Staff: Ellen Denzer, Dave Fodroczi, Jim Janke, Jerry Chasteen and Jay Tappen. Guests: Larry Natzke, Natural Resource and Conservation Service, Dan Pearson, Ray Drake, Chuck Christenson and Bob Heise, ABSENT: Ron Raymond, Jim Winzer and Jack Breault. Chairperson Dorsey called the meeting to order at 9:20 a.m. Motion by King, seconded by Hense, to adopt the agenda. Motion carried. Motion by Cernohous, seconded by Hense, to approve the June 19, 1997 minutes. Motion carried. The next meeting is scheduled for Thursday, August 21, 1997 at 9 a.m. Project Status Report Jay Tappen of West Central Wisconsin Regional Planning Commission stated that they hope to have the physical features analysis and site design alternatives report completed for the next meeting. LESA Presentation by Larry Natzke, NRCS Larry Natzke of the Natural Resource Conservation Service, gave a presentation on how the Land Evaluation and Site Assessment kLESA) system was created. Soil productivity is a 10-year average. ational criteri Na must be met to rate land as prime farmland and yields are reduced to reflect wet or steep soils, management costs, tillage practices, erosion control practices, crop rotation practices, etc. Natzke further explained that a narrow interpretation of soils can hurt the ability to plan for farmland preservation. Soils are often found in small pockets or over long narrow stretches. It is important to average the soils on a farm in question because there will always be a wide variety of soils on a farm. However, it is impossible to do a site by site evaluation of the whole County. Therefore, he recommends a broad interpretation of soil productivity to protect the better farmland. The site evaluations give decision makers a great deal of credibility, because the criteria are developed locally and followed carefully. Natzke also stated that the LESA groupings were created by a computer putting a great emphasis on yield. While they cannot be recreated manually, it is possible to adjust the groupings a little to reflect local concerns. For instance, one or two soils could be eliminated from a grouping depending on local conditions. Committee members asked about soil potential ratings. Natzke explained that these are excellent economic indicators of soil values but it takes years to develop. He also stated that the LESA system cannot evaluate farmland productivity for livestock operations. Discussion. Committee members thanked Natzke for his presentation. They felt it was very informative and answered many questions. Committee members stated that the decision to depict only agricultural lands in LESA groups 14 as the prime ag land was correct. Luckey disagreed. 1 Alternative Development Scenarios Tappen handed out a modified status quo development scenario working paper on described the broad areas of land use in the County. He recommended transition areas be created between areas of higher and lower residential density. He asked if there was any input from the committee members on which appropriate densities should be applied. No discussion. Tappen indicated he will develop examples for review. Zoning Ordinance Denzer reported that work on the Zoning Ordinance is going well. The group is up to Chapter 3. When a second review is completed the chapters will be forwarded to the Steering Committee for review. Motion by Hense, seconded by Menter to adjourn. Motion carried.
