EXTENSION AG CO MMITTEE/RESOURCE & EDUCATION COMMITTEE MEETING
August 5, 1997

Present: Vern Dull, Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Dave
Fodroczi, Jim Janke, Kim Reaman, and Karl Skiba.
The meeting was called to order at 12:30 p.m.
Date of next meeting was set for Sept. 2, 1997 at 12:30 p.m.
Bethke moved that the agenda be adopted as presented. Berenschot seconded the motion.

Administrative Report
State Budget: Little action on the state budget.

St. Croix County Budget: With the County Fair, Reaman has not had an opportunity to sit
down with Milligan and learn now the budget is put together. They have set a date to do
that early next week. Confirmed the budget review meeting has been scheduled for August
15, 9:00 a.m., Ag Center.
4-H Youth Development Report
Kari Skiba I4-H Summer Assistant: Skiba updated the committee on activities and events she
has been working on which included: Clothing Revue, Interstate Exchange,
Explorer/Cloverbud Day Camp, State Fair Arrangements and preparations for the County
Fair. At tie County Fair she took leadership foi the public Clothing Revue and the Parade
A Champions.
County Fair Report: Fair Evaluation is scheduled for August 18, 7 p.m. Early indications
are the fair went very well. The entries were up but the actual number of exhibits will not
be available until all the Fair results have been entered into the computer. Several new
displays allowed enough room for more fragile exhibits to be encased. Also, moving the
vegetable and crop display outside under the awning in front of the youth building opened up
a lot of area inside the youth building to spread exhibits out. Out of 140 animals listed on
the 4-H/FFA Livestock Auction, 9 steers did not sell, so there is some discussion on the
Meat Animal Committee about limiting the number of animals which will be sold at the
auction. They have asked Reaman to survey other counties to determine which limit animals
and how that selection for the auction is made.

WI Summit on Volunteerism for Youth: The Governor has asked UW-Cooperative
Extension to be the main conveners for the WI Summit on Volunteerism for Youth which
will be held in Madison on October 6. Each county has the opportunity to send a delegation
of 10 to the summit and 30% of the delegation is expected to be youth members.
Extension's role is to organize the first meeting at which the delegation members will be
selected. Involvement beyond that will be at the staff's discretion. It's an exciting
opportunity even though the turn around time is quite short. Many of the purposes of the
summit fall right in line with what the 4-H program already offers: an ongoing relationship
with a caring adult, a safe place, a healthy start, marketable skills, and opportunities to give
back through their own service.
Resource Agent Report
Seven small business owners received individual management education and advice during
July. The next Business Counseling Sessions are scheduled for September 4 and 30 at the
County Governei ent Center.
Janke explained a proposal he made to a group of community leaders in New Richmond.
The proposed program is a series of three citizen driven community futuring sessions. The
proposal was received favorably by the group. Endorsement is now being sought from other
key individuals and groups in the community.
Janke also discussed a proposal that he made to the Hudson Area Chamber of Commerce for
a Community Retail/Service Market Analysis. The proposal was made in response to a
concern raised by downtown business owners to help identify what types of businesses would
have the best chance of survival. The proposal is presently being reviewed by the Retail
Committee.
Janke indicated that he had been active as an internal resource for the County Planning
Department on the wireless communication tower ordinance preparation. He has utilized the
Internet to access documents from the Federal Communication Commission and
cities/counties throughout the US. UW-Extension specialist Brian Ohm has also provided
counsel and materials for the county.
Planning Departnnent's P.eport
Fodroczi reviewed a list of July vouchers totalling $19,271.82. Berenschot moved that the
vouchers be approved as presented. Raymond seconded the motion. Motion carried.
Staffing for Recycling Program:
Committee discussed the reaction of local officials at the community forum on July 28th in
New Richmond. There appeared to be a consensus of support for contracting for staff
services with the Western Wisconsin Recycling Association (WWRA). Committee members
agreed that it was the best option for a variety of reasons. Berenschot made a motion to
recommend approval of a contract for services with WWRA to the County board. The
motion was seconded by Raymond. Motion carried. The Committee instructed Fodroczi to
prepare a resolution for County Board to be signed by the Committee at its August 15th
budget meting. He was also instructed to send a follow-up letter to the local governments
with the County's decision and thank them for their feedback.
Hazardous Waste Program.:
Fodroczi updated the Committee on preparations for the Hazardous Waste Program to be
held on September 20th. Arrangements had been made for collection sites in New Richmond
and the County Highway Garage on US Hwy. 12. Contracts were being worked out with
Advanced Environmental Technical Services (AETS) for collection and disposal. J.R.
Appliance will operate a companion appliance collection. Fodroczi and Janke presented the
need for a Committee decision on possible charges for agricultural hazardous wastes. No
specific grant funds were available for agricultural wastes this year. Discussion. Raymond
made a motion to not charge for agricultural hazardous wastes this year but advise farmers
that future programs would likely include fees. The motion was seconded by Bethke.
Motion carried.
