Chris Bethke, Dave Fodroczi, Jim Janke, Mary Lestrud, Martha Mabis, Kimberly Reaman, and John Krizek. The meeting was called to order a 1:00 p.m. Date of next meeting was set for June 3, 1997 at 12:30 p.m. Berenshcot moved that the agenda be adopted as presented. Bethke seconded the motion. Motion carried. Jensen moved that the previous meeting's minutes be approved. Berenschot seconded the motion. Motion carried. Bethke moved that the vouchers be approved. Berenschot seconded the motion. Motion carried. Planning Department's Report Fodroczi reviewed a list of April vouchers totalling $177.81. Bethke moved that the vouchers be approved as presented. Jensen seconded the motion. Motion carried. Review Recyclin� Technician Position: Krizek reviewed personnel issues related to Recycling Technician vacancy that Lite Committee authorized to be refilled at the previous meeting. He expressed concern that the state funding is scheduled to sunset after 1999. He suggested that the Committee postpone refilling the position and consider contracting out the services for the County's Responsible Unit responsibilities. Krizek indicated that such organizations as WESTCAP or Cedar Corporation would be interested in providing the services by contract. Fodroczi summarized previous discussions with surrounding counties and regional planning. Krizek and Fodroczi both recommended that the Committee review the options with the municipalities for their input on making the decision. Discussion. Motion by Berenschot to rescind previous motion to refill the Recycling Technician position. Seconded by Jensen. Motion carried. Committee agreed to hold a meeting with municipalities on Wednesday, May 21 at 7*30 p.m. in Baldwin or Hudson. Tire/Appliance Roundup: Fodroczi reported that preparations for the Tire/Appliance Roundup were going well. He passed out a table of locations and schedules. The events will run at 10 sites on June 14 and 21. Contracts with both vendors have been completed and signed. 1996 Recycling Annual Report: Fodroczi reported progress on the 1996 Annual Report. Data and documentation have been finalized for all but one of the 26 member municipalities. The report is on schedule to be completed and submitted by the end of May. F� Administrative Report District 8 WACEC Meeting Report: Bethke and Reaman attended the District 8 WACEC meeting in Black River Falls. A budget report was given by the Dean and Director of UW-Extension Carl O'Connor. The educational program focused on Meeting the Needs of a Diverse Wisconsin. Discussion revolved around changes in the percentage of population living in urban areas and on farms, farm size, commuting time, percent of non -white population, educational attainment, over 65 years old, living below poverty level, and percent of single parent families. Small group work was facilitated to identify a variety of changes in their home community, county and the state as well as the pros and cons and why it is or is not difficult to adjust to the changes and the implications for programming in Cooperative Extension, June Dairy Month Resolution: The committee signed a resolution supporting June Dairy Month. State Wisconsin Associated Counter Extension Committees Annual Conference: Beaman distributed the program and registration materials for the State WACEC Conference, June 22-24, 1997 in Milwaukee. The conference theme is "Bridging Community Needs and University Resources". Bethke and Berenschot will represent St. Croix County at the conference. Jensen and Raymond will be contacted to promote this opportunity. Reaman will not be attending as the dates directly overlap the 4-H Summer Camp program. Reaman will contact Mr. Zevenbergen to make an auction item for the conference. The cost will be between $20 and $25. 4-H Youth Development Report 4-H Summer Assistant: Kari Skiba was offered and accepted the 4-H Summer Assistant position. She will begin June 1 and completed the Wisconsin 4-1-1 Youth Protection Policy on May 1. Camp Counselor Selection: Applications were received from 20 4-H members for 8 summer camp counselor positions. Reaman worked with the 441 Camp Youth Director and two experienced camp counselors to conduct interviews for camp counselor selection. The 3-member youth interview team first identified characteristics that are essential to be an effective camp counselor and then developed appropriate questions to determine the applicants ability to fulfil the responsibilities. Wisconsin Association of Extension Professionals Annual Conference: Beaman attended the WAUT) Annual Conference in Oshkosh. The opening keynote talked about identifying and "living" core values in business and organizations. The audience was challenged to describe the core values for Cooperative Extension and assess how they are communicated. Attended sessions on salary issues and evaluating collaborations. Resource Agent Report Janke reported that the Barn Workshop on April 19 was a success. The session sold out at 150 participants, and registration had to be cut off. Participants came from 30 counties in Wisconsin, including Dane, Racine, Milwaukee, and Door. In addition there were 23 participants from Minnesota and 4 from northern Illinois. 2 A specialized small business management counseling session is scheduled for May 8 in Hudson. These appointments are available only to existing businesses and will focus only on marketing issues. This is different than the previous business management counseling sessions, which are open to any type of question from existing or proposed businesses. Thus far only one person has made an appointment, unlike the regular sessions, which have filled to capacity. Based on the lack of response, this type of specialized management assistance will probably not be offered again. Over sixty people attended the first of three growth management conferences in Hudson co -sponsored by the Minnesota Extension Service and UW-Extension. The purpose is for participants to identify institutional changes that could be made to make it easier for local communities to plan for growth. Family Living Agent's Report and Family Nutrition Program Lestrud reported on her work with the Communities That Care Prevention Board. Through the qu 371V federal grant received last summer, this group has been able to implement many new efforts on behalf of youth and parents. Lestrud is currently re -applying for the same amount of money in year two of the grant cycle. Lestrud's major teaching effort this past spring has focused on transferring non -titled property. She met with five groups (100 people) mostly of the older generation. Many of these individuals are now meeting with their own children to discuss fairness and other issues related to inheriting non -titled property. Lestrud attended a statewide HCE-leadership conference with three active leaders from the county. The group learned ideas for implementing the new program focus, "HCE Supports Families". Other HCE activities included a large membership promotion program attended by 100 and Spring Council attended by 100 members. Mabis discussed recent programming with jail inmates, WIC clients, and youth. She showed a display board on fruit which was designed for her program by the Baldwin -Woodville Art Department and another display board showcasing her work at the jail. Betake moved to adjourn.
