CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI. PRESENT: Vice Chairperson Dick King; Committee members Carolyn Barrette, George Menter, Linda Luckey, Bill Peavey, Ron Raymond, Cyril Cernohous, Jack Breault, Jim Winzer and Kermit Thompson. Staff present included Dave Fodroczi, Ellen Denzer, Dave Dacquisto, Jim Janke, Mark Sebesta, Jay Tappen, Jerry Chasteen, Chuck Christensen and Rosemary Olson. Guests in attendance were County Board Supervisor John Bradley, Kris Belling and Rita Horne. ABSENT: Chairperson Tom Dorsey, Jan Hinchman and Dave Hense, excused. Vice Chairperson King called the meeting to order at 9:12 a.m. Motion by Breault, seconded by Cernohous to adopt the agenda. Motion carried. Motion by Breault, seconded by Cernohous to approve the previous months minutes. Motion carried. The meeting date for May was set for the 14th. Fodroczi introduced David Dacquisto, the new Zoning Director. The Committee introduced themselves to him and welcomed him to St. Croix County. UNFINISHED BUSINESS Project Status Report Denzer distributed a copy of the final version of the Policy Analysis, Chapter 4, and explained that this will replace the draft copy in the book binder. The complete final Trends Analysis will be available at the next meeting. She added that the Zoning Work Group has finished the final log update and staff will begin to draft chapters of the ordinance for the group to review. Staff will meet with the staff from the kg agencies in Baldwin later today. A meeting with the Highway Department and the DOT will be scheduled. Physical Features Analysis Tappen distributed and reviewed a copy of the Physical Features Analysis draft which did not include the 11 x 17 maps. Denzer pointed out that the Development Plan is close to its final steps. . Agricultural Land Evaluation Tappen distributed copies of the 1 - 4 LESA group and the 1 - 5 LESA group maps. He further explained that LESA is a more accurate system in determining Ag potential for a variety of crops. Committee members will wait for input from Ag Departmens before finalizing. Alternative Development Scenarios Tappen displayed a study site plan for the Village of Somerset. Denzer referred to a handout from the March meeting on alternative development scenarios. Discussion. The Committee agreed that they cannot support the 70 - 30 Scenario or the 90 - 10 Scenario. Staff should alter the status quo scenario to reflect the Committee concerns regarding what is possible to accomplish and what can be done politically. Tappen then distributed a copy of a conservation design development and a conventional subdivision development in the Town of Somerset. Regional Planning will create scenarios for the Town of Eau Galle and the Town of Warren. Fodroczi asked the Committee to review this information and comment next month. Zoning Ordinance Trends Analysis Denzer provided an update on the ordinance analysis. Staff have completed changing and correcting the data, and will provide an extensive report next month.
