COUNTY DEVELOPMENT MANAGEMENT PLAN &
ZONING ORDINANCE STEERING COMMITTEE
MARCH 209 1997
T. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI.
PRESENT: Chairperson Tom Dorsey; Committee members George Menter, Carolyn Barrette, Dave
Hense, Ron Raymond, Bill Peavey, Cyril Cernohous, Jim Winzer, Linda Luckey and
Kermit Thompson. Staff Present included Dave Fodroczi, Ellen Denzer, Tom Nelson,
Jim Janke, Jay Tappen, Jerry Chasteen and Rosemary Olson. Guests in attendance were
Mark Pendergast and Kris Belling.
ABSENT: Jan Hinchman and Dick King, excused.
Chairperson Dorsey called the meeting to order at 9:07 a.m. Motion by Raymond, seconded by Barrette
to adopt the agenda. Motion carried. Motion by Raymond, seconded by Barrette to approve the previous
months minutes with the addition of Linda Luckey's name to the committee members present at the
meeting. Motion carried. The next meeting date was set for April 17 at 9:00 a.m. There was discussion
on having a special meeting to discuss scenarios and it was decided to discuss this at the regularly
scheduled meeting in April.
UNFINISHED BUSINESS
Project Status Report
Denzer reported on the recent Zoning Workgroup meeting. There will be one more meeting to finalize
the problem solution log and then the writing will begin. She then referred to the information on rural
cluster development previously mailed to the Committee. She asked that the Committee review the
information and discuss any comments with staff. Denzer then reported on the Technical Committee
meeting. Chairperson Dorsey requested that other involved County departments and town officials be
asked to be involved and included in the rewrite process. Fodroczi noted that there is extensive town
membership on the workgroup and drafts of the ordinance will be mailed out for review. Fodroczi said
that the next step is a detailed outline for the first round of comments. Some County departments have
asked for specific areas that they would like to comment on.
Agricultural Land Evaluation
Tappen distributed and reviewed two handouts describing Land Evaluation and Site Assessment (LESA),
a system created by the Natural Resources Conservation Service for determining agricultural production
potential. The LESA system separates the soils in the County into 11 groupings. Tappen explained how
he sorted these 11 groupings into 4 categories: high, moderate, low and no potential for agricultural
production. Committee members were asked to review the information on LESA and the breakdown into
the 4 categories and provide comments at the next meeting. The map and LESA system would have to
be adopted as a part of the ordinance and plan before it could be used to evaluate rezonements. Tappen
noted that this information will be helpful in site evaluations and protection of farmland and property
rights. The staff will meet with the Baldwin ag offices to review this information.
Alternative Development Scenarios
Tappen distributed and reviewed a handout of Alternative Development Scenarios and a comparison chart
of general implications of the scenarios. The maps will be on display in the 1216 conference room.
Tappen then reviewed three sites in the towns of Eau Galle, Warren and Somerset, which will be used
to depict the alternative scenarios in greater detail.
Zoning Ordinance Trends Analysis
Denzer distributed and reviewed a chart of the variance and special exception activities in St. Croix
County from 19704996.
Motion by Hense, seconded by Cernohous to adjourn the meeting at 10:45 a.m. Motion carried.
