Extension Ag Committee/Resource & Education Committee Meeting
June 3, 1997

Present: Vern Dull, Leon Berenschot, Ron Raymond, Art Jensen, Chris Bethke, Dave F%Jo Zi,
Lee Milligan, Jim Janke, and Kim Reaman.
The meeting was called to order at 12:30 p.m.

Administrative Report
State Budget: Reaman reported on action taken by the Legislative Joint Finance Committee last
we The Joint Finance Committee unexpectedly targeted all divisions in UW-Extension with
a 5% reduction. Previously, the state budget for the Division of Cooperative Extension, had been
unchanged. The State Wisconsin Associated County Extension Committees passed a resolution
to support full restoration of the cut to UW-Extension and encouraged all County Extension
Committees to contact their legislators. This is the 2nd consecutive biennium Extension has been
targeted with a budget cut. In 1995-97 more than $2.6 million was cut. This would be an
additional $2.5 million. Ninety percent of the budget is salaries and it will mean that 1245
county positions and 64 state positions will be cut. There has been some discussion among
legislators that program revenues can replace state budget cuts but that is a false assumption.
UW-Extension doesn't have program revenue options. If Extension is guided by revenue
generation, the focus would move toward programs which have the most potential for generating
revenue and not necessarily the programs which have the most need in communities. Immediate
attention is needed to fully reinstate this budget cut.
State Wisconsin Associated County Extension Committees Annual Conference: Berenschot and
Bethke will attend the State WACEC Annual Conference in Milwaukee. Conference registrations
and hotel reservations will be mailed June 4th,
County Board Report by UWEX: UWEX is scheduled to present a short program for the County

Board on June 17. Reaman solicited ideas for the presentation from Committee Members.
Suggested a crisp program to inform the County Board on the mission of UWEX, and emphasize
the educational impacts in St. Croix County. Also share how UWEX can be an internal resource
for other county departments and County Board members.
Ag Agent's Report
Forty people have completed the 12-week Master Gardener Program. They will be volunteering
36 hours of service to the community. They are considering formation of a St. Croix/Pierce
Master Gardener Association.
Twenty-six farm units have completed the Managing Dairy Farm Profitability course. T`weniy-
three have completed a dairy farm business analysis. They use the information for decision -
making and goal setting purposes.
Milligan has established a corn silage hybrid plot at Jon -De Farms. The data collected this fall
will be incorporated into the UWEX state recommendations.
A corn starter fertilizer research plot has been established at the Henderson -Erickson farm. This
is the third year of the statewide research project. Milligan has participated each year.
Over 40 dairy producers increased their understanding of the use of dairy futures at a dairy
marketing seminar in April. There is interest in forming a dairy marketing club for educational
purposes.
Milligan has worked with a group of graziers to develop a series of pasture walks for 1997.
Participants have learned about parasite control, developing watering systems and pasture
improvement.
Milligan is co-chair of the 1998 Farm Progress Days education committee.
Farm visits and office calls have included the following topics; dairy facility design, dairy
nutrition, facility design, corn, alfalfa, soybean and small grain production, financial analysis and
horticultural questions.
In June, July, and August Milligan has scheduled meetings on milking parlor management and
design, dairy marketing, farm business analysis, grain storage systems and sprayer calibration for
fruit growers. Milligan is also helping coordinate a tour of St. Croix and Pierce dairy facilities
for the American Society of Agricultural Engineers,
Resource Agent Report
Janke reported that the next small business management individual conferences will be held on
July 2 in the County Government Center.

Janke worked with the UW-Extension to organize a workshop on customer relations that was held
in New Richmond. The workshop was so popular that the session filled to capacity (26). A
second session was added for the following day, and it also filled to capacity.
Janke is working on a study to analyze the fiscal impact of growth. First he is developing a data
base of growth, land use, and fiscal data for every unit of government in six western Wisconsin
counties. He will use a computer program to test for relationships between the local tax base,
growth, and local property taxes.
The second part of the study is to compare residential development in fast gro :ving parts of St.
Croix County, with the slower growing part of the county. Resulting local revenue and
expenditures will be examined.
4-H Youth Development Report
New 4-H Leaders: 64 adults have completed the Wisconsin 4-H Youth Protection Policy.
Forty-six of them have enrolled as 4-H club project leaders to teach a specific subject matter
such as sewing, child development, or livestock. The remaining 18 are helping as a resource
in the club, working with the community service projects, coaching softball or chaperoning a
club outing, not necessarily as a project leader.
Wisconsin 4-H Youth Protection Policy Ramifications: One of the unexpected consequences of
implementing the Youth Protection Policy has been monitoring by leaders within county 4-H
programs. Across the state, leaders have inquired about the Youth Protection Policy status of
particular leaders and then reported behavior which conflicts with the behavior agreement form
signed as part of the youth protection certification. Reaman is a member of the state-wide policy
committee which will develop procedure for releasing volunteers who are not acting within the
identified behavior agreement guidelines.
Volunteer Involvement in Summer Activities: All 12 county -wide 4-H committees have already
or will be conducting an educational program for members in the respective projects. In June,
there will be a sewing camp, dairy fitting and showing clinic, rabbit and small animal workshop,
garden and flower clinic, poultry workshop, carcass workshop for meat animals and camp
counselor training. Weekly training sessions are also provided by the dog committee and the
horse committee.
Planning Department's Report
Fodroczi reviewed a list of May vouchers totalling $6,176.62. Berenschot moved that the
vouchers be approved as presented. Bethke seconded the motion. Motion carried.
Review Recycling Technician Position:
Fodroczi reported on preparation of scope of services for potential contractors. He summarized
recent conversation with Western Wisconsin Recycling Association as a potential contractor.
He suggested a Committee meeting just prior to the County Board meeting on June 17th to
review contractor costs for a municipal meeting later in June to allow a Committee decision at
the July meeting. Committee set a special meeting for 6*30 p.m., June 17th with cost
information to be sent in advance.
Tire/Appliance/Rounduu
Fodroczi reported that preparations for the Tire/Appliance Roundup were complete. He referred
to the table of locations and schedules in the recently published newsletter. He invited
Committee members to stop in at any of the sites on the 14th and 21st.

Fodroczi reported that the 1996 Annual Report was completed and submitted to the DNR before
the May 30th deadline.
