MINUTES
Emergency Government Committee
December 22, 1997
PRESENT: Art Jacobson, John Mortensen, Chuck Mehls - County Board;
Jack Colvard, Pam Benson - Emergency Government; Bernie Mortensen,
Jan George, Patricia Mayer, Larry Peterson - American Red Cross; and
John Krizek, Administrative Coordinator.
Chairman Jacobson called the meeting to order at 9:05 a.m. The agenda
was adopted on a Mortensen/Jacobson MOTION. Minutes from the
December 3, 1997 meeting were approved on a Mehls/Mortensen MOTION.
OLD BUSINESS
#1. Draft Resolution
A draft resolution stating the chain of command for initially
requesting a Presidential Disaster Declaration was approved by the
Committee on a Mehls/Mortensen MOTION. The resolution will be
presented for consideration at the next County Board meeting.
NEN BUSINESS
#1. St Croix Valley American Red Cross Office Proposal
Jan George, Executive Director from the St. Croix Valley American
Red Cross, spoke regarding the pending merger of the St. Croix
County American Red Cross with the St. Croix Valley Chapter. This
merger will be completed in February, 1998. Per George, a local
office in Hudson or elsewhere in St. Croix County needs to be
established as a central location for all Red Cross activities. A
current proposed location for this office was discussed. Per
George, Polk County provides a space for the American Red Cross in
their government center, and the Red Cross pays for phone/fax use
and for copying. Krizek next spoke, stating that there is no extra
space in this building for Red Cross equipment storage needs as
addressed. Discussion followed regarding possible locations for a
local American Red Cross office site. Red Cross members then
thanked this Committee for allowing them to meet and present their
proposal. (Red Cross personnel were then excused from the
meeting.)

2. Alternate Emergency Operations Center
Krizek stated that the alternate EOC (Emergency Operations Center)
at the new Ag Center building has ten phone lines built into the
north wall of the Community Room. Also, there is storage room in
the basement of the building as well as a plug-in spot for an
electric generator. Plans are to hold a future Emergency
Government Committee meeting at Baldwin to view the facility.
(Krizek left the meeting after this agenda item.)

3. Approve November Bills
This item was tabled until the next Committee meeting.

#4. Public Comments
Areas of discussion included the following:
The SCAN (St. Croix County senior newspaper) had winter safety tips
(supplied by Emergency Government) on the front page of its
December issue. This was shown to the Committee.
Colvard contacted FEMA (Federal Emergency Management Agency)
concerning a letter Boche received regarding updating County flood
inundation areas. Per FEMA's request, Colvard copied all the
County dam plans, showing inundation areas, and sent them to FEMA.
Mehls spoke regarding a training exercise which was held on the
Mississippi River near LaCrosse, Wisconsin and stated that there
may be a need for a similar exercise in this area.
