COUNTY DEVELOPMENT MANAGEMENT PLAN & ZONING
ORDINANCE STEERING COMMITTEE
FEBRUARY 20, 1997
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
PRESENT: Chairperson Tom Dorsey, Committee members: Dick King, Carolyn Barrette, George
Menter, Ron Raymond, Jack Breault, Dave Hense, Kermit Thompson, Linda Luckey and
Jan Hinchman. Staff present included Ellen Denzer, Dave Fodroczi, Jim Janke, Tom
Nelson, Jay Tappen, Jerry Chasteen and Rosemary Olson. Guests in attendance were Ray
Drake and John Erickson.
ABSENT: Jim Winzer, excused.
Chairperson Dorsey called the meeting to order at 9:03 a.m. Motion by Breault, seconded by King to
adopt the agenda. Motion carried. Motion by Peavy, seconded by Hense to approve the January 26, 1997
minutes.
Project Status Report
Denzer reviewed the meeting with the town officials She noted that the people seemed interested and
there was good discussion. Sixteen towns were represented. Dorsey and King complimented Fodroczi
on how well he handled the question and answer portion of the meeting.
Policy Analysis and Land Use Trend Analysis Final Approvals
Denzer distributed a copy of the Land Use Trends analysis and asked the Committee for formal approval
of the final draft of the all Use Trends analysis document. Motion by Hense, seconded by Barrette to
approve the Land Use Trends analysis. Motion carried. She then asked for approval of the Policy
Analysis conclusion sections previously mailed to the Committee. Motion by Breault, seconded by Hense
to approve the Policy Analysis. Motion carried.
Zoning Ordinance Trends Analysis
Denzer distributed and reviewed the log of what is wrong with the current ordinance. The Zoning Work
group has discussed and is reviewing recommendations. Fodroczi asked for comments in preparing goals
and objectives for retail and commercial and multi -family housing. Discussion on these and cluster
housing. Staff will provide handouts on cluster developments next month.
NEW BUSINESS
Environmental Corridors Map
Jay Tappen of WCWRPC, reviewed the Countywide environmental corridors map. The map depicts areas
of environmental concern where specific protection policies will need to be discussed.
Alternative Development Scenarios
Tappen reviewed two maps showing the population/development in St. Croix County in 20 to 25 years.
Utilizing the projections in the Trends analysis, staff developed a status quo scenario and a compact
development scenario. A third scenario is also being developed but was not yet available.
The status quo scenario depicts a traditional spread of development, aboutincorporated areas and
50% in unincorporated areas, across the County. The compact scenario depicts using policies to shift
development to reduce the amount of land consumed, with 90% at an urban scale and 10% at a rural scale.
All scenarios assume the County will manage the type, location and density of the projected growth. Not
the amount of growth, which remains the same in all scenarios. Committee members requested
information on all inputs to the scenarios and maps showing the development at a smaller scale.
Fodroczi stated that this is a critical step in the plan development and an additional meeting may be
necessary.
The next Committee meeting was set for March 20th at 9:00 a.m.
Chairperson Dorsey requested that the Planning, Zoning &Parks Committee meet following the Steering
Committee meeting.
Motion by Hense, seconded by King to adjourn at 10:25 a.m. Motion carried.
