has been working with the University of Minnesota -Extension Service to sponsor a series of meetings between local officials in St. Croix and Washington Counties. The purpose of the meetings is to develop a series of recommendations regarding legal and institutional changes that could be made to allow local governments to better plan for growth. The recommendations would be sent to the respective state legislatures. The project is being directed by a steering committee. Members of the committee from St. Croix County include the mayor of Hudson, a local farmer, and a town planning committee member. There is no connection to the Met Council with this project. Janke pointed out that the Wisconsin legislature is currently studying possible new laws about land use and that this is a good time for input from county and local governments. Planning Department's Report Fodroczi reviewed two March vouchers totalling $38.72. Jensen moved that the March vouchers be approved as presented. Berenshot seconded the motion. Resignation/Rehiring of Recycling Technician -Fodroczi announced that Hayducsko had resigned effective April llth. Fodroczi summarized his contacts with neighboring counties and Regional Planning to see if they would be interested in conducting St. Croix County's recycling program through a contract for service. None of the organizations were able or willing to oversee our program at this time. Fodroczi then recommended rehiring the Recycling Technician which has been authorized and budgeted. -3- In light of Hayducsko's resignation, Fodroczi also expressed concern about the need to complete three major projects during the next few weeks, including the 1996 Recycling Annual Report, newsletter and tine/appliance roundup. To ensure completing these projects, Fodroczi also recommended two interim staffing measures. They included contracting for up to 60 hours of Hayducsko's time through May 30th and hiring Mary Barney as an interim, temporary Recycling Technician. Fodroczi confirmed that he had reviewed his recommendations with the Personnel Director, and that they were within budget and permitted with Committee approval. Berenshot made a motion to approve the staff recommendations to rehire the Recycling Technician, contract for up to 60 hours of Hayducsko's time and hire Mary Barney as an interim, temporary Recycling Technician. Bethke seconded the motion. Motion carried. Resolution for Appointing Agent for Recycling Program -Fodroczi explained that Hayducsko's departure would require the County to appoint someone as an agent for the County Recycling Program to the Department of Natural Resources. He presented a draft resolution that would appoint the Planning Director as the agent for the County. Berenshot made a motion to approve the proposed resolution and present it for approval by the County Board. Jensen seconded the motion. Motion carried. Tire/Appliance Roundup -Hayducsko reviewed the preparation for the Tire/Appliance Roundup. Due to the staffing adjustments, the program would be delayed from May to June. The Committee agreed with the dates of June 21st and 28th. (Subsequently changed to June 14th and 21st.) Hayducsko proposed reducing the number of tire sites from 16 to 10. He proposed appliance collection sites in Baldwin, Hudson, and New Richmond. The Committee concurred with both proposals. Legislative Recycling Committee -Hayducsko reported on the recommendations of the Legislative Recycling Committee. With the exception of its funding proposals, its recommendations were consistent with the comments previously submitted by this Committee. The funding recommendations would continue a surtax on businesses, as well as fees on tires on all new vehicles. Chris Bethke moved to adjourn. Art Jensen seconded the motion.
