The meeting was called to order at 12:30 p.m. Date of next meeting was set for December 2, 1997 at 12:30 p.m. Bethke moved that the agenda be adopted as presented. Jensen seconded the motion. Motion carried. Berenschot moved that the previous meeting's minutes be approved after indicating that Jensen was absent in October. Raymond seconded the motion. Motion carried. Berenschot moved that the vouchers be approved. Bethke seconded the motion. Motion carried. Administrative Report 133 Contracts: Reaman circulated the revised 133 Contracts to be signed by the committee. The contracts cover the period of July 1, 1997 through June 30, 1998. The County is billed in two payments -- for the first six months and the second six months. Agent Performance Evaluations:. The committee decided to invite Mike Perkl, UWEX Western District Director to the Ag and Extension Education Committee Meeting on February 3 for agent performance evaluations. The committee will further discuss the process in which they would like to conduct the evaluations at a later meeting. St. Croix County Budget: No report. Resource Agent's Report Janke reported on the community improvement workshop series in New Richmond. Over 40 local residents participated. A series of goals and plans were identified and three task forces are working toward the goals. A follow-up session is scheduled in January. At the request of the County Department on Aging, Janke presented a workshop on how to have effective meetings. The audience was the Board members of the various Senior Centers in the county. Small business management counseling sessions are scheduled on November 7. Janke and Kevin Jones of UW-Eau Claire have made arrangements for an intern to conduct afollow-up survey with business owners who have been clients. Family Living Agent's Report -- HCE Activities Mary taught four leader training lessons, attended the state HCE meeting in Milwaukee, district and county Fall Council programs, and advised the HCE Family Issue team on new programming ideas and methods. Mary attended the first annual Search Institute Conference in Bloomington, MN. She learned strategies for developing youth assets in community settings. Mary organized a weekend family camping program for families with limited income in the Baldwin/Woodville School District (grant supported). Nine families with young children learned how to build on their strengths and band together. Most of the families had moderated dysfunction, but were able to set positive goals for the future. Mary worked with several groups and wrote a grant to sponsor the 4th annual Reading Festival for youth and families. 500 youth entered the poster and essay contest, and 150 youth and 100 parents attended the festival which promoted the benefits of reading. Mary continues to serve as project director for the yearly $25,000 grant in the Baldwin/Woodville area. 4-H Youth Development Report 4-H Application/Scholarship Workshop: 28 older 441 members attended this workshop to learn how to effectively communicate their goals, skills and accomplishments on written applications. 4-H Community Service Report: Reaman shared survey results from Community service.: What 441 clubs do to make a difference. The report highlights community service projects 441 clubs have been involved with in St. Croix County and how the community benefits from these activities. The 13 4-H clubs which responded to the survey completed 123 community service projects in 1996. Many of the community service projects enriched the lives of elderly in nursing homes, helped families who needed food and clothing, cared for the environment and raised money for special causes like Cystic Fibrosis and the Bridget Bischel benefit. County Board Promo by Jr. Leaders: Tolea Kamm, President of the 4-H Junior Leaders, was very effective in communicating the value of the 4-H Program at the County Board Meeting in recognition of National 4-11 Week. Four other Junior Leaders served ice cream during break and visited with County Board Members about the educational program 4-H offers. 4-11 Club Officer Training: This training is an opportunity for older members to apply what they have learned. They have primary responsibility to plan the training, organize the logistics of selecting a date, locating a facility, promoting the training with new officers, collecting registrations and health forms, plus teaching the officer sessions and leading the large group activities. 35 4-11 members who were elected by their clubs to new officer roles attended the training sponsored by the Jr. Leaders. Those participants learned specific techniques for how to be an effective president/vice president, secretary, reporter/historian and treasurer. The also learned new games for team building in their club and how to conduct a club meeting as a team of officers. Ag Agent's Report St. Croix County will be hosting the Northwest Wisconsin Dairy Herd Operator's Seminar January 15~16 1998 at the Coachman. Milligan is coordinating the educational event. Milligan has been verifying yields for producers in Extension sponsored soybean and corn yield contests. Soybean yields in the county have been in the 40-50 bushel range. Corn yields in the 120-160 bushel range. There are yields on either side of these ranges. Milligan is a member of the Western Wisconsin Ag Lenders Conference planning committee. The event will be held January 8 at UW-Stout. The agronomy seminar for Pierce/St. Croix will be December 18 or 19. The dairy herd management seminar for Pierce/St. Croix will be the week of February 16-20:- -_ Pesticide applicator training has been tentatively scheduled for January 22-23 , February 12-13 , - and March 7. Farm management and marketing educational programs are being developed. Milligan has met with the St. Croix Valley Graziers to plan their winter meeting schedule. _ Milligan has been working with producers on dairy nutrition, herd management and expansion issues. Many of these are time-consuming. Planning Department's Report Fodroczi reviewed a list of October vouchers totalling $193,844.94. Berenschot moved that the vouchers be approved as presented. Bethke seconded the motion. Motion carried. 1998 Hazardous Waste Pro ram: Fodroczi reported that Mary Barney was continuing to look at options for operating our hazardous waste program. The Northwest Wisconsin Regional Planning Commission has a mobile program that operates in all of their counties. They were interested in providing services by contract to counties outside their jurisdiction. Fodroczi said staff will look closer at this option and ask a representative to present a proposal at the next Committee meeting. Local Rec�g Grant Distribution Fodroczi presented a schedule of recycling grant funds to be distributed to participating municipalities. Final payments for 1996 were distributed in the amount of $68,470.92. First payments for 1997 were distributed in the amount of $95,103.60. "America Recycles Day" Fodroczi explained the "American Recycles Day" event that was being held nationally on November 15th. Mary Barney will set up an exhibit in the Government Center for the two weeks prior and promote with local media. National and local prizes are available for people who pledge to improve their recycling habits. Fodroczi will announce at the November 5th County Board meeting. Western Wisconsin Recycling Association Annual Meeting: Fodroczi reported on attendance at the VVWRA Annual Meeting by Chris Bethke, Mary Barney an himself. Bethke added that the WWRA Board and staff are very excited about the contract we have entered into for staff services. Discussion. Jensen moved to adjourn. Bethke seconded the motion.
