April 1, 1997
The second project planning meeting was held at the Ag Center in
Baldwin beginning at 9*00 AM.
Those in attendance for all or part of the meeting were Tom
Dorsey, Leon Berenschot, Brian Larson, Greg Granlund, Kim Reaman,
Chuck Christenson, Dave Sander, Dick Gade, Linda Paul, Ida Molt-
zen, Don Siler, John Krizek, Ralph Robole and Rich Loney, who
served as recording secretary.
Larson reviewed a preliminary drawing of the proposed lay -out of
the facility. Bathrooms (both number and locations) were dis-
cussed. Gade distributed a sheet showing the space requirements
by square footage for the Federal offices. All areas were re-
viewed, including individual room sizes ,as well as common areas
(those for storage, mail, copier, etc.).
Regarding the planned lower level, Larson said that storage
garages for four vehicles would occupy approximately 900-1,000
sqe ft. and that storage for County items and Federal agency
items may take an additional 500 sq. ft. each. He cautioned
that, as always, issues involving this space and possible full
excavation of the basement will center around what we want vs.
cost constraints.
Regarding location of the facility on the lot, Larson said he
felt the north section of the lot probably has more commercial
potential and, therefore, we may consider locating the structure
and associated parking to the south. Depending on the topography
of the property, parking may be located to the far south. Gade
raised the issue of separate parking for employees and customers.
Larson said this was a possibility, perhaps with some employe
parking to the north of the building. In response to a question
from Moltzen, Larson said he envisioned some type of building
identification sign visible from US 63 associated with the pro-
ject.
Larson asked if separate environmental controls were considered
necessary for the Federal data processing room. Paul said she
would check to determine the temperature and/or humidity require-
ments for the equipment which will be located here. The location
of this room was also discussed as was the fact that phone lines
need to be available here. Gade said their people are anxious to
know when this area of the building will be constructed so they
can schedule the wiring to be done at the same time.
Regarding the aerial photo room, Gade said he would like to see
outside access for this as numerous trips into and out of it are
made by people coming directly from field work.
It was noted that there needs to be a counter in the
information/reception area with various types of storage avail-
able underneath.
The public meeting room needs to be divisible, with storage and
have two exits. Possible design taking into account alternate
use as an Emergency Operations Center (EOC) was also discussed.
